GRANT FUNDS SUPPORT THE HONOLULU POLICE DEPARTMENT'S (HPD) DRUG ANALYSIS LABORATORY SUSTAINABILITY PROJECT. THE PROJECT S GOAL IS TO IMPROVE THE SUSTAINABILITY OF FORENSIC DRUG ANALYSIS SERVICES IN THE CITY AND COUNTY OF HONOLULU. TO ACHIEVE THIS, HPD'S SCIENTIFIC INVESTIGATION SECTION (SIS) SEEKS TO TRAIN TWO NEW CRIMINALISTS IN THE AREA OF DRUG ANALYSIS AND HIRE A CONTRACTOR TO UPDATE THEIR IN-HOUSE TRAINING CURRICULUM THAT IS OVER 15 YEARS OLD. THE TRAINING IS EXPECTED TO RESULT IN A 50% INCREASE (AN ADDITIONAL 64 CASES) IN THE NUMBER OF CASES PROCESSED PER MONTH BY SIS DRUG ANALYSIS UNIT (DAU). RECENT CHALLENGES WITH RETAINING EXPERIENCED STAFF HAVE SIGNIFICANTLY HINDERED DRUG ANALYSIS SERVICES. STAFF TURNOVER HAS LEFT THE DAU WITH TWO EXPERIENCED CRIMINALISTS, TWO TRAINEES, AND TWO VACANT POSITIONS THAT ARE CURRENTLY IN THE PROCESS OF BEING FILLED. DUE TO THE NATURE OF THE CASEWORK, NEWLY HIRED CRIMINALISTS MUST UNDERGO AN EXTENSIVE, SIX-MONTH TRAINING PROGRAM BEFORE ACTIVELY WORKING ON CASES. FUNDING WILL ENABLE HPD TO CONTRACT WITH A QUALIFIED VENDOR TO TRAIN THE TWO SOON-TO-BE HIRED CRIMINALISTS. THE HANDS-ON TRAINING PROGRAM INVOLVES BOTH ONLINE AND ONSITE INSTRUCTOR-LED TRAINING CULMINATING IN A MOCK TRIAL EXERCISE. FUNDING WILL ALSO AFFORD HPD THE OPPORTUNITY TO CONTRACT WITH A QUALIFIED VENDOR TO UPDATE AND STANDARDIZE SIS CURRENT DRUG ANALYSIS TRAINING CURRICULUM AND TO PROVIDE TRAIN THE TRAINER SESSIONS.
