THE PROJECT SAFE NEIGHBORHOOD (PSN) TARGET ENFORCEMENT AREA (TEA) FOR THE USAO OF THE WESTERN DISTRICT IS THE GREATER MADISON AREA. THE OFFICE HAS A VERY STRONG WORKING RELATIONSHIP WITH THE MADISON POLICE DEPARTMENT (MPD), SURROUNDING LOCAL LAW ENFORCEMENT AGENCIES, STATE AND FEDERAL AGENCIES, AND DANE COUNTY DISTRICT ATTORNEY'S OFFICE TO ADDRESS VIOLENT CRIME. THE USAO FOR THE WESTERN DISTRICT OF WISCONSIN ALSO WORKS CLOSELY WITH LAW ENFORCEMENT THROUGHOUT THE DISTRICT TO ADDRESS THEIR NEEDS. THIS INCLUDES COLLABORATING WITH AGENCIES ON THEIR COMMUNITY VIOLENCE INITIATIVE WHICH INCLUDES COORDINATION BETWEEN STREET LEVEL LAW ENFORCEMENT, MENTAL HEALTH SERVICES, SOCIAL SERVICES, AND HEALTH ADVOCATES. IN RECENT YEARS THEY HAVE BEEN EXPERIENCING VIOLENT CRIME SIGNIFICANTLY DISPROPORTIONATE TO A CITY THEIR SIZE. JANESVILLE AND BELOIT WHICH ARE BETWEEN THE MADISON AND ILLINOIS BORDER, HAVE HISTORICALLY BEEN HOT SPOTS FOR VIOLENT CRIME. BECAUSE OF THAT, THE POLICE DEPARTMENTS IN THOSE THREE CITIES HAVE APPLIED AND RECEIVED FUNDING UNDER THE 2019 THROUGH 2023 PSN GRANTS. WHILE THEY ARE NOT IN THE TEA, THOSE DEPARTMENTS HAVE VALUED THE USAO'S RELATIONSHIP, OUTREACH, AND CASE OUTCOMES. THE SOUTHERN DISTRICT OF ALABAMA IS MADE UP OF THE 13 COUNTIES LOCATED IN THE SOUTHWEST CORNER OF THE STATE. THE MAJORITY OF THE DISTRICT CONSISTS OF RURAL AREAS WHICH ENCOMPASS SMALL MUNICIPALITIES. MOBILE, THE DISTRICTS LARGEST POPULATION CENTER, IS AT THE INTERSECTION OF TWO MAJOR NORTH-SOUTH AND EAST-WEST INTERSTATES I-65 AND I-10, AND IS A 30 MINUTE DRIVE TO MISSISSIPPI OR FLORIDA. THE NORTHERN DIVISION OF THE DISTRICT INCLUDES FIVE OF THE DISTRICTS 13 COUNTIES. THESE FIVE COUNTIES ARE AMONG THOSE WITH THE HIGHEST RATES OF POVERTY IN THE STATE. ALABAMAS VIOLENT CRIME RATE TICKED DOWN 2% IN 2021 TO 5.1 INCIDENTS PER 1,000. 1 HOWEVER, IN 2021 ALABAMA WAS 38% HIGHER THAN THE NATIONAL AVERAGE IN TERMS OF THE NUMBER OF VIOLENT CRIMES PER CAPITA. THE MOBILE POLICE DEPARTMENTS DATA FOR 2021 SHOWS AN INCREASE OF 18.7% IN VIOLENT CRIME OVER 2020. THE HOMICIDE RATE IN 2021 INCREASED BY 10.9%, ALTHOUGH OVERALL PART I CRIME WAS DOWN 6.6%. THE MOST SERIOUS VIOLENT CRIME PROBLEMS WITHIN THE SDAL ARE REPEAT VIOLENT OFFENDERS AND GANG ACTIVITY, PRIMARILY INVOLVING 18-24 YEAR OLDS OFTEN CLAIMING A NEIGHBORHOOD BASED GANGS (NBGS) OR GROUP AFFILIATION BASED ON FAMILY OR GEOGRAPHY. REPEAT OFFENDERS POSE A SPECIAL CHALLENGE IN THE SMALLER COMMUNITIES OF THE DISTRICT. IN THESE AREAS THE ONGOING CRIMINAL ACTIVITY AND VIOLENCE PERPETRATED BY A REPEAT OFFENDER IS IMPACTFUL ON THE ENTIRE COMMUNITY. IN MANY INSTANCES REPEAT OFFENDERS THROUGHOUT THE DISTRICT REVOLVED THROUGH THE STATE SYSTEM (SEVERAL TIMES), AND THEIR CONTINUED CRIMINAL ACTIVITY HAS AN OUTSIZED IMPACT ON THE COMMUNITIES IN WHICH THEY VIOLATE THE LAW. NEIGHBORHOOD BASED GANGS, AND THE ATTENDANT VIOLENT CRIMINAL ACTIVITY, WILL LIKELY REMAIN A SIGNIFICANT THREAT IN THE DISTRICT DESPITE LAW ENFORCEMENTS CONTINUAL EFFORTS TO DISMANTLE THEM. NBGS RAPIDLY CHANGING AFFILIATIONS AND THEIR MIGRATION INTO NEW COMMUNITIES WILL CONTINUE TO MAKE IT DIFFICULT FOR LAW ENFORCEMENT TO MITIGATE THE THREATS POSED BY NBGS. AN ONGOING FOCUS OF PSN EFFORTS ALSO INVOLVES IDENTIFYING, LOCATING AND INTERVENING WITH PARTICIPANTS (14-24 YEARS OLD) IN ACTS OF RANDOM FIREARM VIOLENCE WHICH TAKE PLACE ON A RECURRING BASIS. TO FURTHER THIS EFFORT THE CITY OF MOBILE HAS DESIGNATED A YOUTH VIOLENCE PREVENTION COORDINATOR AND INITIATED A DIVERSE STRATEGY TO COMBAT GUN VIOLENCE AND ITS SOURCES, DUBBED OPERATION ECHO STOP. THE FIVE CITIES OF ANNISTON, BESSEMER, BIRMINGHAM, HUNTSVILLE, AND TUSCALOOSA ARE VIOLENT CRIME HOTSPOT OUTLIERS, LEADING MOST AREAS OF ALABAMA IN  FIREARM RELATED VIOLENT CRIME. THE VIOLENT CRIME RATE IN 2019 FOR ALL OF ALABAMA WAS 467.6 PER 100,000 INHABITANTS. RESPECTIVELY, THE 2019 VIOLENT CRIME RATE PER 100,000 PEOPLE FOR ANNISTON, BESSEMER, BIRMINGHAM, HUNTSVILLE, AND TUSCALOOSA WAS: 1,443.2; 2,923.5; 1,638.7; 861.8, AND 635.9. THESE FIVE HOT SPOTS ARE CENTERS OF VIOLENT, DRUG, AND PROPERTY CRIMES WITHIN THE NORTHERN DISTRICT OF ALABAMA (NDAL). THE PRIMARY DRIVERS OF CRIME IN THESE HOTSPOTS INCLUDE DOMESTIC VIOLENCE, VIOLENT GANGS, DRUG TRAFFICKING, AND STRAW PURCHASES.

VIOLENT CRIME IS RISING THROUGHOUT THE ENTIRE MIDDLE DISTRICT OF ALABAMA. HOWEVER, THE MOST PREDOMINANT FIREARMS/VIOLENT CRIME ISSUE IN THE DISTRICT REMAINS LOCALIZED IN THE CITY OF MONTGOMERY, AS WELL AS THE COUNTY. THE CITY OF MONTGOMERY HAS THE LARGEST POPULATION IN OUR DISTRICT AND STILL COMPRISES MOST OF THE CASELOAD HANDLED BY BOTH THE U.S. ATTORNEY’S OFFICE. THERE WERE 320 PEOPLE SHOT IN MONTGOMERY COUNTY DURING 2021, WITH AN OVERWHELMING MAJORITY OF THEM LOCATED WITHIN THE CITY LIMITS. THERE WERE 75 HOMICIDE INVESTIGATIONS IN 2021, COMPARED TO 69 IN 2020. MONTGOMERY’S MURDER RATE IS 5.9 TIME GREATER THAN THE NATIONAL AVERAGE, AND 4 TIMES GREATER THAN THE STATE AVERAGE. GANGS, DRUG/GUN TRAFFICKING, AND ILLEGAL FIREARM POSSESSIONS ARE THE MAJOR DRIVING FORCES BEHIND VIOLENT CRIME.               ALTHOUGH A GREAT DEAL OF FOCUS IS DEDICATED ON THE MONTGOMERY AREA, THE REALITY IS THAT VIOLENT CRIME, ESPECIALLY WHEN IT RELATES TO GANG ACTIVITY, IS ITINERATE AND OCCURS ACROSS MULTIPLE JURISDICTIONS. THE CITY OF MONTGOMERY HAS NUMEROUS MAJOR ROADWAYS CONNECTING IT TO OTHER COUNTIES AND MUNICIPALITIES. THESE ROADWAYS PROVIDE TRAVELERS WITH AN EXCELLENT OPPORTUNITY TO REACH ENDLESS DESTINATIONS, WHETHER ORIGINATING IN MONTGOMERY OR SIMPLY PASSING THROUGH TO DESTINATIONS SUCH AS ATLANTA, BIRMINGHAM, NASHVILLE, OR THE GULF COAST. UNFORTUNATELY, THEY ALSO PROVIDE CRIMINALS AND GANG MEMBERS WITH AN OPPORTUNITY TO EXPAND THEIR AREAS OF OPERATION. CITIES THROUGHOUT THE DISTRICT ARE IMPACTED BY CRIME BASED OUT OF MONTGOMERY AND SURROUNDING METROPOLITAN AREAS IN ADJOINING STATES. THEREFORE, CONNECTING CRIMINAL ACTIVITY OCCURRING IN DIFFERENT JURISDICTIONS IS ESSENTIAL IN COMBATTING VIOLENT CRIME.   MANY OF THE OFFENDERS COMMITTING VIOLENT CRIME IN THE DISTRICT HAVE CRIMINAL RECORDS AND HAVE BEEN “THROUGH THE SYSTEM” MULTIPLE TIMES. THE ALABAMA BUREAU OF PARDONS AND PAROLES SYSTEM REMAINS OVERBURDENED, AND THE STATE PRISON SYSTEM IS STILL DESPERATELY OVERCROWDED.  THUS, CLOSE SUPERVISION OF ALL PROBATIONERS AND PAROLEES IS VERY DIFFICULT DUE TO THE OVERBURDEN OF STATE RESOURCES.

THE PSN TARGET ENFORCEMENT AREA FOR THIS GRANT APPLICATION HAS BEEN IDENTIFIED AS TWO DISTINCT AREAS: (1) THE URBAN AREA IDENTIFIED AS THE GEOGRAPHICAL BOUNDARIES OF THE MUNICIPALITY OF ANCHORAGE, AND (2) THE RURAL AREA LOCATED OFF THE ROAD SYSTEM COMPRISED OF THE COMMUNITIES OF BETHEL, DILLINGHAM, KOTZEBUE, NOME, AND NORTH SLOPE BOROUGH. THE RATE OF MURDERS AND AGGRAVATED ASSAULTS IS HIGH WITHIN THE DISTRICT OF ALASKA IN 2020, THE YEAR IN WHICH THE MOST RECENT UCR DATA IS AVAILABLE. AS OF 2020, THE DISTRICT OF ALASKA FINDS ITSELF ABOVE THE NATIONAL AVERAGE IN TERMS OF HOMICIDES, ROBBERIES, AND ASSAULTS. VIOLENT CRIME IN THE RURAL TARGET ENFORCEMENT AREA IS FUELED BY ALCOHOL WITH HIGHER THAN THE NATIONAL AVERAGE OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, AND CHILD SEXUAL ABUSE. THE ILLEGAL POSSESSION OF FIREARMS AND THE USE OF FIREARMS IN VIOLENT CRIME HAS BEEN AN AREA OF CONCERN WITHIN BOTH THE URBAN AND RURAL TARGET ENFORCEMENT AREAS. OUT OF THE 48 MURDERS COMMITTED IN ALASKA IN 2020, THE MURDER WEAPON WAS A FIREARM IN 25 DEATHS. MANY OF THE FIREARM CRIMES WITHIN BOTH TARGET ENFORCEMENT AREAS ARE BEING COMMITTED BY THOSE WITH PRIOR FELONY CONVICTIONS. PROPOSED EVIDENCE-BASED INTERVENTIONS INCLUDE CONCERTED COORDINATION WITH FEDERAL, LOCAL, AND STATE LAW ENFORCEMENT AND PROSECUTORS IN IDENTIFYING AND DEVELOPING STRATEGIC PLANNING FOR VIOLENT CRIME REDUCTION. FFY2022 ARIZONA PROJECT SAFE NEIGHBORHOOD'S PROJECT ABSTRACT        THE UNITED STATES ATTORNEY'S OFFICE FOR THE DISTRICT OF ARIZONA (USAO-DAZ) CONTINUES FOCUSING ON VIOLENT FIREARM AND GANG PROSECTION PROSECUTIONS AND PROACTIVE INVESTIGATIONS TARGETING TRANSNATIONAL NARCOTICS TRAFFICKING ORGANIZATIONS SMUGGLING FIREARMS AND AMMUNITION. THE ARIZONA DEPARTMENT OF PUBLISH SAFETY (AZDPS) 2020 CRIME IN ARIZONA REPORT SHOWS VIOLENTCRIME OFFENSES ACCOUNTED FOR 16.10% OF THE CRIME INDEX. OF THE 28,777 VIOLENT CRIMES REPORTED IN 2020, AGGRAVATED ASSAULT ACCOUNTED FOR THE LARGEST INCIDENCE OF VIOLENT CRIMES AT APPROXIMATELY 69%. ARIZONA’S PSN TASK FORCE IS COMMITTED TO UTILIZING A DATA-DRIVEN,EVIDENCE-BASED APPROACH TO ADDRESSING VIOLENT CRIME ACROSS THE STATE BY INCREASING THE USAGE OF THE NATIONAL INTEGRATED BALLISTIC INFORMATION NETWORK (NIBIN) REPORTING AND LEVERAGING THE CITY OF PHOENIX’S CRIME GUN INTELLIGENCE CENTER INITIATIVE AND CONTINUE TO EXPAND THE SOUTHERN ARIZONA NIBIN INITIATIVE THROUGH TUCSON POLICE DEPARTMENT.     ARIZONA’S PSN TASK FORCE, LED BY THE UNITED STATES ATTORNEY’S OFFICE FOR THE DISTRICT OF ARIZONA, CONTINUES TO STRENGTHEN COLLABORATION EFFORTS WITH CRIMINAL JUSTICE REPRESENTATIVES FROM LAW ENFORCEMENT, PROSECUTION, AND PROBATION FROM FEDERAL, STATE, AND TRIBAL AGENCIES. AN ACADEMIC RESEARCH PARTNER AND A CERTIFIED FISCAL AGENT WILL COMPLETE THE TASK FORCE. THE CERTIFIED FISCAL AGENT, ARIZONA CRIMINAL JUSTICE COMMISSION, WILL PROVIDE FISCAL MANAGEMENT OVERSIGHT OF GRANT FUNDS. THE RESEARCH PARTNER, ARIZONA STATE UNIVERSITY, WILL PROVIDE THE ARIZONA PSN TASK FORCE WITH DATA ANALYSIS TO HELP IDENTIFY PROBLEM AREAS ACROSS THE STATE AND GAPS IN DATA AND NIBIN USAGE. THE PSN TASK FORCE WILL USE THIS DATA ANALYSIS AND LEVERAGE THE PARTNERSHIPS THE USAO HAS CREATED AND INITIATIVES SUCH AS PROJECT GUARDIAN, TO IMPLEMENT THE PSN PROJECTS THROUGHOUT THE STATE.     THE PROJECTS WILL INCLUDE EVIDENCE-BASED PROGRAMS BASED ON THE FOUR PSN DESIGN FEATURES OF COMMUNITY ENGAGEMENT, PREVENTION, AND INTERVENTION, FOCUSED AND STRATEGIC ENFORCEMENT, AND ACCOUNTABILITY TO REDUCE VIOLENT CRIME AND RECIDIVISM AND ULTIMATELY CREATE SAFER NEIGHBORHOODS. THE TASK FORCE WILL UTILIZE PRIOR PROJECT FINDINGS FROM THE TUCSON POLICE DEPARTMENT AND PHOENIX POLICE DEPARTMENT CRIME GUN INTELLIGENCE CENTER (CGIC) TO BUILD UPON SUCCESSFUL REGIONAL INITIATIVES IN THE NORTHERN PART OF ARIZONA AND THE RESERVATIONS.     THIS PROGRAM ENCOURAGES OTHER LAW ENFORCEMENT AGENCIES TO ENTER THEIR BALLISTIC EVIDENCE INTO THE NIBIN DATABASE UTILIZING IBIS EQUIPMENT AND HAS BEEN INSTRUMENTAL IN IMPROVING INTELLIGENCE. THE PSN TASK FORCE WILL IMPLEMENT PERFORMANCE OUTCOME MEASURES TO TRACK AND REPORT ON THE PROGRESS TOWARD THE GOAL OF VIOLENT CRIME REDUCTION AMONG THE IDENTIFIED CRIME HOT SPOTS IN ARIZONA.
