THE INDIANAPOLIS METRO POLICE DEPARTMENT (IMPD) 2016 CPD COPS GRANT APPLICATION PERTAINS TO THE TOPIC AREA: MICRO- GRANT INITIATIVE FOR LAW ENFORCEMENT: OPEN TOPIC AREA: THE PRESIDENT’S TASK FORCE ON 21ST CENTURY POLICING- 6TH PILLAR (SAFETY AND WELLNESS).THE IMPD IS COMPRISED OF APPROXIMATELY 1600 SWORN POLICE OFFICERS SERVING AN AREA OF ALMOST ONE MILLION CITIZENS. AFTER A SERIES OF PUBLICIZED OFFICER EVENTS IN INDIANAPOLIS AND AROUND THE COUNTRY THAT SERVED TO NEGATIVELY REFLECT ON LAW ENFORCEMENT AND IMPEDE RELATIONSHIPS WITH THE COMMUNITY, IMPD EMBARKED UPON A GROUND-BREAKING OFFICER WELLNESS AND RESILIENCY PROGRAM TO COMBAT EMPLOYEE CRISIS USING INNOVATIVE STRATEGIES AND BEST PRACTICES. THE PROBLEM-SOLVING PROGRAM IDENTIFIED AGENCY AND COMMUNITY STAKEHOLDERS AND USED EDUCATION AND CRISIS SUPPORT RESOURCES FOR EARLY INTERVENTION RATHER THAN WAITING FOR CRISIS TO OCCUR. THE GOAL WAS FOR OFFICERS TO MAINTAIN HEALTH THROUGHOUT THEIR CAREER POSTULATING THAT HEALTHY OFFICERS REFLECT A HEALTHY AGENCY, WHICH REFLECTS POSITIVE HEALTHY POLICE-COMMUNITY RELATIONSHIPS. FOR PURPOSES OF THE MICRO-GRANT THE IMPD PROPOSES REPLICATING THE IMPD WELLNESS PROGRAM (THROUGH CPD FUNDING) BY OFFERING 10 REGIONAL TRAINING CLASSES ACROSS THE US OVER A PERIOD OF ONE YEAR AT NO COST TO LOCAL, STATE AND FEDERAL LAW ENFORCEMENT AGENCIES IN AN EFFORT TO RAISE WELLNESS AWARENESS, PROVIDE EDUCATION AND ESTABLISH NATIONAL BEST PRACTICES. INFORMATION ON HEALTHY PRACTICES AND AVAILABLE RESOURCES WILL BE PROVIDED ON TOPICS OF MENTAL AND BEHAVIORAL HEALTH, ADDICTIVE ISSUES, PHYSICAL HEALTH, STRESS AND TRAUMA, SUICIDE, AND RELATIONSHIP, FAMILY AND FINANCIAL DISTRESS; ALL CORNERSTONES OF THE INDIANAPOLIS WELLNESS MODEL. PART AND PARCEL TO THE TRAINING, A CONFIDENTIAL SURVEY ON THE LEVELS OF OFFICER DISTRESS IN KEY CRISIS AREAS WILL BE COMPLETED BY OFFICERS ATTENDING TRAINING. THIS APPLIED RESEARCH, REPORTED BACK TO COPS UPON COMPLETION OF THE MICRO-GRANT, WILL PROVIDE ACADEMIC DATA NECESSARY TO INCREASE AWARENESS OF LAW ENFORCEMENT WELLNESS ISSUES AS INTRODUCED IN THE PRESIDENT’S TASK FORCE REPORT. THE IMPD OFFICER WELLNESS MODEL HAS BEEN RECOGNIZED AS INNOVATIVE AND GROUNDBREAKING THUS JUSTIFYING USE AS A NATIONAL TRAINING MODEL. IN 2015, IMPD RECEIVED THE DOJ/BJA/NLEOMF DESTINATION ZERO VALOR AWARD FOR OFFICER WELLNESS. IN APRIL 2016, US ATTORNEY GENERAL LORETTA LYNCH, WHILE ON A TOUR ACROSS THE US PROMOTING THE PRESIDENT’S TASK FORCE, STATED “THE INDIANAPOLIS POLICE WELLNESS PROGRAM SHOULD BE THE MODEL FOR LAW ENFORCEMENT WELLNESS ACROSS THE UNITED STATES.” IN MAY 2015, IMPD PROVIDED TESTIMONY ON LAW ENFORCEMENT WELLNESS AS A PANELIST AT THE CONGRESSIONAL LAW ENFORCEMENT CAUCUS IN WASHINGTON DC. SUPPORTERS AND STAKEHOLDERS IN THE IMPD CPD MICRO-GRANT APPLICATION INCLUDE THE FBI NATIONAL ACADEMY ASSOCIATES, ACADIA HEALTHCARE PROVIDERS, THE CONGRESSIONAL LAW ENFORCEMENT CAUCUS, THE US ATTORNEY'S OFFICE (INDIANAPOLIS) AND INDIANAPOLIS AREA POLICE-COMMUNITY PARTNERSHIPS.
