THE MOBILE POLICE DEPARTMENTS DATA FOR 2021 SHOWS AN INCREASE OF 18.7% IN VIOLENT CRIME OVER 2020. THE HOMICIDE RATE IN 2021 INCREASED BY 10.9%, ALTHOUGH OVERALL PART I CRIME WAS DOWN 6.6%. THE MOST SERIOUS VIOLENT CRIME PROBLEMS WITHIN THE SDAL ARE REPEAT VIOLENT OFFENDERS AND GANG ACTIVITY, PRIMARILY INVOLVING 18-24 YEAR OLDS OFTEN CLAIMING A NEIGHBORHOOD BASED GANGS (NBGS) OR GROUP AFFILIATION BASED ON FAMILY OR GEOGRAPHY. REPEAT OFFENDERS POSE A SPECIAL CHALLENGE IN THE SMALLER COMMUNITIES OF THE DISTRICT. ARIZONA’S PSN TASK FORCE IS COMMITTED TO UTILIZING A DATA-DRIVEN,EVIDENCE-BASED APPROACH TO ADDRESSING VIOLENT CRIME ACROSS THE STATE BY INCREASING THE USAGE OF THE NATIONAL INTEGRATED BALLISTIC INFORMATION NETWORK (NIBIN) REPORTING AND LEVERAGING THE CITY OF PHOENIX’S CRIME GUN INTELLIGENCE CENTER INITIATIVE AND CONTINUE TO EXPAND THE SOUTHERN ARIZONA NIBIN INITIATIVE THROUGH TUCSON POLICE DEPARTMENT.     ARIZONA’S PSN TASK FORCE, LED BY THE UNITED STATES ATTORNEY’S OFFICE FOR THE DISTRICT OF ARIZONA, CONTINUES TO STRENGTHEN COLLABORATION EFFORTS WITH CRIMINAL JUSTICE REPRESENTATIVES FROM LAW ENFORCEMENT, PROSECUTION, AND PROBATION FROM FEDERAL, STATE, AND TRIBAL AGENCIES. AN ACADEMIC RESEARCH PARTNER AND A CERTIFIED FISCAL AGENT WILL COMPLETE THE TASK FORCE. THE CERTIFIED FISCAL AGENT, ARIZONA CRIMINAL JUSTICE COMMISSION, WILL PROVIDE FISCAL MANAGEMENT OVERSIGHT OF GRANT FUNDS. THE RESEARCH PARTNER, ARIZONA STATE UNIVERSITY, WILL PROVIDE THE ARIZONA PSN TASK FORCE WITH DATA ANALYSIS TO HELP IDENTIFY PROBLEM AREAS ACROSS THE STATE AND GAPS IN DATA AND NIBIN USAGE. THE PSN TASK FORCE WILL USE THIS DATA ANALYSIS AND LEVERAGE THE PARTNERSHIPS THE USAO HAS CREATED AND INITIATIVES SUCH AS PROJECT GUARDIAN, TO IMPLEMENT THE PSN PROJECTS THROUGHOUT THE STATE.     THE PROJECTS WILL INCLUDE EVIDENCE-BASED PROGRAMS BASED ON THE FOUR PSN DESIGN FEATURES OF COMMUNITY ENGAGEMENT, PREVENTION, AND INTERVENTION, FOCUSED AND STRATEGIC ENFORCEMENT, AND ACCOUNTABILITY TO REDUCE VIOLENT CRIME AND RECIDIVISM AND ULTIMATELY CREATE SAFER NEIGHBORHOODS. THE TASK FORCE WILL UTILIZE PRIOR PROJECT FINDINGS FROM THE TUCSON POLICE DEPARTMENT AND PHOENIX POLICE DEPARTMENT CRIME GUN INTELLIGENCE CENTER (CGIC) TO BUILD UPON SUCCESSFUL REGIONAL INITIATIVES IN THE NORTHERN PART OF ARIZONA AND THE RESERVATIONS.     THIS PROGRAM ENCOURAGES OTHER LAW ENFORCEMENT AGENCIES TO ENTER THEIR BALLISTIC EVIDENCE INTO THE NIBIN DATABASE UTILIZING IBIS EQUIPMENT AND HAS BEEN INSTRUMENTAL IN IMPROVING INTELLIGENCE. THE PSN TASK FORCE WILL IMPLEMENT PERFORMANCE OUTCOME MEASURES TO TRACK AND REPORT ON THE PROGRESS TOWARD THE GOAL OF VIOLENT CRIME REDUCTION AMONG THE IDENTIFIED CRIME HOT SPOTS IN ARIZONA.

THE CITY/COUNTY OF FRESNO, CALIFORNIA HAD A TUMULTUOUS 2021 AND RECENT INCREASE IN 2022 FOR AN UNPRECEDENTED SURGE OF VIOLENT CRIME, INCLUDING GANG RELATED HOMICIDES INVOLVING A FIREARM AND NON-FATAL SHOOTINGS. FURTHER EXACERBATING AND CONTRIBUTING TO THE SURGE IN VIOLENT GUN CRIMES ARE LARGE NUMBERS OF FEUDING GANG MEMBERS, AND A STEADY SUPPLY OF FIREARMS, INCLUDING “GHOST GUNS” INTO THE HANDS OF OFFENDERS. THE SURGE OF VIOLENT CRIME OVERWHELMED FRESNO POLICE DEPARTMENT (FPD) UNITS AND RESOURCES TASKED WITH INVESTIGATING VIOLENT CRIMES, LEAVING LITTLE TIME FOR ANALYSIS AND LONG-TERM INVESTIGATIONS OF VIOLENT GUN CRIMES AND SOURCES OF SUPPLY OF ILLEGAL FIREARMS.   THE PROJECT IS CENTERED AROUND THE UPGRADES OF THE MULTI-AGENCY GANG TASK FORCE/FRESNO WIRE ROOM IN COLLABORATION WITH THE FRESNO COUNTY DISTRICT ATTORNEY’S (DA) OFFICE, AND THE UNITED STATES ATTORNEY'S OFFICE (AUSA). THIS WIRE ROOM IS ONE PIECE OF THE OVERALL STRATEGY TO SUSTAINABILITY REDUCE VIOLENT CRIMES IN FRESNO COUNTY. THE PROJECT AREA IS THE ENTIRE CITY OF FRESNO, WITH ALL RESIDENTS BENEFITING FROM THE PROJECT. THE GOAL OF THE PROJECT IS TO REDUCE VIOLENT CRIMES IN ALL OF FRESNO BY IDENTIFYING, INVESTIGATING, AND PROSECUTING ARMED VIOLENT CRIME GANG OFFENDERS. THE SPECIFIC VIOLENT CRIMES THE PROJECT WILL FOCUS ON REDUCING ARE HOMICIDES AND NON- FATAL SHOOTINGS. PROJECT SAFE NEIGHBORHOODS (PSN) PROJECT ABSTRACT – USAO SOUTHERN DISTRICT OF FLORIDA FY2022   THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT (FDLE) PLANS TO ALLOCATE THE FUNDS FOR THE VIOLENT GANG AND GUN CRIME REDUCTION PROGRAM, ALSO KNOWN AS PROJECT SAFE NEIGHBORHOODS (PSN) TO SUPPORT THE UNITED STATES ATTORNEY'S OFFICE (USAO) FOR THE SOUTHERN DISTRICT (SDFL) IN EFFORTS TO REDUCE VIOLENT CRIME INCLUDING BUT NOT LIMITED TO, FELONIOUS FIREARM CRIMES AND CRIMINAL AND TRANSNATIONAL GANG VIOLENCE AND TO PREVENT FUTURE CRIMINAL ACTIVITIES IN THE HOT SPOT AREAS WITHIN THE SDFL.   THE PSN GRANT STRATEGY WILL ADDRESS THE PRIMARY CRIME DRIVER WHICH IS THE CONTINUED THREAT OF VIOLENT CRIME IN THE TARGETED ENFORCEMENT AREAS (TEAS).  GEOGRAPHIC FOCUS OF THE INTERVENTION(S) WITHIN THE SDFL WILL BE PLACED IN THE NORTHSIDE AREA AND SOUTH END AREA OF MIAMI-DADE COUNTY; THE CITY OF MIAMI GARDENS; THE CITY OF POMPANO BEACH (BROWARD COUNTY); THE LINCOLN PARK NEIGHBORHOOD OF THE CITY OF FORT PIERCE (ST. FUNDS WILL BE USED TO FOCUS ON PROGRAMS DESIGNED TO REDUCE THE NUMBER OF SHOOTINGS AND SOLVE CRIMES RELATED THERETO.   THE MDFL PSN TEAM WILL USE A TARGETED APPROACH, ALREADY IN PRACTICE, TO FIND AND REMOVE SHOOTERS FROM THE COMMUNITY. IN PREVIOUS YEARS, THE MDFL HAS FOCUSED ON THE AREAS OF TAMPA, FORT MYERS, AND JACKSONVILLE. HOWEVER, FOR FY2022, THE PSN TEAM WILL CONSIDER ORLANDO AND OCALA AS PART OF THE GEOGRAPHIC FOCUS.   MDFL PSN TASK FORCES WILL SUPPORT RECIPIENTS IN THE AREAS OF ENFORCEMENT, EDUCATION, AND OUTREACH.
