THE NORTH LAS VEGAS POLICE DEPARTMENT IS REPLACED THE CURRENT, EIGHT YEAR OLD INVENTORY AND ASSET TRACKING APPLICATION. ASSETS ARE ASSIGNED TO PERSONNEL SUCH AS: WEAPONS, SECURITY DEVICES, PHONES, ETC. THE REPLACEMENT FOR THIS INVENTORY EQUIPMENT WILL INCLUDE BAR CODE SCANNERS, SIGNATURE PADS AND THE PURCHASE FOR A MOBILE BAR CODE SCANNER WITH ABILITY TO CAPTURE SIGNATURES FOR THE DEPARTMENT'S SEVEN REMOTE OFF-SITES. THE CURRENT APPLICATION FOR INVENTORY AND ASSET MANAGEMENT IS PERFORMED BY ONE WAREHOUSE CLERK. THE CURRENT SYSTEM APPLICATION AND SOFTWARE LACKS NECESSARY SCALABILITY FOR POLICE SUPERVISORS AND CIVILIAN PERSONNEL TO VIEW AND MANAGE THEIR INVENTORY INFORMATION. THE RENO POLICE DEPARTMENT'S MULTI-AGENCY GANG TASK FORCE WILL BE USING GRANT FUNDS TO ADDRESS THE SHORTFALLS OF INTELLIGENCE GATHERING, INFORMATION SHARING, SUPPRESSION, DIVERSION/DETERRENCE, AND GRAFFITI ENFORCEMENT IN THE WASHOE COUNTY AND NORTHERN NEVADA REGION. THIS PROJECT INTENDS TO ESTABLISH SUSTAINABLE OPERATIONS, COLLABORATION WITH OTHER AGENCIES, AND METHODS OF INFORMATION SHARING AMONG THE STAKEHOLDERS OF THIS PROGRAM. THE REGIONAL GANG UNIT'S (RGU) SUCCESS IS HIGHLY DEPENDENT ON THE INTELLIGENCE IT GENERATES, AS WELL AS ITS EFFORTS TO REDUCE VIOLENT CRIMES THROUGH PROACTIVE ENFORCEMENT. OUR SUPPRESSION EFFORTS HAVE PROVEN TO BE VITAL IN REDUCING OR STOPPING CONTINUED VIOLENCE AND/OR RETALIATION, WHEN VIOLENT GANG RELATED CRIMES OCCUR. INTELLIGENCE IS DIRECTLY RELATED TO THE REDUCTION IN CRIME AND THIS PROJECT WILL ALLOW RGU TO WORK CLOSELY WITH NEIGHBORING AGENCIES TO ESTABLISH PROGRAMS IN THEIR JURISDICTION WHILE SIMULTANEOUSLY IMPROVING THE COLLECTION AND DISSEMINATION OF INTELLIGENCE THAT IS VITAL TOWARD IMPACTING GANG VIOLENCE. GRAFFITI ABATEMENT AND ENFORCEMENT OF GRAFFITI OFFENDERS SUSTAINED THE MOST SIGNIFICANT IMPACT ON BUDGET CUTS. THE CURRENT PROGRAM FOCUSES ONLY ON ABATEMENT. THE RESULT IS ALMOST NO ENFORCEMENT AND A PROGRAM STRUGGLING TO KEEP UP ON THE AMOUNT OF GRAFFITI IN THE WASHOE COUNTY AREA. OUR CITY COUNCIL HAS AGREED TO FILL THE GRAFFITI DETECTIVE POSITION. THIS DETECTIVE IS ABLE TO BUILD CASES ON PROLIFIC GRAFFITI OFFENDERS AND START THE PROSECUTION PROCESS. SET WILL CONTINUE TO COLLABORATE WITH FEDERAL PARTNERS AND ALL LAW ENFORCEMENT AGENCIES IN WASHOE COUNTY IN ALL ASPECTS OF OUR INVESTIGATIONS. WORKING IN PARTNERSHIP WITH OTHER AGENCIES IMPROVES INVESTIGATIONS AS WELL AS PRODUCTIVITY. SET'S PRIMARY GOAL IS TO WORK STREET LEVEL NARCOTIC CASES. THIS INVOLVES MORE SURVEILLANCE AND BUY/WALK OPERATIONS YIELDING MORE INTELLIGENCE AND A STRONGER CASE. THE RECENT LEGALIZATION OF RECREATIONAL MARIJUANA DRAMATICALLY INCREASES THE POTENTIAL FOR ILLICIT MARIJUANA SALES. IN OTHER STATES, SUCH AS COLORADO AND WASHINGTON, THERE IS STILL A DANGEROUS, ILLEGAL MARKET FOR SELLING MARIJUANA DESPITE HAVING LEGAL AND REGULATED DISPENSARIES. THERE HAS ALSO BEEN A SIGNIFICANT RISE IN EXPLOSIONS, FIRES AND INJURIES DUE TO THE PROCESS IN WHICH MARIJUANA CONCENTRATES ARE MADE. A DICTATION SYSTEM WAS IMPLEMENTED AT THE BROOKLYN PARK POLICE DEPARTMENT, SO THEY WOULD NOT HAVE TO HANDWRITE OR TYPE THEIR OWN REPORTS. IT IS IMPORTANT THAT THEIR PATROL AND INVESTIGATIVE SKILLS ARE USED IN THE FIELD RATHER THAN IN THE OFFICE TYPING. WHEN THE DICTATION SYSTEM WAS ORIGINALLY IMPLEMENTED, THE OFFICERS TIME SPENT ON THE STREETS INCREASED, WHICH IS A POSITIVE FOR THE CITY OF BROOKLYN PARK. ALL OF OUR CLERICAL STAFF ARE TRAINED TO TRANSCRIBE REPORTS DIRECTLY INTO OUR RECORDS MANAGEMENT SYSTEM. SUPPORT STAFF ARE TRAINED COMPUTER USERS WITH HIGH-SPEED TYPING SKILLS AND CAN TRANSCRIBE DICTATED REPORTS MUCH QUICKER THAN AN OFFICER WOULD WHO IS DEALING WITH MULTIPLE INTERACTIONS. THE QUALITY OF THE REPORTS IS CRUCIAL, AS THEY ARE REGULARLY USED IN COURT AND FOR THE OFFICERS TO RECALL SPECIFICS OF AN INCIDENT IN WHICH THEY HAVE DICTATED A REPORT. HAVING A PERSON IN THE OFFICE TO TRANSCRIBE REPORTS ALLOWS FOR UNIFORMITY OF HOW OUR REPORTS ARE FORMATTED AND ENSURES THE DOCUMENTS ARE PROFESSIONAL. THE CRESCENDO UPGRADE, OUR DICTATION SYSTEM, WILL ALLOW FOR OFFICERS TO DICTATE THEIR POLICE REPORTS DIRECTLY FROM THEIR SMART PHONES. IT WILL NO LONGER BE NECESSARY FOR THEM TO FIND A LANDLINE PHONE TO DICTATE. DICTATING REPORTS THIS WAY WILL BE MUCH EASIER EASIER AND MORE CONVENIENT, ENSURING THEIR REPORTS ARE SUBMITTED IN A TIMELY MANNER. THEY WILL NOW BE ABLE TO DICTATE FROM ANY LOCATION, ELIMINATING THE NEED TO RETURN TO DESIGNATED LOCATIONS TO COMPLETE THE WORK. BECAUSE THIS IS AN APP ON OFFICERS CELL PHONES, WE WILL RECEIVE UPDATES IN A TIMELY MANNER WHEN THE VENDOR MAKES ANY ADJUSTMENTS. MOVING TO THIS PLATFORM WILL ASSIST WITH RELIABILITY FROM A TECHNICAL PERSPECTIVE. IN ADDITION, WITH THE LANDLINE PHONES WE HAD AN ADDITIONAL SERVER THAT NEEDED TO BE MAINTAINED AND WAS DIFFICULT TO SUPPORT. WE ARE ALSO DEALING DIRECTLY WITH THE VENDOR OF THE PRODUCT FOR SUPPORT RATHER THAN GOING THROUGH A THIRD-PARTY VENDOR AS HAS BEEN DONE WITH PREVIOUS SYSTEMS WHICH WILL BE EXTREMELY HELPFUL AS THEY ARE THE EXPERTS OF THE SYSTEM. NCIC PARSING SERVICE LAW ENFORCEMENT AROUND THE NATION USE NCIC (NATIONAL CRIME INFORMATION CENTER) DATA, 24 HOURS A DAY, 365 DAYS A YEAR. NCIC HELPS CRIMINAL JUSTICE PROFESSIONAL APPREHEND FUGITIVES, LOCATE MISSING PERSONS, AND RECOVER STOLEN PROPERTY. IT ALSO ASSISTS LAW ENFORCEMENT OFFICERS IN PERFORMING THEIR DUTIES MORE SAFELY AND PROVIDES INFORMATION NECESSARY TO PROTECT THE PUBLIC. BROOKLYN PARK WILL USE THESE FUNDS TO ACQUIRE THE NATIONAL CRIME INFORMATION CENTER (NCIC) PARSING SERVICE OFFERED BY OUR CURRENT RECORDS MANAGEMENT VENDOR, TYLER TECHNOLOGIES, PREVIOUSLY KNOWN AS NEW WORLD SYSTEMS. THIS SERVICE WILL ALLOW OFFICERS THE ABILITY TO RUN NCIC CHECKS IN OUR MOBILE ENVIRONMENT FOR NAMES, VEHICLES AND/OR PROPERTY. THE POLICE DEPARTMENT IS NOT UTILIZING THIS FEATURE AS THE DATA IS NOT CURRENTLY IN A FORMAT THAT ALLOWS FOR PARSING (SEPARATING THE INFORMATION INTO DATA FIELDS FOR EASY TRANSFER FROM SYSTEM TO SYSTEM). BY ADDING THIS FEATURE TO OUR APPLICATION, OFFICERS WILL BE ABLE TO MORE QUICKLY PREPARE CITATIONS, IMPOUND REPORTS AND A VARIETY OF OTHER REPORTS THEY ARE REQUIRED TO GENERATE WHILE CONDUCTING BUSINESS IN THEIR VEHICLES. THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM (JAG) ALLOWS STATES AND UNITS OF LOCAL GOVERNMENT, INCLUDING TRIBES, TO SUPPORT A BROAD RANGE OF CRIMINAL JUSTICE RELATED ACTIVITIES BASED ON THEIR OWN STATE AND LOCAL NEEDS AND CONDITIONS. GRANT FUNDS CAN BE USED FOR STATE AND LOCAL INITIATIVES, TECHNICAL ASSISTANCE, TRAINING, PERSONNEL, EQUIPMENT, SUPPLIES, CONTRACTUAL SUPPORT, AND INFORMATION SYSTEMS FOR CRIMINAL JUSTICE, INCLUDING FOR ANY ONE OR MORE OF THE FOLLOWING PURPOSE AREAS: 1) LAW ENFORCEMENT PROGRAMS; 2) PROSECUTION AND COURT PROGRAMS; 3) PREVENTION AND EDUCATION PROGRAMS; 4) CORRECTIONS AND COMMUNITY CORRECTIONS PROGRAMS; 5) DRUG TREATMENT AND ENFORCEMENT PROGRAMS; 6) PLANNING, EVALUATION, AND TECHNOLOGY IMPROVEMENT PROGRAMS; 7) CRIME VICTIM AND WITNESS PROGRAMS (OTHER THAN COMPENSATION); AND 8) MENTAL HEALTH PROGRAMS AND RELATED LAW ENFORCEMENT AND CORRECTIONS PROGRAMS, INCLUDING BEHAVIORAL PROGRAMS AND CRISIS INTERVENTION TEAMS. THIS LOCAL JAG AWARD WILL BE SHARED BY THE COUNTY AND ONE OR MORE JURISDICTIONS IDENTIFIED AS DISPARATE WITHIN THE CURRENT FISCAL YEAR ELIGIBILITY LIST (WWW.BJA.GOV/JAG). JAG FUNDING WILL BE USED TO SUPPORT CRIMINAL JUSTICE INITIATIVES THAT FALL UNDER ONE OR MORE OF THE ALLOWABLE PROGRAM AREAS ABOVE. ANY EQUIPMENT PURCHASES OR FUNDED INITIATIVES SUCH AS OVERTIME, TASK FORCES, DRUG PROGRAMS, INFORMATION SHARING, ETC. WILL BE AIMED AT REDUCING CRIME AND/OR ENHANCING PUBLIC/OFFICER SAFETY. NCA/NCF
