SPECIFICALLY, COVERT DRUG BUYS, SURVEILLANCE, INTERDICTION, DRUG DIVERSION AND WIRE INTERCEPT INVESTIGATIONS ARE THE KEY INVESTIGATIVE COMPONENTS OF THE ISP DES. THE BACKBONE OF DES IS COVERT INVESTIGATIONS. THERE IS A PART OF THE CRIMINAL ELEMENT THAT ARE OFTEN WELL INSULATED FROM TYPICAL INVESTIGATIVE EFFORTS. IN ORDER TO THOROUGHLY AND EFFECTIVELY INVESTIGATE THOSE INDIVIDUALS, COVERT METHODS ARE UTILIZED. COVERT INVESTIGATIONS TYPICALLY INVOLVE UNDERCOVER PURCHASES OF EVIDENCE, CONTROLLED PURCHASES OF EVIDENCE, AND MANY HOURS OF SURVEILLANCE. THE COVERT INVESTIGATIONS ARE VERY MANPOWER INTENSIVE AND EXPENSIVE. AS A RESULT OF THE TIME AND EFFORT PUT INTO THE INVESTIGATIONS, THEY ARE READILY ACCEPTED BY MOST PROSECUTORSÂ OFFICES AND RARELY FOUGHT IN COURT. DES RELIES HEAVILY ON CONFIDENTIAL FUNDS THAT ALLOW FOR THE PURCHASE OF EVIDENCE AND INFORMATION IN COVERT INVESTIGATIONS. THESE PURCHASES ALLOW FOR THE SUCCESSFUL PROSECUTION OF INDIVIDUALS SELLING ILLEGAL GOODS. ANOTHER EXPENSE FOR DES INVOLVES MAINTAINING A COVERT OFFICE FACILITY, A CRITICAL COMPONENT FOR THE MISSION OF ISP. IN ORDER TO CAPTURE VIDEO EVIDENCE, COVERT DIGITAL VIDEO RECORDERS ARE USED. MANY OF THESE INVESTIGATIONS INVOLVE CONFIDENTIAL INFORMANTS MAKING THE PURCHASES OF EVIDENCE IN A CONTROLLED MANNER. THE CONFIDENTIAL INFORMANTS ARE PROVIDED DIGITAL VIDEO RECORDERS TO CAPTURE EVIDENCE. OCCASIONALLY, SOME OF THE CONFIDENTIAL INFORMANTS BECOME TARGETS OF INVESTIGATIONS. HOTEL / MOTEL AND TRUCK STOP INTERDICTION ARE EFFECTIVE METHODS OF INTERCEPTING TRAVELLING CRIMINALS WHILE THEY ARE WAITING TO MAKE CONTACT WITH THEIR LOCAL CRIMINAL CONNECTIONS. PARCEL INTERDICTION INVOLVES A TROOPER ASSIGNED TO THE HOMELAND SECURITY INVESTIGATIONS PARCEL/BULK CASH SMUGGLING INTERDICTION TASK FORCE, COMPRISED OF THE INDIANA STATE POLICE, INDIANAPOLIS METROPOLITAN POLICE DEPARTMENT, U.S. CUSTOMS AND BORDER PROTECTION, AND U.S. HOMELAND SECURITY INVESTIGATIONS. THIS TASK FORCE WORKS ON A FULL-TIME BASIS WITH THE OBJECTIVE OF DISRUPTING NARCOTICS TRAFFICKERS UTILIZING PRIVATE SHIPPING COMPANIES TO CONDUCT ILLICIT BUSINESS. DRUG DIVERSION INVESTIGATIONS ARE ESSENTIAL TO SUPPRESSING THE OPIOID CRISIS. WITH IDENTIFYING AND INVESTIGATING HEALTHCARE PROVIDERS ABUSING THEIR PRESCRIPTION AUTHORITY, DES CAN REDUCE THE CHANCES OF CITIZENS GETTING EXPOSED TO ADDICTIVE OPIOIDS. WIRETAP INVESTIGATIONS ARE OCCASIONALLY UTILIZED TO INVESTIGATE AN ENTIRE CRIMINAL ORGANIZATION. THESE INVESTIGATIONS ARE LONG TERM AND EXPENSIVE, BUT VERY EFFECTIVE. IN SUMMARY, THIS PROGRAM WILL ALLOW THE ISP TO AUGMENT INVESTIGATIVE EFFORTS IN COMMUNITIES THROUGHOUT INDIANA. THE TIPPECANOE COUNTY DRUG TASK FORCE (TCDTF) WAS ESTABLISHED IN 1996 AND CURRENTLY CONSISTS OF TEN UNDERCOVER DETECTIVES FROM FIVE SEPARATE POLICE AGENCIES: LAFAYETTE POLICE DEPARTMENT, WEST LAFAYETTE POLICE DEPARTMENT, TIPPECANOE COUNTY SHERIFF'S DEPARTMENT, PURDUE POLICE DEPARTMENT, AND THE INDIANA STATE POLICE. THE TEAM'S PRIMARY MISSION IS TO INVESTIGATE ILLEGAL NARCOTIC DISTRIBUTION IN AND AROUND TIPPECANOE COUNTY. WE ALSO WORK WITH SURROUNDING COUNTIES, STATE, AND FEDERAL LAW ENFORCEMENT AGENCIES DURING MANY OF OUR INVESTIGATIONS. IT IS WIDELY ACCEPTED, THE MAJORITY OF VIOLENT CRIMES IN OUR COMMUNITY IS ASSOCIATED WITH ILLEGAL DRUG USE AND/OR DISTRIBUTION. IN 2020, THE TCDTF CONDUCTED OVER 80 CONTROLLED PURCHASES OF NARCOTICS. TO DATE IN 2022, THE TCDTF HAS CONDUCTED 77 CONTROLLED PURCHASES OF NARCOTICS. IN THE LAST FIVE YEARS, TIPPECANOE COUNTY HAS EXPERIENCED A SIGNIFICANT INCREASE IN THE NUMBER OF NARCOTIC ARRESTS. THIS TREND IS ONE OF MANY INDICATORS THAT OUR COMMUNITY HAS EXPERIENCED A SIGNIFICANT INCREASE IN DRUG DEALERS, DRUG SUPPLY, AND ILLEGAL DRUG CONSUMERS. THE MOST RECENT ALASKA VICTIMIZATION SURVEY (2015) FOUND THAT AN ESTIMATED 39% OF WOMEN RESIDING IN THE MUNICIPALITY OF ANCHORAGE HAD EXPERIENCED INTIMATE PARTNER VIOLENCE IN THEIR LIFETIMES (UNIVERSITY OF ALASKA JUSTICE CENTER, N.D.). PAST YEAR ESTIMATES FROM THE SAME SURVEY FOUND THAT 5.3% OF MUNICIPALITY OF ANCHORAGE WOMEN — NEARLY 6,000 WOMEN — HAD EXPERIENCED PHYSICAL VIOLENCE IN THE PAST YEAR ALONE (ROSAY, 2016).  PRELIMINARY RESULTS FROM AN EXAMINATION OF 20 YEARS OF DATA FROM THE ANCHORAGE POLICE DEPARTMENT (APD) BY OUR RESEARCH PARTNER FOUND THAT INDIVIDUALS WHO REPEATEDLY EXPERIENCE AND COMMIT DOMESTIC VIOLENCE SUBSTANTIALLY CONTRIBUTED TO OVERALL DOMESTIC VIOLENCE, PARTICULARLY DOMESTIC VIOLENCE ASSAULTS, BUT THERE IS CURRENTLY NO ORGANIZED FRAMEWORK IN PLACE TO ESTIMATE RE-OFFENSE RISK AND COORDINATE RESPONSES ACROSS THE MYRIAD OF STAKEHOLDERS WITH A ROLE IN DOMESTIC VIOLENCE PREVENTION AND MITIGATION.   THE PROPOSED PROJECT, RISK AND RESPONSE: PILOT TESTING A COORDINATED COMMUNITY RESPONSE TO DOMESTIC VIOLENCE IN ANCHORAGE, WILL BRING TOGETHER LAW ENFORCEMENT, VICTIM SERVICE PROVIDERS, A RESEARCH PARTNER, AND OTHER STAKEHOLDERS TO EXPAND EVIDENCE-BASED POLICY AND PRACTICE DOMESTIC VIOLENCE. THE ANCHORAGE POLICE DEPARTMENT WILL HIRE A FULL-TIME PROJECT COORDINATOR TO ACT AS A LIAISON BETWEEN PARTNERING AGENCIES AND WILL HOLD STAKEHOLDER MEETINGS, FACILITATE COLLABORATION AND DATA COLLECTION. WHILE HOMELESSNESS IS NOT A CRIME, IT HAS INCREASINGLY BECOME A PUBLIC SAFETY ISSUE AS BUSINESS OWNERS, TOURISTS, COMMUTERS, AND NEIGHBORHOOD RESIDENTS LOOK TO THE POLICE TO MANAGE THE HOMELESS POPULATION. RESPONSES TO PEOPLE EXPERIENCING HOMELESSNESS MUST BE TAILORED TO THE LOCAL CONTEXT. FRAGMENTED DATA SOURCES AS WELL AS A LACK OF COORDINATION ACROSS AGENCIES HINDER EFFECTIVE RESPONSES. THE CITY OF BOULDER AND ITS RESIDENTS RECOGNIZE THAT ENCAMPMENTS CREATE BOTH COMMUNITY AND OPEN SPACE HARMS. MOREOVER, A CITYWIDE APPROACH IS COSTLY. APPLYING THESE INVESTIGATIVE ENHANCEMENTS TO NONFATAL SHOOTINGS COULD GENERATE SIGNIFICANT IMPROVEMENTS IN CASE CLEARANCE. RECOGNIZING THE NEED TO IMPROVE POLICE RESPONSE TO THESE INCIDENTS, THE HARTFORD POLICE DEPARTMENT DEVELOPED A DEDICATED SHOOTING RESPONSE TEAM (SRT). THE SRT IS A SPECIALIZED UNIT COMMITTED SOLELY TO RESPONSE AND INVESTIGATIONS OF NONFATAL SHOOTING CASES. THE CASES INVESTIGATED BY THIS UNIT BENEFIT FROM ENHANCEMENTS THAT ARE COMMON TO HOMICIDE DIVISIONS LIKE ENHANCED INVESTIGATIVE EFFORT AND COMMITTED CASE TIME FROM EXPERIENCED DETECTIVES. SINCE SECURING VICTIM AND WITNESS COOPERATION IS A KEY ELEMENT IN THE LIKELIHOOD OF CASE CLEARANCE, THIS PROGRAM ALSO EMPHASIZES A VICTIM-CENTRIC APPROACH THAT IS EXPECTED TO PLAY A VITAL ROLE IN CLEARING SHOOTING CASES. THE SRT SEEKS TO IMPROVE RESPONSES TO SHOOTINGS THROUGH SEVERAL KEY EVIDENCE-BASED ACTIVITIES. FIRST, THE SRT CREATES A TEAM OF SPECIALIZED DETECTIVES TO RAPIDLY RESPOND TO CRIME SCENES AND INVESTIGATE ALL NONFATAL SHOOTINGS. THE TPD WILL CREATE AN INNOVATIVE, DATA DRIVEN APPROACH UTILIZING INTEGRATED INTELLIGENCE FROM TECHNOLOGY IN ORDER TO REDUCE VIOLENT CRIME IN IDENTIFIED PROJECT SAFE NEIGHBORHOOD CRIME HOT SPOTS. IN 2019, THERE WERE 987 VIOLENT CRIMES PER EVERY 100,000 RESIDENTS IN THE COT, HIGHER THAN OKLAHOMA CITY, BATON ROUGE, OR CHICAGO. DESPITE IMPLEMENTING THE CRIME GUN INTELLIGENCE CENTER (CGIC) IN 2018 AND REMOVING SOME 1,543 GUNS FROM THE STREETS IN 2018 AND 1,070 BETWEEN JANUARY 1 AND OCTOBER 10, 2019, THE TPD HAS EXPERIENCED A 12% RISE IN AGGRAVATED ASSAULTS WITH FIREARMS SINCE 2017. TO ENHANCE ITS’ ABILITY TO PREVENT VIOLENT CRIMES, THE TPD WILL EMPLOY DIFFERENT INNOVATIVE TECHNOLOGIES (I.E., MOBILE SAFETY AND CAMERA UNITS AND CLOSED-CIRCUIT TELEVISION (CCTV) IN IDENTIFIED HIGH RISK AREAS AND ENGAGE NEIGHBORHOOD GROUPS. AT THE BEAT LEVEL, THE SAME FOUR BEATS HAVE BEEN AMONG THE TOP FIVE VIOLENT CRIME AREAS IN THE CITY ACROSS A TEN-YEAR PERIOD.  USING THE 2021 VIOLENT CRIME REDUCTION PLAN, DPD WILL BEGIN WITH A SHORT-TERM FOCUS ON SUBSTANTIALLY INCREASING POLICE VISIBILITY AT MICRO LOCATIONS (330’ X 330’ GRIDS) WHERE VIOLENT CRIME IS CONCENTRATED AND PRIORITIZING STREET-LEVEL DETERRENCE AND ARREST OF REPEAT OFFENDERS IN THESE AREAS.
