FUNDING IS REQUESTED FOR THE PURCHASE, INSTALLATION, ON-SITE TRAINING AND IMPLEMENTATION OF A FIXED VIRTUAL REALITY (VR) TRAINING SYSTEM FOR USE AT THE POLICE DEPARTMENT’S FIREARMS TRAINING FACILITY, AND TWO (2) PORTABLE VR SYSTEMS THAT WILL BE USED BY THE DEPARTMENT’S MOBILE TRAINING TEAMS. THE CITY OF LAS CRUCES (CITY), ON BEHALF OF THE LAS CRUCES POLICE DEPARTMENT (LCPD), THE CITY’S LOCAL MUNICIPAL LAW ENFORCEMENT AGENCY, RESPECTFULLY REQUESTS $188,500 FROM THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS) TO SUPPORT EFFORTS TO FURTHER DEVELOP AND MAINTAIN OFFICERS’ DE-ESCALATION PROFICIENCY. LCPD CURRENTLY OPERATES A COMPREHENSIVE TRAINING ACADEMY AND PROFESSIONAL DEVELOPMENT SYSTEM THAT ACKNOWLEDGES THE VALUE OF DE-ESCALATION TRAINING AND INCORPORATES ITS PRINCIPLES THROUGHOUT TRAINING CURRICULA. HOWEVER, LCPD HAS IDENTIFIED THE NEED FOR ADDITIONAL RESOURCES TO ENHANCE THESE EFFORTS AND ESTABLISH A MORE ROBUST SYSTEM FOR ONGOING QUALITY IMPROVEMENT. THIS NEED STEMS FROM A FEW AREAS: OFFICER TRAINING AND SKILLS GAPS OBSERVED BY LCPD INSTRUCTORS; A LACK OF DEPARTMENTAL RESOURCES TO EXPAND TRAINING OPTIONS AND MEASURE THE EFFECTIVENESS AND EFFICACY OF TRAINING; AND ENVIRONMENTAL FACTORS, INCLUDING LOCAL TRENDS IN CRIME AND MENTAL HEALTH ISSUES. FEDERAL FUNDING WILL SUPPORT LCPD TO IMPLEMENT CRITICAL TRAINING ENHANCEMENTS TO PROVIDE A MORE DYNAMIC SUITE OF TRAINING THAT ENCOMPASSES DIVERSE LEARNING TECHNIQUES. LCPD WILL BE ABLE TO REPLACE OUTDATED SUPPLIES, PURCHASE VIRTUAL REALITY TECHNOLOGY AND OTHER TRAINING ENHANCEMENTS, AND BUILD DEPARTMENT CAPACITY TO COLLECT TRAINING DATA AND ASSESS ITS EFFECTIVENESS AND EFFICACY. THESE DATA WILL SUPPORT EFFORTS TO CONTINUALLY ASSESS AND REFINE TRAINING AS NEEDED AND HELP TO JUSTIFY SUSTAINING A MORE ROBUST TRAINING PROGRAM IN THE FUTURE. THE GOALS OF THE PROJECT ARE TO:  1) INCREASE INTERNAL CAPACITY TO PROVIDE DE-ESCALATION, PROMOTE CONTINUAL LEARNING, AND MAINTENANCE OF OFFICER DE-ESCALATION SKILLS; 2) INCREASE ACCESS TO THE AMOUNT AND TYPE OF DE-ESCALATION TRAINING PROVIDED TO ALL OFFICERS; AND 3) INCORPORATE METHODS FOR MEASURING EFFECTIVENESS AND EFFICACY OF DE-ESCALATION TRAINING AND CONTINUOUS QUALITY IMPROVEMENT OF OFFICER DE-ESCALATION PROFICIENCY.
