CURRENTLY, THE IMPD HAS ONE CAMERA PLATFORM THAT IS OVER 10 YEARS OLD. THE SYRACUSE POLICE DEPARTMENT PROPOSED TO SUPPORT THE NORTHERN DISTRICT OF NEW YORK'S EFFORTS TO ADDRESS GUN AND GANG VIOLENCE IN SYRACUSE. PREVIOUS AND CURRENT EFFORTS TO ADDRESS GUN VIOLENCE IN SYRACUSE HAVE TAKEN SEVERAL FORMS AND HAVE INVOLVED MANY AGENCIES. EACH GANG AND GUN VIOLENCE INITIATIVE BROUGHT INTO THE CITY IS LAUNCHED AS AN EXTENSION OF THE INITIAL PROGRAM, TRUCE, AND RELIES, WHERE APPLICABLE, ON PROGRAMMATIC COMPONENTS PREVIOUSLY ESTABLISHED AND IS FOLDED INTO A SINGLE ORGANIZATIONAL STRUCTURE. AS CURRENTLY CONSTITUTED, SYRACUSE'S GANG AND GUN REDUCTION EFFORTS OVERSEEN BY THE PSN STRATEGY COMMITTEE INCLUDE TRINITY, JUVENILE CORE, ADULT CORE, AND THE PLANNED INTRODUCTION OF SCHOOL-LED SERVICES TO AT-RISK YOUTH. IN ITS REVIEW OF INITIATIVES AND GAPS, THE STRATEGY COMMITTEE IDENTIFIED THE NEED FOR MORE SIGNIFICANT SUPPORT FOR ENFORCEMENT ACTIVITIES. TO THAT END, THE STRATEGY COMMITTEE DECIDED TO DIRECT FY 2020 FUNDS TOWARD THE GANG VIOLENCE TASKFORCE AND ITS WORK TO REDUCE GUN AND GANG VIOLENCE. THE SYRACUSE GANG VIOLENCE TASK FORCE IS A COLLABORATION OF LOCAL, STATE, AND FEDERAL LAW ENFORCEMENT AGENCIES AND IS RESPONSIBLE FOR AGGRESSIVELY TARGETING VIOLENT GANGS AND THEIR MEMBERS. THE GVTF UTILIZES LONG AND SHORT-TERM INVESTIGATIONS, WHICH ARE THEN PREPARED AND PRESENTED TO THE FEDERAL AND STATE COURT SYSTEMS FOR PROSECUTION. THE GVTF WAS FORMED IN JANUARY 2003 IN RESPONSE TO A RAPIDLY INCREASING LEVEL OF GANG VIOLENCE WITHIN SYRACUSE. MEMBERS OF THE SYRACUSE POLICE DEPARTMENT MET WITH THE UNITED STATES ATTORNEY'S OFFICE TO EXPLORE OPTIONS WITHIN THE FEDERAL LEGAL SYSTEM TO ASSIST IN DEALING WITH VIOLENCE. THE RESULT WAS THE FORMATION OF THE GVTF. SINCE ITS INCEPTION, SOME CORE PARTNERS HAVE REMAINED AT THE TABLE WHILE OTHERS' COMMITMENT HAS SHIFTED, MAINLY DRIVEN BY RESPECTIVE AGENCY BUDGETS. THE CURRENT COMPOSITION OF THE GVTF INCLUDES THE SYRACUSE POLICE DEPARTMENT, THE NEW YORK STATE POLICE, THE ONONDAGA COUNTY DISTRICT ATTORNEY'S OFFICE, THE NEW YORK STATE ATTORNEY GENERAL'S OFFICE, THE UNITED STATES MARSHAL'S SERVICE, THE FEDERAL BUREAU OF INVESTIGATIONS, THE NEW YORK STATE DEPARTMENT OF COMMUNITY CORRECTIONS (PAROLE), THE BUREAU OF ALCOHOL, TOBACCO, FIREARMS AND EXPLOSIVES, THE DRUG ENFORCEMENT ADMINISTRATION, AND THE UNITED STATES ATTORNEY'S OFFICE. SINCE ITS INCEPTION, THE GVTF HAS BEEN RESPONSIBLE FOR COMPLETING MANY LONG-TERM GANG INVESTIGATIONS RESULTING IN NUMEROUS ARRESTS. IN ADDITION TO THE DESCRIBED LONG-TERM INVESTIGATIONS, THE GVTF IS RESPONSIBLE FOR MULTIPLE PROACTIVE STREET GUN VIOLENCE SUPPRESSION DETAILS. THESE DETAILS INCLUDE, BUT ARE NOT LIMITED TO, PROACTIVE STREET SUPPRESSION DETAILS IN GANG HOT SPOTS, PAROLE/PROBATION HOME VISITS AND PAROLE GPS DETAILS ON GANG MEMBERS, TRAFFIC ROAD CHECKPOINTS IN GANG HOT SPOTS, AND PAROLE/ALCOHOL BEVERAGE CONTROL CHECKS ON ALCOHOL ESTABLISHMENTS WITH SURGES IN GUN VIOLENCE.
