THE ACQUISITION OF TABLEAU S CORE LICENSE WILL SUPPORT A DIGITAL DATA PORTAL THAT WILL VISUALIZE INFORMATION AND HELP ANALYZE DATA UTILIZED BY THE DEPARTMENT TO FURTHER ITS MISSION OF SERVING AND PROTECTING THE CITIZENS OF BALTIMORE. CRIME TRENDS, WANTED PERSONS, OVERTIME EXPENDITURES, STAFFING LEVELS, USE OF FORCE, AND CITIZEN COMPLAINTS ARE A FEW EXAMPLES OF DATA SETS THAT COULD BE EASILY DISPLAYED AND SHARED WITH MEMBERS OF THE BPD AND MEMBERS OF THE COMMUNITY IN REAL-TIME. PROGRAM FUNDS PROVIDE THE NECESSARY SOFTWARE TO DISPLAY AND ANALYZE THIS DATA IN REAL-TIME.

MOWIN DISMANTLES, DISPOSES, AND PROSECUTES METH LABS AND MARIJUANA FARMS. MOWIN ASSISTS AGENCIES WITH PROCESSING AND FILING DRUG POSSESSION CASES FOR PROSECUTION, INVESTIGATING DRUG COMPLAINTS, AND UNDERCOVER ACTIVITIES & ENFORCEMENT. MOWIN PARTICIPATES IN VETERANS AND DRUG COURTS, DRUG TAKE-BACKS, AND HOSTS A VARIETY OF DRUG AND DRUG TREND EDUCATION PROGRAMS. MOWIN PROVIDES DRUG SWEEPS WITH THEIR K-9S FOR SCHOOLS WHO REQUEST THOSE TYPES OF SERVICES. THE ANTI-GANG UNIT INVESTIGATES GANGS, VIOLENT DRUG OFFENDERS, AND STREET CORNER DRUG DEALERS, WITH A FOCUS ON ELIMINATING NOT ONLY ILLEGAL DRUG SALES, BUT THE ACCOMPANYING VIOLENCE AND RELATED CRIME. TWO INVESTIGATION UNITS TARGET AN ORGANIZATION'S ENTIRE NETWORK OF DISTRIBUTORS AND CUSTOMERS BY IDENTIFYING DRUG TRAFFICKERS AND THE METHODS OF DISTRIBUTION. THEY FOCUS ON NEIGHBORHOOD DRUG DEALERS AND NUISANCE HOUSES, AND DEVELOP AN INFORMANT NETWORK FOR IDENTIFYING LARGER ORGANIZATIONS. THESE TWO UNITS ALSO DIRECT INVESTIGATIONS TOWARD INDIVIDUALS AND GROUPS INVOLVED IN THE MANUFACTURING OF METH, WITH EMPHASIS ON PRECURSOR DIVERSION INVESTIGATIONS. THE INTERDICTION UNIT FOCUSES ON TRUCK STOPS, TRAIN DEPOTS, PARCEL AND PACKAGE DELIVERY, AND LOCAL HOTELS AND MOTELS IN AN EFFORT TO DISRUPT AND DISMANTLE INTERSTATE DRUG TRAFFICKING ORGANIZATIONS BY TARGETING MAJOR COURIERS.

THESE INVESTIGATIONS ARE CONDUCTED IN A NUMBER OF WAYS, UNDERCOVER DRUG PURCHASES, SURVEILLANCE OF SUSPECTS, EXECUTION OF SEARCH WARRANTS, AND THE USE OF CONFIDENTIAL INFORMANTS. THE PRIMARY FOCUS IS THE PURCHASE OF NARCOTICS UTILIZING A JCDTF UNDERCOVER DETECTIVE. THE JCDTF PROVIDES AN IMMEDIATE RESPONSE TO THOSE DRUG PROBLEMS WHICH POSE IMMINENT THREAT TO THE SECURITY AND WELL-BEING OF THE COMMUNITIES IT SERVES IN JACKSON COUNTY. ADDITIONALLY, THE JCDTF PROVIDES A LONG-RANGE IDENTIFICATION AND ANALYSIS OF EMERGING OR ANTICIPATED DRUG PROBLEMS SO AS TO DEVELOP AN EFFICIENT AND EFFECTIVE LAW ENFORCEMENT RESPONSE.

DART PERSONNEL REPORT SUSPECTED DRUG ACTIVITY TO LAW ENFORCEMENT SO THAT SELLERS CAN BE ARRESTED AND PROSECUTED. DART COORDINATES PROPERTY INSPECTIONS FOR HOUSING AND FIRE CODE VIOLATIONS TO DETERMINE IF PROPERTIES SHOULD BE VACATED OR ARE UNINHABITABLE. DART ALSO WORKS WITH PROPERTY OWNERS TO ELIMINATE ILLEGAL ACTIVITY ON THEIR PROPERTY. WHEN NECESSARY, DART HANDLES EXPEDITED EVICTION, NUISANCE, AND FORFEITURE ACTIONS. FURTHERMORE, DART MEMBERS ATTEND COMMUNITY MEETINGS TO ENGAGE IN DISCUSSIONS RELATED TO CRIMINAL DRUG ACTIVITY, ITS TOLL ON THE COMMUNITY, AND ACTIONS RESIDENTS CAN TAKE TO HELP FIGHT ITS EFFECTS.
