The grants below have been awarded to one of the cities or counties we are currently tracking in this database. It is not a complete list of all grants awarded from this assistance program, which may include additional cities, counties, or other jurisdictions and/or grants not awarded to law enforcement agencies.

We do not recommend aggregating the amounts shown here, as these grants may include both prime and sub grants. Totaling the grant amount here would result in some funding being double-counted – for example, if a county received a grant and subsequently made a sub-grant to a city within the county.

THE COMMUNITY ALTERNATIVES PROGRAM (CAP)IS A PRE-TRIAL DIVERSION PROGRAM AT NEW ORLEANS MUNICIPAL COURT. CAP HAS BEEN IN OPERATION FOR TWO YEARS, AND IS A COLLABORATIVE EFFORT BETWEEN THE NEW ORLEANS HEALTH DEPARTMENT (NOHD) AND NEW ORLEANS MUNICIPAL COURT (NOMC). WHILE THIS PROJECT HAS BEEN SPEARHEADED BY NOHD AND NOMC, OTHER ORGANIZATIONS HAVE BEEN KEY TO ITS SUCCESSFUL OPERATION, INCLUDING METROPOLITAN HUMAN SERVICES DISTRICT, THE CITY ATTORNEY'S OFFICE, THE ORLEANS PUBLIC DEFENDER'S OFFICE, AND THE ORLEANS PARISH SHERIFF'S OFFICE. CAP'S PURPOSE IS TO IDENTIFY DEFENDANTS WITH MENTAL ILLNESS AND CO-OCCURRING DISORDERS, WHO ARE CHARGED WITH NON-VIOLENT MUNICIPAL OFFENSES, AND TO CONNECT THOSE DEFENDANTS TO MENTAL HEALTH AND, IN MANY CASES, SUBSTANCE ABUSE TREATMENT PROVIDERS. CAP PARTICIPANTS ARE TYPICALLY ENROLLED IN THE PROGRAM FOR SIX MONTHS AND AFTER SUCCESSFUL COMPLETION OF THE PROGRAM, HAVE THEIR CHARGES DISMISSED VIA A DECLARATION OF NOLLE PROSEQUI. PARTICIPATION IN CAP IS VOLUNTARY. CAP'S MAIN GOALS ARE TO IMPROVE QUALITY OF LIFE FOR PROGRAM PARTICIPANTS BY CONNECTING THEM TO TREATMENT AND ASSISTING THEM TO GAIN UNDERSTANDING AND CONTROL OF THEIR MENTAL HEALTH, AND TO REDUCE RECIDIVISM BY CONNECTING DEFENDANTS WITH NEEDED TREATMENT AND ADDRESSING THE BEHAVIORAL ISSUES THAT LEAD TO THEIR ARRESTS. ON A MORE SYSTEMIC LEVEL, CAP AIMS TO FOSTER COLLABORATION BETWEEN THE BEHAVIORAL HEALTH AND CRIMINAL JUSTICE SECTORS.
