LVMPD PRISONER TRANSPORT VAN CAMERA PROJECT: THE LAS VEGAS METROPOLITAN POLICE DEPARTMENT (LVMPD) PURCHASED ROUGHLY 114 CAMERAS FOR APPROXIMATELY 35 VEHICLES MADE UP OF 29 PRISONER TRANSPORT VANS (PTV) AND SIX BUSES (HEREINAFTER REFERRED TO AS A PRISONER TRANSPORT VAN). PTVS TRANSPORT ARRESTEES TO JAIL AND INMATES TO COURT AND VARIOUS LOCATIONS. CURRENTLY, OFFICERS ARE UNABLE TO CLEARLY SEE PASSENGER ACTIVITIES IN THE VAN. BOTH INMATE AND OFFICER SAFETY IS COMPROMISED, THERE ARE NARCOTICS AND CONTRABAND DISCARDED WITHIN THE VAN, AND THERE HAVE BEEN SERIOUS MEDICAL ISSUES, ONE RESULTING IN A DEATH WHICH IS POSSIBLY RELATED TO AN INMATE INGESTING NARCOTICS WHILE RIDING AS A PASSENGER. THE CAMERA PROJECT WILL REDUCE THE POTENTIAL FOR INMATE AND OFFICER INJURIES AND VERBAL AND PHYSICAL FIGHTS. INMATES WILL POTENTIALLY BE MORE SECURE BEING THAT SOME ARE ABLE TO UNLATCH THE SEAT BELTS AND TRY TO LOOSEN BELLY CHAINS. SINCE THE OFFICER IS UNABLE TO VISUALLY SEE THAT MOVEMENT WITHOUT TURNING AROUND THE ENTIRE RIDE, CAMERAS REDUCE RISK, LEGAL IMPLICATIONS AND GIVES OFFICERS A TOOL THAT WILL ASSIST THEM SO THAT THEY MAY RESPOND IMMEDIATELY UPON SEEING UNACCEPTED ACTIVITIES. OF THOSE INDIVIDUALS IN U.S. JAILS, 62% HAVE NOT BEEN CONVICTED OF ANY CRIME. THEY ARE IN JAIL AWAITING TRIAL BECAUSE THEY WERE UNABLE TO SECURE THEIR OWN RELEASE BY POSTING BAIL. THE GOAL OF THE LAS VEGAS PRETRIAL ASSESSMENT PROJECT IS TO REDUCE PRETRIAL INCARCERATION RATES FOR NONVIOLENT, MISDEMEANOR OFFENDERS WHO ARE CONFINED TO THE LAS VEGAS DETENTION CENTER (THE MUNICIPAL JAIL) PENDING TRIAL IN LAS VEGAS MUNICIPAL COURT. IN ORDER TO IMPLEMENT THIS PROGRAM IN THE COMING YEAR, EXISTING STAFF MUST BE UTILIZED IN NEW AND EXPANDED ROLES. THE REGIONAL GANG UNIT'S (RGU) SUCCESS IS HIGHLY DEPENDENT ON THE INTELLIGENCE IT GENERATES, AS WELL AS ITS EFFORTS TO REDUCE VIOLENT CRIMES THROUGH PROACTIVE ENFORCEMENT. OUR SUPPRESSION EFFORTS HAVE PROVEN TO BE VITAL IN REDUCING OR STOPPING CONTINUED VIOLENCE AND/OR RETALIATION WHEN VIOLENT CRIMES INVOLVING GANGS OCCUR. INTELLIGENCE IS DIRECTLY RELATED TO CRIME CLEARANCE RATES. THIS PROJECT WILL ALLOW RGU TO WORK CLOSELY WITH NEIGHBORING AGENCIES TO ESTABLISH PROGRAMS IN THEIR JURISDICTION, WHILE SIMULTANEOUSLY IMPROVING THE COLLECTION AND DISSEMINATION OF INTELLIGENCE THAT IS VITAL IN IMPACTING GANG VIOLENCE. DIVERSION PROGRAMS AND EFFORTS CAN ALSO BE SHARED WITH NEIGHBORING PARTNERS TO MITIGATE GANG RECRUITMENT. GRAFFITI ABATEMENT AND ENFORCEMENT ARE CURRENTLY FULLY STAFFED. SET WILL CONTINUE TO COLLABORATE WITH FEDERAL PARTNERS AND ALL LAW ENFORCEMENT AGENCIES IN WASHOE COUNTY IN ALL ASPECTS OF OUR INVESTIGATIONS. WORKING IN PARTNERSHIP WITH OTHER AGENCIES IMPROVES OUR INVESTIGATIONS AS WELL AS OUR PRODUCTIVITY. OUR PRIMARY GOAL IS TO WORK STREET LEVEL NARCOTIC CASES. WHEN THESE CASES LEAD TO LARGER OPERATIONS AND/OR TO SOURCES IN ANOTHER STATE, WE WORK IN CONJUNCTION WITH, OR REFER CASES TO FEDERAL PARTNERS SUCH AS THE DEA AND FBI. THIS CAN ALSO BE TRUE WITH SEX TRAFFICKING CASES. WE HAVE EXPANDED OUR INVESTIGATIONS IN THIS AREA, WHICH HAS LED TO LOCATING VICTIMS AND/OR PIMPS THAT ARE OPERATING NOT ONLY IN OUR AREA, BUT IN OTHER STATES AS WELL. SET IS SPENDING ADDITIONAL TIME IN NARCOTICS INVESTIGATIONS IN AN ATTEMPT TO BUILD STRONGER CASES PRIOR TO OBTAINING SEARCH WARRANTS. WE DO THIS BY COMPLETING MORE SURVEILLANCE AND BUY/WALK OPERATIONS, WHICH, AS A RESULT, PROVIDES US WITH MORE INTELLIGENCE AND PUTS TOGETHER A STRONGER CASE. ADDITIONALLY, THE USE OF VEHICLE TRACKING DEVICES HAVE BECOME INCREASINGLY UTILIZED IN ASSISTING SET WHEN CONDUCTING MOVING SURVEILLANCE. THIS ALLOWS SET DETECTIVES THE ABILITY TO FOLLOW A SUSPECT/TARGET WITHOUT COMPROMISING THE INVESTIGATION OR BEING SEEN. WITH THE RECENT LEGALIZATION OF RECREATIONAL MARIJUANA, THERE IS POTENTIAL FOR ILLICIT SALES OF MARIJUANA TO INCREASE DRASTICALLY. WE HAVE SEEN THIS IN OTHER STATES, SUCH AS COLORADO AND WASHINGTON, THAT THERE IS STILL A DANGEROUS ILLEGAL MARKET FOR SELLING MARIJUANA DESPITE HAVING LEGAL AND REGULATED DISPENSARIES. THERE HAS ALSO BEEN A SIGNIFICANT RISE IN EXPLOSIONS, FIRES AND INJURIES DUE TO THE PROCESS IN WHICH MARIJUANA CONCENTRATES ARE MADE. SET WILL SPEND EXTRA TIME INVESTIGATING THESE CASES IN AN ATTEMPT TO CONTROL THE ILLICIT SALES AND DANGERS ASSOCIATED WITH THE LEGALIZATION OF RECREATIONAL MARIJUANA.

IN MARCH 2018, WE CONCLUDED PHASE II OF OUR PROJECT WITH 57 BOXES REMAINING; HOWEVER, IN DECEMBER 2017, THE CITY CLERK'S OFFICE IDENTIFIED AN ADDITIONAL 57 BOXES AND DURING OUR AUDIT OF THEIR FILES WE IDENTIFY AN ADDITIONAL 48 BOXES ADDING AN ADDITIONAL 105 BOXES THAT NEED TO BE SCANNED AND QUALITY CHECKED. WITH THE ADDITION OF THE 105 BOXES, THIS BRINGS THE TOTAL NUMBER OF BOXES REMAINING TO 165. MORE SPECIFICALLY, AS THIS PROJECT RELATES TO THE INMATE RECORDS - DUE TO THE LIMITATIONS INHERENT OF A MANUAL PROCESS, THE HENDERSON POLICE DEPARTMENT HAS A BACKLOG OF OVER 9,000 RECORDS SEALS AND LEAVES HPD OUT OF COMPLIANCE WITH CHAPTER 179 OF THE NEVADA REVISED STATUTES (NRS) FOR INMATE RECORDS. THE PURPOSE OF THIS PROJECT IS TO SCAN AND QUALITY CHECK 165 BOXES OR 637,000 INMATES RECORDS, AND SCAN AND QUALITY CONTROL CHECK 90 BOXES OR 49,500 IMAGES. GRANT FUNDS CAN BE USED FOR STATE AND LOCAL INITIATIVES, TECHNICAL ASSISTANCE, TRAINING, PERSONNEL, EQUIPMENT, SUPPLIES, CONTRACTUAL SUPPORT, AND INFORMATION SYSTEMS FOR CRIMINAL JUSTICE, INCLUDING FOR ANY ONE OR MORE OF THE FOLLOWING PURPOSE AREAS: 1) LAW ENFORCEMENT PROGRAMS; 2) PROSECUTION AND COURT PROGRAMS; 3) PREVENTION AND EDUCATION PROGRAMS; 4) CORRECTIONS AND COMMUNITY CORRECTIONS PROGRAMS; 5) DRUG TREATMENT AND ENFORCEMENT PROGRAMS; 6) PLANNING, EVALUATION, AND TECHNOLOGY IMPROVEMENT PROGRAMS; 7) CRIME VICTIM AND WITNESS PROGRAMS (OTHER THAN COMPENSATION); AND 8) MENTAL HEALTH PROGRAMS AND RELATED LAW ENFORCEMENT AND CORRECTIONS PROGRAMS, INCLUDING BEHAVIORAL PROGRAMS AND CRISIS INTERVENTION TEAMS. THIS LOCAL JAG AWARD WILL BE SHARED BY THE COUNTY AND ONE OR MORE JURISDICTIONS IDENTIFIED AS DISPARATE WITHIN THE CURRENT FISCAL YEAR ELIGIBILITY LIST (WWW.BJA.GOV/JAG). JAG FUNDING WILL BE USED TO SUPPORT CRIMINAL JUSTICE INITIATIVES THAT FALL UNDER ONE OR MORE OF THE ALLOWABLE PROGRAM AREAS ABOVE. ANY EQUIPMENT PURCHASES OR FUNDED INITIATIVES SUCH AS OVERTIME, TASK FORCES, DRUG PROGRAMS, INFORMATION SHARING, ETC. WILL BE AIMED AT REDUCING CRIME AND/OR ENHANCING PUBLIC/OFFICER SAFETY. NCA/NCF
