The grants below have been awarded to one of the cities or counties we are currently tracking in this database. It is not a complete list of all grants awarded from this assistance program, which may include additional cities, counties, or other jurisdictions and/or grants not awarded to law enforcement agencies.

We do not recommend aggregating the amounts shown here, as these grants may include both prime and sub grants. Totaling the grant amount here would result in some funding being double-counted – for example, if a county received a grant and subsequently made a sub-grant to a city within the county.

THE PURPOSE OF THE FY 2021 HSGP IS TO SUPPORT STATE AND LOCAL EFFORTS TO PREVENT TERRORISM AND OTHER CATASTROPHIC EVENTS AND TO PREPARE THE NATION FOR THE THREATS AND HAZARDS THAT POSE THE GREATEST RISK TO THE SECURITY OF THE UNITED STATES. THE HSGP PROVIDES FUNDING TO IMPLEMENT INVESTMENTS THAT BUILD, SUSTAIN, AND DELIVER THE 32 CORE CAPABILITIES ESSENTIAL TO ACHIEVING THE NATIONAL PREPAREDNESS GOAL (THE GOAL) OF A SECURE AND RESILIENT NATION. AMONG THE FIVE BASIC HOMELAND SECURITY MISSIONS NOTED IN THE DHS QUADRENNIAL HOMELAND SECURITY REVIEW, HSGP SUPPORTS THE GOALS TO STRENGTHEN NATIONAL PREPAREDNESS AND RESILIENCE. THE BUILDING, SUSTAINMENT, AND DELIVERY OF THESE CORE CAPABILITIES ARE NOT EXCLUSIVE TO ANY SINGLE LEVEL OF GOVERNMENT, ORGANIZATION OR COMMUNITY, BUT RATHER, REQUIRE THE COMBINED EFFORT OF THE WHOLE COMMUNITY.

THE FIELD OF ORDINANCE DISPOSAL AND MITIGATION IS CONSTANTLY CHANGING AND EVOLVING. DUE TO OUR TRAINING SCHEDULE AND DEPLOYMENTS OUR SQUAD'S EQUIPMENT BECOMES DAMAGED, WORN OR OBSOLETE. WE CURRENTLY HAVE TWO MEDIUM SIZED EOD-9 BOMB SUITS THAT WERE PURCHASED IN 2009. THE NEW SUITS ARE THE EOD-10 MODEL. THEY ARE MUCH LIGHTER AND PROVIDE BETTER PROTECTION THAN OUR CURRENT SUITS. THEY ARE EASIER TO MOVE IN, PROVIDE BETTER COMMUNICATION, LIGHTING, ENHANCED VENTILATION AND VISIBILITY FOR OUR TECHS. WHILE OUR EXISTING SUITS ARE STILL OPERATIONAL, THE NEEDS OF THE SQUAD HAVE CHANGED SIGNIFICANTLY IN THE PAST 12 YEARS. AT THE TIME THESE SUITS WERE ORDERED, OUR SQUAD CONSISTED OF MEMBERS THAT WERE AROUND 5 9. AT THE PRESENT TIME, THE CURRENT SQUAD IS STAFFED WITH MUCH TALLER OFFICERS. 4 OF THE 5 CURRENT MEMBERS RANGE FROM 6 TO 6 5 . OPERATING IN THE CURRENT SUITS FOR THESE MEMBERS IS RESTRICTIVE, DIFFICULT AND CAN BECOME A SAFETY ISSUE. IN ADDITION TO A NEW BOMB SUIT THE SQUAD IS IN NEED OF ADDITIONAL EQUIPMENT THAT IS NEEDED TO CONTINUE TO SAFELY DETECT, DISRUPT AND DEFEAT NOT ONLY IMPROVISED EXPULSIVE DEVICES BUT ALSO OLD AND DEGRADED DYNAMITE AND MILITARY ORDINANCE THAT WE RESPOND TO HANDLE.

THE MISSOULA BOMB TEAM IS A REGIONAL ASSET THAT IS RESPONSIBLE FOR HANDLING ALL EXPLOSIVE THREATS IN WESTERN MONTANA. THIS TEAM FALLS UNDER THE LAW ENFORCEMENT TERRORISM PREVENTION ACTIVITIES (LETPA) SECTION OF THE DHS GRANT. ALL EQUIPMENT AND TRAINING REQUESTED IS FOR THE SUSTAINMENT OF THIS CAPABILITY DESIGNED FOR THE STATE OF MONTANA AND US NATIONAL STRATEGIC PLAN. THIS INCLUDES BASIC HAZARD MITIGATION OF COMMERCIAL EXPLOSIVES TO ANY ACTS OF TERRORISM. THE TEAM BY ITS VERY DESIGN WAS CONSTRUCTED TO SAFEGUARD THE PUBLIC BY COMBATING BOTH DOMESTIC AND FOREIGN TERRORISM. MITIGATING EXPLOSIVES OWNED BUT NEGLECTED BY CITIZENS CAN CAUSE SIGNIFICANT ISSUES FOR JURISDICTIONS IF THE TEAM DID NOT EXIST. WE AVERAGE 30-40 CALLS ANNUALLY TO ASSIST OTHER AGENCIES IN HAZARDS LOCATED IN THEIR COMMUNITIES. WITH THE PROPER EQUIPMENT AND TRAINING WE CAN CONTINUE TO PROVIDE THIS SUPPORT AS DESIGNED BY THE NATIONAL PREPAREDNESS PLAN AND NATIONAL STRATEGIC PLAN. WE FREQUENTLY COORDINATE WITH SHERIFF'S OFFICES, CITY POLICE DEPARTMENTS, AND DES MANAGERS TO RESOLVE THEIR REQUESTS FOR SERVICE. WE MITIGATE DANGEROUS CONDITIONS AND ASSIST WITH EXPERT TESTIMONY IN POTENTIAL CRIMINAL CASES. WE COORDINATE WITH THE MILITARY, FBI, AND ATF REGULARLY FOR NATIONAL SECURITY ISSUES. THIS IS ACCOMPLISHED THROUGH THE ASSESSMENT OF UNKNOWN CHEMICALS, X-RAY CAPABILITIES TO SCAN SUSPICIOUS ITEMS, AND THE ABILITY TO REMOTELY OBSERVE POTENTIAL THREATS. ONCE THE THREAT IS CONFIRMED THE BOMB SQUAD CAN MITIGATE HOMEMADE, COMMERCIAL, AND CERTAIN MILITARY EXPLOSIVE THREATS. AS HAZMAT TECHNICIANS WE CAN ALSO DEAL WITH DEVICES THAT ARE RADIOACTIVE AS WELL AS BIOCHEMICAL.
