REGION III DEVELOPS CASES THROUGH INTELLIGENCE, CONFIDENTIAL SOURCES AND MANY HOURS OF SURVEILLANCE. THIS LEADS TO UNDERCOVER BUYS BY AGENTS, SEARCH WARRANTS AND BUY/BUST OPERATIONS. LCPD WILL PURCHASE THE 4K TOUCH LESS LABORATORY SYSTEM AND MULTIWAVELENGTH FORENSIC TABLET FORENSIC TECHNOLOGY TO VASTLY IMPROVE THE EFFICIENCY AND EFFECTIVENESS OF COLLECTING AND ANALYZING EVIDENCE BY THE CRIME SCENE INVESTIGATIONS UNIT. THE PROPOSED SYSTEM DOES NOT USE POWDERS, CHEMICALS, AND HAS NO CHANCE OF CONTAMINATION TO EVIDENCE, INSTEAD, IT RELIES ON AN ARRAY OF ALTERNATIVE LIGHT SOURCES TO ILLUMINATE THE PRINT. THIS ALLOWS A GAUGED FINGERPRINT TO BE PHOTOGRAPHED IN 4K AND SUBMITTED TO THE STATE LAB FOR ANALYSIS. BECAUSE THE PRINT IS NEVER TOUCHED, THERE IS NO CHANCE OF CONTAMINATING DNA PRIOR TO SWABBING. THIS ALSO ALLOWS FOR THE RECOVERY OF FINGERPRINTS FROM SURFACES THAT WOULD NORMALLY HAVE A HIGH RISK OF PRINT DESTRUCTION, LIKE TEXTURED MATERIALS, SOFT MATERIALS, OR PAPER. FURTHER, THERE IS NO RISK OF DEGRADING THE FINGERPRINT WHEN LIFTING IT MAKING IT UNUSABLE. THE ALTERNATIVE LIGHT ARRAY IN THIS SYSTEM WILL ALSO DETECT BODILY FLUIDS SUCH AS BLOOD, SALIVA, AND SEMEN. ALONG WITH BODILY FLUIDS, THE SYSTEM WILL DETECT POWDERS AND CHEMICALS SUCH AS GUNSHOT RESIDUE, ALLOWING IT TO BE PHOTOGRAPHED PRIOR TO COLLECTION.

THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM ALLOWS UNITS OF LOCAL GOVERNMENT, INCLUDING TRIBES, TO SUPPORT A BROAD RANGE OF ACTIVITIES TO PREVENT AND CONTROL CRIME BASED ON THEIR OWN STATE AND LOCAL NEEDS AND CONDITIONS.
