The grants below have been awarded to one of the cities or counties we are currently tracking in this database. It is not a complete list of all grants awarded from this assistance program, which may include additional cities, counties, or other jurisdictions and/or grants not awarded to law enforcement agencies.

We do not recommend aggregating the amounts shown here, as these grants may include both prime and sub grants. Totaling the grant amount here would result in some funding being double-counted – for example, if a county received a grant and subsequently made a sub-grant to a city within the county.

THE PURPOSE OF THE CARTEL GANG NARCOTICS & LAUNDERING TASK FORCE IS TO BRING TOGETHER STATE, FEDERAL AND LOCAL LAW ENFORCEMENT AGENTS AND INVESTIGATORS IN COLLOCATED SPACE, ADJACENT TO FEDERAL PROSECUTORS, WITH CLOSE COMMUNICATION WITH LOCAL PROSECUTORS TO ENSURE THAT THE MOST SOPHISTICATED INVESTIGATIVE AND PROSECUTORIAL RESOURCES ARE DIRECTED AGAINST ORGANIZED DRUG TRAFFICKING GROUPS. THE COLLOCATION OF THE INVESTIGATORS FOSTERS THE DEVELOPMENT OF INTELLIGENCE IN A TIMELY FASHION WHICH HELPS TO FACILITATE THE UTILIZATION OF THE INFORMATION AND PROVIDES MAXIMUM FLEXIBILITY IN SELECTING THE MEANS MOST LIKELY TO RESULT IN THE DISRUPTION OR DISMANTLING OF ORGANIZED CRIMINAL ACTIVITY. LIKE MOST MAJOR METROPOLITAN AREAS, GREATER CLEVELAND EXPERIENCES UNACCEPTABLE NARCOTICS-RELATED VIOLENT CRIME INCLUDING HOMICIDES, SHOOTINGS, ASSAULTS, BURGLARIES, AND OTHER RELATED CRIMES. EXPERIENCE HAS DEMONSTRATED THAT THE CHALLENGES PRESENTED BY THE MORE SOPHISTICATED OF THESE TRAFFICKING GROUPS ARE BEYOND THE CAPABILITY OF ANY ONE LAW ENFORCEMENT AGENCY. HOWEVER, THE COORDINATED APPROACH MADE POSSIBLE BY CGNL (FORMERLY KNOWN AS THE NORTHERN OHIO LAW ENFORCEMENT TASK FORCE) ALLOWS FOR THE FULL IMPLEMENTATION OF SOPHISTICATED INVESTIGATIVE TECHNIQUES AND PROVIDES THE RESOURCES NECESSARY TO RESPOND TO THIS CHALLENGE. FENTANYL, COCAINE, AND HEROIN REMAIN THE DOMINATE DRUGS PREFERRED BY DRUG TRAFFICKERS. WE CONTINUE TO SEE AN INCREASE IN COCAINE ADULTERATED WITH FENTANYL IN THE GREATER CLEVELAND AREA. IMPORTATION AND SALES OF BULK MARIJUANA REMAINS HIGH DUE TO THE RELATIVELY LOW PENALTIES AND HIGH PROFIT MARGINS. THE ILLEGAL TRAFFICKING OF MARIJUANA AND OTHER NARCOTICS REMAINS A MAJOR CAUSE OF VIOLENCE AND FEUDS BETWEEN RIVAL DRUG TRAFFICKERS AND AREA STREET GANGS. BECAUSE OF ITS STRATEGIC LOCATION, THE GREATER CLEVELAND AREA IS INCREASINGLY IDENTIFIED AS A TRANSSHIPMENT POINT FOR NARCOTICS, WHICH REACH OTHER COMMUNITIES WITHIN OHIO. IN ADDITION, DUE TO THE LEGALIZATION OF MARIJUANA IN MANY STATES, THE GREATER CLEVELAND HAS SEEN AN INCREASE IN THE AVAILABILITY AND ILLICIT SALES OF BULK MARIJUANA IN MANY DIFFERENT FORMS SUCH AS WAX, EDIBLES, OILS AND BUTTERS, AND CAPSULES. THE CGNL TASK FORCE TARGETS ORGANIZED GANGS PERPETRATING THESE TYPES OF CRIMES AND OTHER ENTRENCHED SOPHISTICATED ORGANIZED NARCOTICS TRAFFICKING GROUPS OPERATING IN THE GREATER CLEVELAND AREA; ESPECIALLY THOSE ORGANIZED DRUG GANGS WITH A PROPENSITY FOR VIOLENCE. NOT SURPRISINGLY, LAW ENFORCEMENT IN THE CUYAHOGA COUNTY AREA CONTINUES TO IDENTIFY DRUG TRAFFICKING AND ITS RELATED VIOLENCE AS THE MAJOR CRIME PROBLEM FACING THE COMMUNITY.

THE EIGHT NORTHERN OHIO VIOLENT CRIME CONSORTIUM (NOVCC) POLICE DEPARTMENTS (AKRON, CANTON, CLEVELAND, ELYRIA, LORAIN, MANSFIELD, TOLEDO AND YOUNGSTOWN) WILL SUPPORT AND IMPLEMENT A TRAINING BLUEPRINT TO EXPAND AND STRENGTHEN THEIR CRIME AND INTELLIGENCE ANALYSIS CAPACITY AND KNOWLEDGE OF EVIDENCE-BASED PRACTICES THROUGH TRAINING IN ORDER TO MORE EFFECTIVELY PREVENT AND ADDRESS RISING VIOLENT CRIME IN THEIR COMMUNITIES. THE PRIMARY TARGET POPULATION OF THE NOVCC TRAINING BLUEPRINT IS LEADERSHIP AND CRIME AND INTELLIGENCE ANALYSTS IN EIGHT POLICE DEPARTMENTS. THIS WILL INCLUDE BOTH SWORN AND CIVILIAN PERSONNEL. IN ADDITION, SELECTED OFFICERS IN THE EIGHT POLICE DEPARTMENTS AND NOVCC STATE AND FEDERAL LAW ENFORCEMENT STAFF WILL PARTICIPATE IN TRAININGS. THE TOTAL NUMBERS TO BE INVOLVED IN TRAININGS WILL BE BASED ON SESSIONS SCHEDULED AND AVAILABILITY OF PERSONNEL. THE "REFORMING THE POLICE THROUGH PROCEDURAL JUSTICE TRAINING: A MULTICITY RANDOMIZED TRIAL AT CRIME HOT SPOTS" REPORT WHICH WAS CONDUCTED BY THE NATIONAL POLICING INSTITUTE, GEORGE MASON UNIVERSITY, ARIZONA STATE UNIVERSITY, AND UNIVERSITY OF PENNSYLVANIA CONCLUDED THAT THERE IS "STRONG EXPERIMENTAL DATA CONFIRMING THAT POLICE TRAINING CAN HAVE IMPORTANT IMPACTS ON POLICE BEHAVIOR." IT IS EXPECTED THE TRAINING BLUEPRINT WILL BE FULLY IMPLEMENTED BASED ON THE PREVIOUS SUCCESSES OF NOVCC, ITS PARTICIPATING AGENCIES, AND PROJECT MANAGEMENT TEAM. INITIATIVES HAVE ACHIEVED THEIR OBJECTIVES ON TIME AND WITHIN BUDGET. THROUGH PARTICIPATION IN TRAINING, PLANNING, AND APPLICATION OF NEW APPROACHES; EACH POLICE DEPARTMENT AND NOVCC MEMBER AGENCIES HAVE SEEN IMPROVEMENTS IN OPERATIONS ANNUALLY IN RELATION TO THEIR NOVCC ACTIVITIES. PAST PROCESSES WILL BE APPLIED TO THE TRAINING BLUEPRINT TO ENSURE SUCCESSFUL COMPLETION OF THE PROJECT. ALTHOUGH, THE ACTUAL TRAINING TO BE DEVELOPED HAS NOT BEEN YET IDENTIFIED, THE TRAINING WILL MOST DEFINITELY INCLUDE INSTRUCTION RELATED TO CRIMINAL INTELLIGENCE GATHERING AND CRIME ANALYSIS. THE TRAINING WILL BE PROVIDED TO STAFF (SWORN AND NON-SWORN CIVILIAN EMPLOYEES) OF THE 8 NOVCC CITIES AND USED TO REINFORCE THE NOVCC COLLABORATIVE EFFORT TO INCREASE KNOWLEDGE AND DATA SHARING CAPABILITIES. THE PROJECT PARTICIPANTS WILL BEGIN WORKING IN THE FIRST 3-6 MONTHS TO IDENTIFY DEFICIENCIES WITHIN THE NOVCC COLLABORATIVE WHERE TRAINING WILL BE BENEFICIAL TO THE OVERALL GOALS OF THE COLLABORATIVE TO REDUCE VIOLENT CRIMES.

Cleveland, Ohio MEDINA COUNTY DRUG TASK FORCE
THE MEDINA COUNTY DRUG TASK FORCE IS AN INDEPENDENT DRUG ENFORCEMENT AGENCY THAT WAS CREATED IN 1987 TO PROVIDE NARCOTICS ENFORCEMENT THROUGHOUT MEDINA COUNTY. OUR PRIMARY FOCUS IS TO IDENTIFY LOCAL AND TRANSIENT DRUG DEALERS RESPONSIBLE FOR TRAFFICKING ILLEGAL NARCOTICS AND AFFECTING QUALITY OF LIFE OF OUR RESIDENTS. THE COUNTY'S CLOSE PROXIMITY TO CLEVELAND, AKRON, AND OHIO'S INTERSTATE HIGHWAY SYSTEM PROVIDES EASY ACCESS TO DRUG TRAFFICKERS MOVING BETWEEN THE COUNTY AND THEIR SUPPLY DESTINATIONS. MOTELS ALONG THESE INTERSTATE HIGHWAYS ARE BEING USED MORE FREQUENTLY BY TRAFFICKERS TO SELL THEIR ILLICIT PRODUCTS AND LOCAL DEALERS REGULARLY TRAVEL THESE ROADWAYS TO NEARBY SOURCE CITIES TO OBTAIN THEIR SUPPLY OF NARCOTICS. DEALERS THEN BRING THESE NARCOTICS BACK TO THE COUNTY TO SELL TO SUPPORT THEIR OWN HABITS AND TO PROVIDE THEMSELVES A SOURCE OF INCOME. AGENTS WORK CLOSELY WITH LOCAL, STATE, AND FEDERAL LE OFFICERS TO IDENTIFY AND TARGET THOSE RESPONSIBLE FOR THE SALE OF ILLEGAL DRUGS IN AND AROUND THEIR RESPECTIVE JURISDICTIONS IN THE COUNTY BY CONDUCTING BOTH COVERT AND OVERT PLAIN-CLOTHES OPERATIONS. A UNIFIED, COORDINATED APPROACH AT COMBATING THE SALE OF ILLEGAL DRUGS HAS LONG BEEN ESTABLISHED AND PROVEN EFFECTIVE. LARGER SCALE INVESTIGATIONS ARE PRIMARILY CONDUCTED BY A DTF AGENT ASSIGNED TO A DEA ENFORCEMENT GROUP. THIS AGENT ALSO WORKS WITH THE OTHER DTF AGENTS TO IDENTIFY LOCAL HABITUAL OFFENDERS WHO CONTINUE TO TRAFFIC ILLEGAL NARCOTICS IN SPITE OF REPEATED LOWER-LEVEL STATE FELONY CRIMINAL CHARGES. THESE REPEAT OFFENDERS ARE VETTED TO IDENTIFY WHO COULD MEET CRITERIA FOR POTENTIAL FEDERAL INDICTMENT. WHEN APPROPRIATE AS DETERMINED BY THE US ATTORNEY'S OFFICE, FEDERAL INDICTMENT IS PURSUED ON BOTH LOWER-LEVEL REPEAT OFFENDERS AS WELL AS LARGER SCALE DRUG TRAFFICKERS. ALL SWORN LE EMPLOYEES ARE COMMISSIONED THROUGH THE MEDINA COUNTY SHERIFF. A CRIMINAL INTERDICTION PROGRAM WAS INSTITUTED IN 2016 TO COMBAT THIS ISSUE. DUE TO A DECLINE IN PERSONNEL, OPERATIONS HAVE SHIFTED TO UTILIZING OUR PARTNER AGENCIES TO PROVIDE PATROL SUPPORT. WITH THAT MODEL, PATROL OFFICERS AND MCDTF AGENTS WORKED COLLABORATIVELY IN 2021 TO CONDUCT 960 INTERDICTION TRAFFIC STOPS AND CONSENSUAL ENCOUNTERS. THIS, COUPLED WITH COVERT OPERATIONS, LED TO INVESTIGATION OF 228 CRIMINAL CASES AND RESULTED IN THE ARREST OF 187 INDIVIDUALS ON 259 CRIMINAL CHARGES. MCDTF IS THE SOLE LOCAL NARCOTICS ENFORCEMENT AGENCY OPERATING IN MEDINA COUNTY AS NO OTHER LOCAL POLICE DEPARTMENT REGULARLY CONDUCT NARCOTICS ENFORCEMENT EFFORTS. THE EXPECTATION IS THAT MCDTF IS DESIGNATED THOSE RESPONSIBILITIES. IF MCDTF WERE NOT ADEQUATELY FUNDED CEASED TO EXIST, NARCOTICS ENFORCEMENT EFFORTS WOULD FALL BACK UPON THE VARIOUS LOCAL LE AGENCIES, WHO ARE UNDERSTAFFED, ILL-EQUIPPED, AND SOMEWHAT UNDER-TRAINED TO PROPERLY CONDUCT NARCOTICS ENFORCEMENT INVESTIGATIONS. MEDINA COUNTY IS LOCATED IN NORTH-CENTRAL OHIO AND COVERS 423 SQUARE MILES. THE 2010 US CENSUS SHOWS THE POPULATION FOR THE COUNTY AS 172,332 RESIDENTS. MOST RECENT ESTIMATES INDICATE THE POPULATION HAS GROWN APPROXIMATELY 4% SINCE 2010 TO OVER 179,000 RESIDENTS. ADJACENT METROPOLITAN COUNTIES OF CUYAHOGA, SUMMIT, AND LORAIN ADD AN ADDITIONAL 2.1 MILLION PEOPLE TO THE AREA. ALONG WITH ADDITIONAL POPULATION IN THE REGION COMES ADDITIONAL CRIME. THE CRIME RATE PER 100,000 RESIDENTS IN CUYAHOGA (CLEVELAND, OHIO ONLY), SUMMIT, AND LORAIN COUNTIES IS 11,862 (CUYAHOGA), 3,481 (SUMMIT) AND 2,242 (LORAIN) PER INSIDEPRISON.COM. THE CRIMINAL ELEMENT OF THESE COUNTIES FREQUENTLY TRAVELS TO MEDINA COUNTY TO CONDUCT THEIR ILLEGAL ACTIVITIES. APPROXIMATELY 60% OF ALL ARRESTS MADE BY MCDTF AGENTS INVOLVE NON-COUNTY RESIDENTS. PER THE 2010 US CENSUS, THE RACIAL MAKE-UP OF MEDINA COUNTY IS 95.7% CAUCASIAN, 2.1% HISPANIC AND 1.5% AFRICAN-AMERICAN. PER THE SAME CENSUS, 59.8% OF THE POPULATION IS BETWEEN THE AGES OF 18 AND 65. COUNTYWIDE, 6.2% OF THE COUNTY POPULATION LIVES BELOW THE POVERTY LINE. (WELFAREINFO.ORG)

Columbus, Ohio CITY OF COLUMBUS
IN THE US, THERE ARE MORE THAN TEN MILLION VICTIMS OF INTERPERSONAL VIOLENCE EACH YEAR, WITH ROUGHLY FIFTY PERCENT OF FEMALE MURDER VICTIMS KILLED BY AN INTIMATE PARTNER (NATIONAL COALITION AGAINST DOMESTIC VIOLENCE (NCADV), 2020). IN OHIO DURING 2019, THERE WERE 76,203 CALLS TO LAW ENFORCEMENT FOR DOMESTIC VIOLENCE. THE NUMBER OF INCIDENTS IS UNDOUBTEDLY HIGHER THAN THE NUMBER REPORTED, AS MANY DOMESTIC VIOLENCE INCIDENTS GO UNREPORTED. FURTHER, THE MOST RECENT STATISTICS AVAILABLE INDICATE THAT OVER 100 INDIVIDUALS IN OHIO WERE VICTIMS OF DOMESTIC HOMICIDE (NCADV, 2021). IN FRANKLIN COUNTY, DURING 2020, THERE WERE JUST UNDER SEVEN THOUSAND CALLS TO LAW ENFORCEMENT FOR A DOMESTIC VIOLENCE INCIDENT. MORE THAN HALF OF THOSE CALLS RESULTED IN DVI CHARGES (OHIO ATTORNEY GENERAL, 2022). AND WHEN IT COMES TO CRIMINAL BEHAVIOR IN GENERALÃƑƒÂ¢ÃƑ¢â‚¬Å¡Ã‚¬ÃƑ¢â€ŠÂ¬Ã¯Â¿Â½AND TO DOMESTIC AND INTIMATE PARTNER VIOLENCE IN PARTICULARÃƑƒÂ¢ÃƑ¢â‚¬Å¡Ã‚¬ÃƑ¢â€ŠÂ¬Ã¯Â¿Â½ONE OF THE MOST CONSISTENTLY RELIABLE PREDICTORS OF FUTURE BEHAVIOR IS PAST BEHAVIOR (ANDREWS & BONTA, 2010). MULTIPLE DATA SOURCES SERVE TO ILLUSTRATE THIS POINT, WHERE ONE OF THE STRONGEST PREDICTORS OF BEING ARRESTED FOR A DOMESTIC OR INTIMATE PARTNER VIOLENCE OFFENSE IS HAVING PREVIOUSLY BEEN ARRESTED FOR ONE (CAMPBELL, WEBSTER, & GLASS, 2009; LOPEZ-OSSORIO ET AL., 2017). YET IT IS IMPORTANT TO NOTE THAT NOT EVERYONE ARRESTED FOR A DOMESTIC OR INTIMATE PARTNER VIOLENCE OFFENSE WILL ENGAGE IN THAT BEHAVIOR AGAIN (HILTON & RADATZ, 2021). TO BE SURE, AN ARREST FOR THIS KIND OF OFFENSE IS NOT DETERMINISTIC: SOME OFFENDERS WILL DO IT AGAIN, BUT OTHERS WILL NOT. HOWEVER, THE PROBLEM FACING THE CRIMINAL JUSTICE SYSTEM IS THAT PREDICTING WHICH DOMESTIC AND INTIMATE PARTNER VIOLENCE OFFENDERS WILL RE-OFFEND IS A DIFFICULT TASK (CUNHA, PINHEIRO, & GONCALVES, 2022; KINGSNORTH, 2006). ON THE ONE HAND, IT IS WELL-DOCUMENTED IN THE CRIMINOLOGICAL LITERATURE THAT ACTUARIAL INSTRUMENTS (E.G., THOSE THAT ASSESS AN ARRAY OF "OBJECTIVE" CRITERIA LIKE PRIOR CRIMINAL HISTORY, ALCOHOL/SUBSTANCE USE, EMPLOYMENT STATUS) GENERALLY OUTPERFORM "CLINICAL JUDGMENTS" (E.G., EVALUATIONS OF RISK BASED ON A CLINICIAN'S PROFESSIONAL EVALUATION AND OPINION) WHEN IT COMES TO PREDICTING RECIDIVISM (CAMPBELL, FRENCH, & GENDREAU, 2009). BUT ON THE OTHER HAND, THERE ARE A LOT OF OPTIONS AVAILABLE TO JURISDICTIONS WHEN IT COMES TO RISK ASSESSMENT INSTRUMENTS WHEN IT COMES TO THIS FORM OF CRIMINAL BEHAVIOR (E.G., THOSE THAT RANGE FROM "GENERAL" RISK/NEEDS ASSESSMENTS LIKE THE LEVEL OF SERVICE INVENTORY [LSI] TO MORE OFFENSE-SPECIFIC INSTRUMENTS LIKE THE DANGER ASSESSMENT [DA] FOR DOMESTIC VIOLENCE, SEE MESSING, CAMPBELL, & SNIDER, 2017). THE FRANKLIN COUNTY MUNICIPAL COURT IS SEEKING $30,000 TO CONTRACT WITH A RENOWNED CRIMINAL JUSTICE RESEARCHER TO DEVELOP A PILOT DOMESTIC VIOLENCE RISK ASSESSMENT TOOL, IN ORDER TO BETTER ENABLE THE DOPPS TO ALIGN ITS APPROACH TO SUPERVISING INTIMATE PARTNER VIOLENCE CASES WITHIN THE CONTEXT OF EVIDENCE BASED PRACTICES AND THE RISK, NEED AND RESPONSIVITY PRINCIPLES. THE DOPPS HAS PARTNERED WITH DR. LOWENKAMP ON A RECENT STUDY OF CURRENT ASSESSMENT TOOLS, AND SEEKS OCJS SUPPORT IN CREATING AND VALIDATING A RISK ASSESSMENT TOOL THAT IS PREDICTIVE OF RISK AND CAN ASSIST THE DOPPS IN ALIGNING STAFFING RESOURCES BASED UPON THE POPULATION IT SERVES. BY THE CONCLUSION OF THE 12 MONTH REPORTING PERIOD, THE DOPPS WILL HAVE ACCESS TO A NEW ASSESSMENT TOOL, RELEVANT STAFF TRAINING AND MATERIALS, AND A FINAL REPORT DESCRIBING THE PROJECT AND OUTCOMES. THIS INFORMATION WILL BE SHARED WITH STAKEHOLDERS AND INFORM NEXT STEPS IN IMPROVING THE FCMC DOPPS APPROACH TO DV SUPERVISION.

THE MAHONING VALLEY LAW ENFORCEMENT TASK FORCE (MVLETF), INITIALLY FORMED IN 1986, HEADQUARTERED IN POLAND, OHIO IS A REGIONAL LAW ENFORCEMENT GROUP PROVIDING THE GREATER MAHONING VALLEY AREA WITH NARCOTICS INVESTIGATION AND TACTICAL TEAM RESPONSE. THE MVLETF IS ALSO A HIDTA INITIATIVE AND PARTICIPATES IN EVENT AND SUBJECT DECONFLICTION THROUGH THE OHIO HIDTA INVESTIGATIVE SUPPORT CENTER. WE PROVIDE TACTICAL TEAM SERVICES TO A TWO COUNTY AREA WITH A POPULATION OF 427,596 CITIZENS AND DRUG INVESTIGATION SERVICES TO MAHONING CO. AND LIBERTY TWP. AS WELL AS HUBBARD CITY IN TRUMBULL CO. THE MVLETF, THROUGH ITS MEMBER AGENCIES, IS ABLE TO PROVIDE A COMBINED, EFFICIENT, AND COST EFFECTIVE WAY FOR AGENCIES TO COMBAT RAMPANT DRUG TRAFFICKING AND ASSOCIATED CRIME AS WELL AS A TACTICAL SOLUTION IN THE FORM OF A FULLY FUNCTIONAL SWAT TEAM. MVLETF INVESTIGATORS ALSO SUPPORT AREA LAW ENFORCEMENT AGENCIES IN OTHER AREAS BY PROVIDING SURVEILLANCE, INTERVIEW, AND INTELLIGENCE EXPERTISE WHEN REQUESTED TO DO SO. THE MVLETF ALSO MAINTAINS A RELATIONSHIP WITH THE MAHONING COUNTY DRUG COURT PROGRAM AND REFERS APPROPRIATE CANDIDATES TO THE PROGRAM FOR TREATMENT. LIKEWISE, THE MVLETF SERVES AS A MEANS TO STOP INAPPROPRIATE APPLICANTS FROM GETTING INTO THE PROGRAM, SUCH AS DRUG TRAFFICKERS WHO INTEND TO USE THE DRUG COURT PROGRAM AS A MEANS TO KEEP STAY OUT OF PRISON. MAHONING AND TRUMBULL COUNTIES ARE AN ECONOMICALLY DEPRESSED AREA WITH UNEMPLOYMENT RATES AT OR ABOVE 10%. AS DESCRIBED IN PREVIOUS GRANT APPLICATIONS, SOME CONSTITUENTS HAVE EMPLOYED NARCOTICS TRAFFICKING AS A PRIMARY SOURCE OF INCOME. AS A RESULT, THE AREA HAS EXPERIENCED AN EXCEPTIONAL AMOUNT OF DRUG RELATED VIOLENCE, WITH THE CITY OF YOUNGSTOWN BEING A SOURCE CITY FOR OUTLYING COMMUNITIES, BEING AT THE EPICENTER OF THE MAYHEM. STARTING WITH LOW LEVEL STREET CORNER SALES THAT OFTEN INVOLVE GANG ACTIVITY, THE CYCLE OF VIOLENCE PROGRESSES THROUGH TO UPPER LEVEL DRUG TRAFFICKING ORGANIZATIONS FIGHTING FOR CONTROL OF MARKETS. INVESTIGATIONS INTO THESE ORGANIZATIONS AND THE NEED TO CURTAIL THE VIOLENCE REQUIRES COMPLEX INVESTIGATIONS AND THE INVOLVEMENT OF ALL OF OUR RESOURCES. OVER THE PAST SEVERAL YEARS, THE MAHONING VALLEY HAS SEEN A STEADY INCREASE OF HEROIN (OPIATE) USERS AND A CORRESPONDING INCREASE OF RESIDENTIAL BURGLARIES BY HEROIN (OPIATE) ADDICTS, WHILE COCAINE HCL AND CRACK COCAINE HAVE BEEN ON THE RISE WITHIN THE LAST SEVERAL YEARS .MARIJUANA USE/SALES HAVE REMAINED RELATIVELY CONSTANT. HOWEVER, IN THE LAST SEVERAL YEARS COCAINE AND CRACK COCAINE INVESTIGATIONS HAVE RISEN TO SIGNIFICANT LEVELS. THIS SEEMS TO COINCIDE WITH A RECORD NUMBER OF PRESIDENTIAL COMMUTATIONS FOR DRUG OFFENDERS SENTENCED TO LENGTHY SENTENCES FOR COCAINE /CRACK COCAINE OFFENSES. HEROIN ADDICTS CONTINUE TO FINANCE THEIR ADDITION BY COMMITTING RESIDENTIAL BURGLARIES AND RETAIL THEFT AND IT'S ALMOST UNHEARD OF FOR AN ARRESTEE NOT TO ADMIT TO DRUG ABUSE AND THE NEED FOR MONEY TO PURCHASE DRUGS TO SUPPLY THEIR ADDICTION AS THE MOTIVE FOR THE CRIMES. THERE HAS BEEN A HUGE INCREASE IN DRUG RELATED CRIME AS REPORTED BY MEMBERS OF OUR TASK FORCE. FINALLY, OUR TASK FORCE MUST RELY ON TECHNOLOGY TO ASSIST IN IDENTIFYING CRIMINAL DRUG ACTIVITY, INVESTIGATIONS, AND APPREHENSIONS. MANPOWER MUST BE COUPLED WITH TECHNOLOGY AND TRAINING TO KEEP UP WITH THE EVER CHANGING CRIMINAL LANDSCAPE. SIMPLY STATED, CRIMINALS HAVE BECOME SMARTER AND ARE USING TECHNOLOGIES OR THE LACK OF TECHNOLOGY BY THE POLICE TO ELUDE DETECTION AND APPREHENSION. THE MVLETF HAS BEEN ABLE TO SUCCESSFULLY TARGET CRIMINAL ORGANIZATIONS OPERATING IN MULTIPLE JURISDICTIONS USING VIOLATIONS OF DRUG LAWS TO PROSECUTE AND INCARCERATE VIOLATORS ON HIGHER LEVEL OFFENSES THAN WOULD NORMALLY BE ABLE TO BE DONE BY ANY ONE POLICE AGENCY.

THE MAHONING COUNTY SHERIFF'S OFFICE WISHES TO USE FUNDING FROM THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT TO CONTINUE THE FUNDING OF A FULL TIME CRIMINAL ANALYST THAT WILL BE ASSIGNED TO THE OHIO ORGANIZED CRIME INVESTIGATIONS COMMISSION'S MAHONING VALLEY HUMAN TRAFFICKING TASK FORCE. THE ASSIGNED CRIMINAL ANALYST AND OTHER MEMBERS OF THIS TASK FORCE HAVE OR ARE RECEIVING UNIQUE TRAINING TO DEAL WITH THIS PROBLEM CRIME. THE MAHONING VALLEY REGION REPRESENTS A MINIATURE VERSION OF THE STATE OF OHIO. IT CONSISTS OF URBAN, RURAL, AND AGRICULTURAL AREAS WITH EVER INCREASING HUMAN TRAFFICKING ACTIVITIES. THE STATE OF THE AREA'S ECONOMIC DEPRESSION AS WELL AS ITS POSITION ON THE INTERSTATE HIGHWAY SYSTEM HAS ENHANCED THIS INCREASE. THE MAHONING VALLEY IS HOME TO INTERSTATE TRUCK STOPS AND HOTEL CLUSTERS WHICH ARE HALFWAY BETWEEN NEW YORK AND CHICAGO. SEXUAL EXPLOITATION, SUCH AS MASSAGE PARLORS, STREET PROSTITUTION, AND ESCORTS ARE ALL REPRESENTED IN THIS AREA. THERE ARE A LARGE NUMBER OF TRAFFICKERS ADVERTISING ON THE INTERNET USING SITES SUCH AS "SKIPTHEGAMES.NL" WITH SEXUALLY ORIENTED SERVICES OFFERED IN THE YOUNGSTOWN-WARREN AREA. INTERSTATES 76 AND 80 WHICH COMPRISE THE OHIO AND PENNSYLVANIA TURNPIKE SYSTEMS AS WELL AS MAJOR EAST WEST ROUTES ACROSS THE US CONVERGE IN MAHONING COUNTY. THERE ARE SEVERAL TRUCK STOPS BASED IN AND AROUND THIS AREA WHICH SERVICE THE TRUCKING INDUSTRY. NOT ONLY IS HUMAN TRAFFICKING INVOLVING LOCAL RESIDENTS TAKING PLACE AROUND THE TRUCK STOPS, BUT TRAFFICKERS ARE ALSO MOVING THEIR VICTIMS ABOUT THE COUNTRY UTILIZING THESE ROUTES. PAST AND ONGOING HUMAN TRAFFICKING INVESTIGATIONS HAVE IDENTIFIED OVER 100 VICTIMS OF HUMAN TRAFFICKING IN THE JURISDICTIONAL AREA OF THE MAHONING VALLEY HUMAN TRAFFICKING TASK FORCE, WHICH INCLUDES ALL OF MAHONING AND TRUMBULL COUNTIES. IN 2020, THERE WERE A TOTAL OF 53 CYBER TIPS AND 48 INVESTIGATIVE CASES. HOWEVER, IN 2021, THERE WERE A TOTAL OF 83 CYBER TIPS AND 118 CASES THAT HAVE BEEN ALLOCATED TO THE TASK FORCE INVOLVING HUMAN TRAFFICKING AND CHILD EXPLOITATION. FROM 2020 TO 2021, THERE WAS A 40% INCREASE IN THE NUMBER OF CASES INVESTIGATED. CURRENTLY IN 2022, THE TASK FORCE RECEIVED A TOTAL OF 28 CYBER TIPS AND 81 INVESTIGATIVE CASES THAT ARE OPEN. GOAL OF GRANT SUBMISSION IS TO FUND A CRIMINAL ANALYST FOR INVESTIGATIONS INTO HUMAN TRAFFICKING.
