THE SOUTHERN DISTRICT OF ALABAMA IS MADE UP OF THE 13 COUNTIES LOCATED IN THE SOUTHWEST CORNER OF THE STATE.  THE MAJORITY OF THE DISTRICT CONSISTS OF RURAL AREAS WHICH ENCOMPASS SMALL MUNICIPALITIES.  MOBILE, THE DISTRICT’S LARGEST POPULATION CENTER, IS AT THE INTERSECTION OF TWO MAJOR NORTH-SOUTH AND EAST-WEST INTERSTATES I-65 AND I-10, AND IS A 30 MINUTE DRIVE TO MISSISSIPPI OR FLORIDA.  THE NORTHERN DIVISION OF THE DISTRICT INCLUDES FIVE OF THE DISTRICT’S 13 COUNTIES.  THESE FIVE COUNTIES ARE AMONG THOSE WITH THE HIGHEST RATES OF POVERTY IN THE STATE.    ALABAMA’S VIOLENT CRIME RATE TICKED DOWN 2% IN 2021 TO 5.1 INCIDENTS PER 1,000.  HOWEVER, IN 2021 ALABAMA WAS 38% HIGHER THAN THE NATIONAL AVERAGE IN TERMS OF THE NUMBER OF VIOLENT CRIMES PER CAPITA.  THE MOBILE POLICE DEPARTMENT’S DATA FOR 2021 SHOWS AN INCREASE OF 18.7% IN VIOLENT CRIME OVER 2020.  THE HOMICIDE RATE IN 2021 INCREASED BY 10.9%, ALTHOUGH OVERALL PART I CRIME WAS DOWN 6.6%.    THE MOST SERIOUS VIOLENT CRIME PROBLEMS WITHIN THE SDAL ARE REPEAT VIOLENT OFFENDERS AND GANG ACTIVITY, PRIMARILY INVOLVING 18-24 YEAR OLDS OFTEN CLAIMING A NEIGHBORHOOD BASED GANGS (NBGS) OR GROUP AFFILIATION BASED ON FAMILY OR GEOGRAPHY.  REPEAT OFFENDERS POSE A SPECIAL CHALLENGE IN THE SMALLER COMMUNITIES OF THE DISTRICT.  IN THESE AREAS THE ONGOING CRIMINAL ACTIVITY AND VIOLENCE PERPETRATED BY A REPEAT OFFENDER IS IMPACTFUL ON THE ENTIRE COMMUNITY.  IN MANY INSTANCES REPEAT OFFENDERS THROUGHOUT THE DISTRICT REVOLVED THROUGH THE STATE SYSTEM (SEVERAL TIMES), AND THEIR CONTINUED CRIMINAL ACTIVITY HAS AN OUTSIZED IMPACT ON THE COMMUNITIES IN WHICH THEY VIOLATE THE LAW.

BASED UPON 2020 ATF TRACING DATA, ALABAMA IS A TOP 15 SOURCE STATE OF FIREARMS FOR ARKANSAS, CONNECTICUT, DELAWARE, DISTRICT OF COLUMBIA, FLORIDA, GEORGIA, HAWAII, ILLINOIS, KANSAS, KENTUCKY, LOUISIANA, MARYLAND, MASSACHUSETTS, MICHIGAN, MISSISSIPPI, NEW JERSEY, NEW MEXICO, NEW YORK, NORTH CAROLINA, OHIO, OKLAHOMA, PUERTO RICO, SOUTH CAROLINA, TENNESSEE, TEXAS, VERMONT, VIRGINIA, AND WEST VIRGINIA. HOWEVER, THE MOST PREDOMINANT FIREARMS/VIOLENT CRIME ISSUE IN THE DISTRICT REMAINS LOCALIZED IN THE CITY OF MONTGOMERY, AS WELL AS THE COUNTY. THE CITY OF MONTGOMERY HAS THE LARGEST POPULATION IN OUR DISTRICT AND STILL COMPRISES MOST OF THE CASELOAD HANDLED BY BOTH THE U.S. ATTORNEY’S OFFICE. THERE WERE 320 PEOPLE SHOT IN MONTGOMERY COUNTY DURING 2021, WITH AN OVERWHELMING MAJORITY OF THEM LOCATED WITHIN THE CITY LIMITS. THERE WERE 75 HOMICIDE INVESTIGATIONS IN 2021, COMPARED TO 69 IN 2020. MONTGOMERY’S MURDER RATE IS 5.9 TIME GREATER THAN THE NATIONAL AVERAGE, AND 4 TIMES GREATER THAN THE STATE AVERAGE. GANGS, DRUG/GUN TRAFFICKING, AND ILLEGAL FIREARM POSSESSIONS ARE THE MAJOR DRIVING FORCES BEHIND VIOLENT CRIME.               ALTHOUGH A GREAT DEAL OF FOCUS IS DEDICATED ON THE MONTGOMERY AREA, THE REALITY IS THAT VIOLENT CRIME, ESPECIALLY WHEN IT RELATES TO GANG ACTIVITY, IS ITINERATE AND OCCURS ACROSS MULTIPLE JURISDICTIONS. THE CITY OF MONTGOMERY HAS NUMEROUS MAJOR ROADWAYS CONNECTING IT TO OTHER COUNTIES AND MUNICIPALITIES. THESE ROADWAYS PROVIDE TRAVELERS WITH AN EXCELLENT OPPORTUNITY TO REACH ENDLESS DESTINATIONS, WHETHER ORIGINATING IN MONTGOMERY OR SIMPLY PASSING THROUGH TO DESTINATIONS SUCH AS ATLANTA, BIRMINGHAM, NASHVILLE, OR THE GULF COAST. FURTHER EXACERBATING AND CONTRIBUTING TO THE SURGE IN VIOLENT GUN CRIMES ARE LARGE NUMBERS OF FEUDING GANG MEMBERS, AND A STEADY SUPPLY OF FIREARMS, INCLUDING “GHOST GUNS” INTO THE HANDS OF OFFENDERS. THE SURGE OF VIOLENT CRIME OVERWHELMED FRESNO POLICE DEPARTMENT (FPD) UNITS AND RESOURCES TASKED WITH INVESTIGATING VIOLENT CRIMES, LEAVING LITTLE TIME FOR ANALYSIS AND LONG-TERM INVESTIGATIONS OF VIOLENT GUN CRIMES AND SOURCES OF SUPPLY OF ILLEGAL FIREARMS.   THE PROJECT IS CENTERED AROUND THE UPGRADES OF THE MULTI-AGENCY GANG TASK FORCE/FRESNO WIRE ROOM IN COLLABORATION WITH THE FRESNO COUNTY DISTRICT ATTORNEY’S (DA) OFFICE, AND THE UNITED STATES ATTORNEY'S OFFICE (AUSA). THIS WIRE ROOM IS ONE PIECE OF THE OVERALL STRATEGY TO SUSTAINABILITY REDUCE VIOLENT CRIMES IN FRESNO COUNTY. THE PROJECT AREA IS THE ENTIRE CITY OF FRESNO, WITH ALL RESIDENTS BENEFITING FROM THE PROJECT. THE GOAL OF THE PROJECT IS TO REDUCE VIOLENT CRIMES IN ALL OF FRESNO BY IDENTIFYING, INVESTIGATING, AND PROSECUTING ARMED VIOLENT CRIME GANG OFFENDERS. THE SPECIFIC VIOLENT CRIMES THE PROJECT WILL FOCUS ON REDUCING ARE HOMICIDES AND NON- FATAL SHOOTINGS. THE UNITED STATES ATTORNEY’S OFFICE FOR THE MIDDLE DISTRICT OF LOUISIANA (USAO) HAS SELECTED THE BATON ROUGE LAW ENFORCEMENT AND CRIMINAL JUSTICE FOUNDATION (FOUNDATION) TO BE THE FISCAL AGENT FOR THE JURISDICTION’S FY2022 PROJECT SAFE NEIGHBORHOOD GRANT. HISTORICALLY, THESE TYPES OF CRIMES HAVE BEEN SEEN AS OCCURRING AT NIGHT AND OFTEN IN HIGH CRIME-URBAN NEIGHBORHOODS. JOHN AVENUE (1ST STREET) TO 85TH STREET, AND TROOST AVENUE TO VAN BRUNT BOULEVARD EXTENDED.  IN A 5-YEAR PERIOD OF TIME FROM JANUARY 2015 THROUGH DECEMBER 2019, 484 HOMICIDES HAVE OCCURRED IN THIS AREA.  AN AVERAGE OF 97 HOMICIDES PER YEAR.  ALSO, THIS IS 71% OF THE 678 HOMICIDES OCCURRING IN KANSAS CITY, MISSOURI DURING THAT TIME.  THERE WAS AN AVERAGE OF 136 HOMICIDES PER YEAR.  FURTHER, IN 2020 WE WERE A LITTLE OVER THE AVERAGE IN THE TA WITH 99 HOMICIDES VERSUS THE 5-YEAR AVERAGE OF 97.  THIS WAS 63% OF THE RECORD YEAR OF 156 HOMICIDES IN KANSAS CITY.  CONSEQUENTLY, WHILE THE PERCENTAGE OF HOMICIDES IN THE TARGET AREA WAS 8% LESS THAN THE 5-YEAR AVERAGE, THE SELECTED TARGET AREA REMAINS AN IMPORTANT AREA FOR COMMUNITY POLICING, NEIGHBORHOOD ACTION AND ENFORCEMENT EFFORTS. WE PROPOSE BUILDING UPON PAST SUCCESSFUL EVIDENCE-BASED INTERVENTIONS TO SHARE INTELLIGENCE, STAY CURRENT ON IDENTIFYING SPECIFIC VIOLENT CRIME HOT SPOTS WITHIN THE TARGET ENFORCEMENT AREAS TO PROVIDE COORDINATED POLICE RESPONSE TO THOSE AREAS, AND TO IDENTIFY PROLIFIC VIOLENT OFFENDERS DRIVING THE VIOLENCE.  WE ARE ALSO PARTNERING WITH THE KANSAS CITY, MO. POLICE DEPARTMENT’S LAW ENFORCEMENT RESOURCE CENTER WHERE THE RECENTLY ESTABLISHED MIDWEST CRIME GUN INTELLIGENCE CENTER (CGIC) IS LOCATED AND A GANG INTELLIGENCE SQUAD TO ASSIST WITH IDENTIFYING THE VIOLENT ACTIVE TRIGGER PULLERS IN THE TARGET ENFORCEMENT AREA FOR INVESTIGATION AND PROSECUTION. THE WESTERN DISTRICT OF MISSOURI’S PSN PROGRAM IS ALSO WORKING TO PARTNER WITH COMMUNITY ENGAGEMENT AND PREVENTION ASSETS TO REDUCE VIOLENT CRIME.  THE PSN PROGRAM PLANS TO REINTRODUCE SEVERAL PROVEN PAST COMMUNITY AWARENESS STRATEGIES, AND ADD TO THEM A TARGETED SOCIAL MEDIA CAMPAIGN, TO SPREAD THE MESSAGE THAT THOSE COMMITTING VIOLENT ACTS IN OUR COMMUNITY WILL FACE SEVERE CONSEQUENCES.
