THE MADISON POLICE DEPARTMENT (MPD) SEEKS TO BUILD LEGITIMACY AND TRUST BY EXPANDING THE DEPARTMENT’S CURRENT COMMUNITY POLICING CAPACITY THROUGH A FORMAL, COLLABORATIVE PARTNERSHIP WITH THE MADISON COMMUNITY POLICING FOUNDATION (MCPF); THE PURPOSE OF THIS CPD MICROGRANT PROPOSAL IS TWO-FOLD: TO REPLICATE AND EXPAND THE MPD’S SUCCESSFUL MULTIRACIAL POLICE ADVISORY GROUP PROJECT (E.G., “BRIDGE BUILDERS”) WHICH WAS FUNDED BY A COPS OFFICE CPD MICROGRANT IN 2016.  THAT PROJECT WAS SUPPORTED AND EVALUATED BY STAFF FROM THE UNIVERSITY OF WISCONSIN WITH A POST PROJECT ARTICLE PUBLISHED BY IACP IN POLICE CHIEF MAGAZINE (JULY 2019).  WHILE THE PROJECT OVERALL WAS VERY SUCCESSFUL IN ACHIEVING PROJECT GOALS, LOCAL RESOURCES AND DEPARTMENT STAFFING SIMPLY DID NOT EXIST FOR IT TO CONTINUE AT THE TIME.  IT WAS ALSO NOTED IN THE EVALUATION HOW THE POLICE ADVISORY GROUP PROJECT WAS LABOR INTENSIVE FOR MPD DISTRICT COMMAND STAFF AND “THAT FINDING A MORE EFFICIENT WAY TO DELEGATE OR SHARE ADMINISTRATE DUTIES MAY HAVE BEEN HELPFUL.”   WE BELIEVE THROUGH A JOINT COLLABORATION WITH MCPF, WE CAN NOT ONLY REPLICATE THE 2016 POLICE ADVISORY GROUP PROJECT, BUT ALSO EXPAND THE MULTIRACIAL POLICE ADVISORY GROUP MODEL TO ALL SIX MPD POLICE DISTRICTS THROUGH A NEW COPS CPD MICROGRANT.  WE WILL ALSO LOOK TO RENAME THESE GROUPS TO “COMMUNITY POLICING ADVISORY BOARDS” WHILE CONTINUING THE PAST EMPHASIS ON BUILDING POLICE COMMUNITY TRUST AND LEGITIMACY THROUGH BUILDING POLICE COMMUNITY RELATIONSHIPS. TO JOINTLY AND BETTER COORDINATE ALL MPD-MCPF COMMUNITY POLICING AND OUTREACH ACTIVITIES IN AT-RISK AND UNDERSERVED NEIGHBORHOODS THROUGHOUT MADISON.  MCPF WAS CREATED IN 2016 BY RETIRED MPD OFFICERS ALL OF WHOM HAD PREVIOUSLY WORKED IN COMMUNITY POLICING ASSIGNMENTS DURING THEIR MPD CAREERS.  OVER THE PAST SIX YEARS, MCPF HAS RAISED OVER $300,000 IN DONATIONS TO PROVIDE DIRECT AND INDIRECT SUPPORT TO MPD COMMUNITY POLICING ACTIVITIES.
