THE UNITED STATES ATTORNEY’S OFFICE FOR THE MIDDLE DISTRICT OF LOUISIANA (USAO) HAS SELECTED THE BATON ROUGE LAW ENFORCEMENT AND CRIMINAL JUSTICE FOUNDATION (FOUNDATION) TO BE THE FISCAL AGENT FOR THE JURISDICTION’S FY2022 PROJECT SAFE NEIGHBORHOOD GRANT. TAMMANY, TANGIPAHOA, TERREBONNE, AND WASHINGTON. THESE PARISHES HOLD DIVERSE COMMUNITIES, BE IT THROUGH RACIAL, SOCIO-ECONOMIC, ETHNIC, OR AGE OF THE POPULATION.  THESE DIFFERENCES, HOWEVER, ARE INCONSEQUENTIAL WHEN LOOKING AT THE RECENT BOOM OF VIOLENT CRIME THAT HAS OCCURRED THROUGHOUT THE PARISHES.   THE ENTIRE AREA OF THE EASTERN DISTRICT, HAS IN RECENT YEARS, BEEN STRICKEN WITH INCREASING VIOLENT CRIME. THESE CRIMES INCLUDE CARJACKINGS AND ROBBERIES THAT ARE OCCURRING IN POPULATED/FREQUENTLY VISITED AREAS DURING DAYLIGHT HOURS. HISTORICALLY, THESE TYPES OF CRIMES HAVE BEEN SEEN AS OCCURRING AT NIGHT AND OFTEN IN HIGH CRIME-URBAN NEIGHBORHOODS. THE PROPOSED PROJECT PERIOD IS OCTOBER 1, 2022, THROUGH SEPTEMBER 30, 2025, CONTINGENT ON FUNDING AVAILABILITY TO IMPLEMENT OUR ACTION PLAN.  THROUGH INTELLIGENCE SHARING WITH THE JACKSON COUNTY PROSECUTOR’S OFFICE, KANSAS CITY MISSOURI POLICE DEPARTMENT (KCPD), AND OTHER STATE AND FEDERAL AGENCIES, THE PSN TASK FORCE HAS IDENTIFIED AREAS WITH THE HIGHEST VIOLENT CRIME RATES IN KANSAS CITY, MISSOURI TO BE TARGETED FOR A VIOLENT CRIME REDUCTION STRATEGY.  THE VIOLENT CRIMES IN THE TARGET ENFORCEMENT AREA ARE DRIVEN BY GANG OR GROUP RELATED NARCOTICS ACTIVITY INCLUDING RETALIATION DRIVEN CRIMES.  THE PSN TARGET ENFORCEMENT AREA IS GENERALLY DEFINED BY GEOGRAPHIC STREET BOUNDARIES FROM ST. JOHN AVENUE (1ST STREET) TO 85TH STREET, AND TROOST AVENUE TO VAN BRUNT BOULEVARD EXTENDED.  IN A 5-YEAR PERIOD OF TIME FROM JANUARY 2015 THROUGH DECEMBER 2019, 484 HOMICIDES HAVE OCCURRED IN THIS AREA.  AN AVERAGE OF 97 HOMICIDES PER YEAR.  ALSO, THIS IS 71% OF THE 678 HOMICIDES OCCURRING IN KANSAS CITY, MISSOURI DURING THAT TIME.  THERE WAS AN AVERAGE OF 136 HOMICIDES PER YEAR.  FURTHER, IN 2020 WE WERE A LITTLE OVER THE AVERAGE IN THE TA WITH 99 HOMICIDES VERSUS THE 5-YEAR AVERAGE OF 97.  THIS WAS 63% OF THE RECORD YEAR OF 156 HOMICIDES IN KANSAS CITY.  CONSEQUENTLY, WHILE THE PERCENTAGE OF HOMICIDES IN THE TARGET AREA WAS 8% LESS THAN THE 5-YEAR AVERAGE, THE SELECTED TARGET AREA REMAINS AN IMPORTANT AREA FOR COMMUNITY POLICING, NEIGHBORHOOD ACTION AND ENFORCEMENT EFFORTS. WE PROPOSE BUILDING UPON PAST SUCCESSFUL EVIDENCE-BASED INTERVENTIONS TO SHARE INTELLIGENCE, STAY CURRENT ON IDENTIFYING SPECIFIC VIOLENT CRIME HOT SPOTS WITHIN THE TARGET ENFORCEMENT AREAS TO PROVIDE COORDINATED POLICE RESPONSE TO THOSE AREAS, AND TO IDENTIFY PROLIFIC VIOLENT OFFENDERS DRIVING THE VIOLENCE.  WE ARE ALSO PARTNERING WITH THE KANSAS CITY, MO. POLICE DEPARTMENT’S LAW ENFORCEMENT RESOURCE CENTER WHERE THE RECENTLY ESTABLISHED MIDWEST CRIME GUN INTELLIGENCE CENTER (CGIC) IS LOCATED AND A GANG INTELLIGENCE SQUAD TO ASSIST WITH IDENTIFYING THE VIOLENT ACTIVE TRIGGER PULLERS IN THE TARGET ENFORCEMENT AREA FOR INVESTIGATION AND PROSECUTION. WE PROPOSE TO TARGET HIGH CRIME AND VIOLENT AREAS OF THE CITY BY INCREASING DIRECTED PATROLS USING FUNDS FOR OVERTIME. THE DOVER PD WILL BE SUPPORTED IN THEIR EFFORTS WHEN NEEDED BY THE DELAWARE STATE POLICE. OUR COMMUNITY OUTREACH EFFORT WITH BE DRIVEN BY N-CALL WHO WILL HAVE TWO INDIVIDUALS OR “BOOTS ON THE GROUND” WORKING IN THE COMMUNITY TO IDENTIFY SOME OF THE REASONS FOR CERTAIN AREAS TO HAVE A HIGHER CRIME RATE THAN OTHERS, TO PROVIDE SOME INTERVENTION TO THE COMMUNITY AND TO IDENTIFY POSITIVE AND NEGATIVE INFLUENCERS. AS A RESULT, THIS WILL FOSTER BETTER POLICE/COMMUNITY RELATIONS TO HELP REDUCE VIOLENT AND GANG RELATED CRIME IN OUR TARGET AREAS THAT ARE WITHIN THE CITY OF DOVER.   PAST EFFORTS OF PSN IN DOVER AND OTHER JURISDICTIONS HAS BROUGHT TOGETHER LEADERSHIP TO INVESTIGATE A MEANS OF COORDINATING EFFORTS. THROUGH REAL TIME CRIME ANALYSIS AND COORDINATED EFFORTS OF THE RESEARCH PARTNER AT DELAWARE STATE UNIVERSITY, WE CAN KNOW WHERE AND WHEN CRIME HOT SPOTS OCCUR AND HOW THEY CORRELATE WITH SOCIAL INDICATORS. HOWEVER, BUDGETARY RESTRICTIONS MADE IT DIFFICULT TO TARGET POLICE EFFORTS ON HOT SPOTS ON AN ONGOING BASIS. ALTHOUGH ANALYSES WILL ALLOW A BETTER UNDERSTANDING OF DOVER HOT SPOTS, THE QUESTION OF WHY CRIME IS CLUSTERING IN A FEW SPECIFIC AREAS REMAINS ELUSIVE. BY INCREASING POLICE EFFORTS THROUGH PSN FUNDING AND TARGETING THOSE EFFORTS AT THE DRIVERS OF CRIME THROUGH RISK TERRAIN MODELING IN PARTNERSHIP WITH THE DSU RESEARCH TEAM, WE HOPE TO DEMONSTRATE A SIGNIFICANT REDUCTION IN OVERALL VIOLENT CRIME AND SPECIFICALLY FIREARMS VIOLENCE. ALABAMA’S VIOLENT CRIME RATE DIPPED 2% FROM 5.2 INCIDENTS PER 1,000 IN 2020 TO 5.1 THIS YEAR.  EVEN SO ALABAMA IS 38% HIGHER THAN THE NATIONAL AVERAGE WHEN IT COMES TO THE NUMBER OF VIOLENT CRIMES PER CAPITA.  DESPITE HIGHER OVERALL CRIME RATES, BOTH VIOLENT AND PROPERTY CRIMES DECREASED YEAR OVER YEAR IN ALABAMA.  THE MOBILE POLICE DEPARTMENT’S DATA FOR 2020 SHOWS A SMALL UPTICK OF 1.3% IN VIOLENT CRIME OVER 2019.  HOWEVER, THE HOMICIDE RATE WHICH HAD INCREASED IN 2019 BY A SUBSTANTIAL 42.9% OVER THE PREVIOUS YEAR, INCREASED IN 2020 BY 15% OVER 2019. THE MOST SERIOUS VIOLENT CRIME PROBLEMS WITHIN THE SDAL ARE REPEAT VIOLENT OFFENDERS AND GANG ACTIVITY, PRIMARILY IN THE FORM OF NEIGHBORHOOD BASED GANGS (NBGS) OR INDIVIDUALS/SMALL GROUPS CLAIMING GANG (FAMILIAL OR TERRITORIAL) AFFILIATION.  REPEAT OFFENDERS POSE A SPECIAL CHALLENGE IN THE SMALLER COMMUNITIES OF THE DISTRICT.  IN THESE AREAS THE ONGOING CRIMINAL ACTIVITY AND VIOLENCE PERPETRATED BY A REPEAT OFFENDER IS IMPACTFUL ON THE ENTIRE COMMUNITY.  IN MANY INSTANCES REPEAT OFFENDERS THROUGHOUT THE DISTRICT REVOLVED THROUGH THE STATE SYSTEM (SEVERAL TIMES), AND THEIR CONTINUED CRIMINAL ACTIVITY HAS A SIGNIFICANT IMPACT ON THE COMMUNITIES IN WHICH THEY VIOLATE THE LAW.  AMIDST THE NBG ACTIVITY IN SELMA/DALLAS COUNTY, DRUG ACTIVITY IS PERVASIVE.  ALONG WITH THIS ONGOING DRUG ACTIVITY COMES THE USUAL ATTENDANT VIOLENCE BETWEEN RIVAL “GANGS”.  THE SAME TYPE OF NBG VIOLENT CRIME ACTIVITY HAS ALSO BEEN IDENTIFIED IN SPECIFIC HOT-SPOT AREAS OF THE CITY OF MOBILE.  AN ONGOING FOCUS OF PSN EFFORTS ALSO INVOLVES IDENTIFYING, LOCATING AND INTERVENING WITH PARTICIPANTS (14-24 YEARS OLD) IN ACTS OF RANDOM FIREARM VIOLENCE WHICH TAKE PLACE ON A RECURRING BASIS. NEIGHBORHOOD BASED GANGS, AND THE ATTENDANT VIOLENT CRIMINAL ACTIVITY, WILL LIKELY REMAIN A SIGNIFICANT THREAT IN THE DISTRICT DESPITE LAW ENFORCEMENT’S CONTINUAL EFFORTS TO DISMANTLE THEM. NBGS RAPIDLY CHANGING AFFILIATIONS AND THEIR MIGRATION INTO NEW COMMUNITIES WILL CONTINUE TO MAKE IT DIFFICULT FOR LAW ENFORCEMENT TO MITIGATE THE THREATS POSED BY NBGS. THE VIOLENT CRIME RATE IN 2019 FOR ALL OF ALABAMA WAS 467.6 PER 100,000 INHABITANTS. RESPECTIVELY, THE 2019 VIOLENT CRIME RATE PER 100,000 PEOPLE FOR ANNISTON, BESSEMER, BIRMINGHAM, AND TUSCALOOSA WAS: 1,443.19; 2,923.53; 1,638.74; AND 635.88. THESE FOUR HOT SPOTS ARE CENTERS OF VIOLENT, DRUG, AND PROPERTY CRIMES WITHIN THE NORTHERN DISTRICT OF ALABAMA. THE PRIMARY DRIVERS OF CRIME IN THESE HOTSPOTS INCLUDE DOMESTIC VIOLENCE, VIOLENT GANGS, DRUG TRAFFICKING, AND STRAW PURCHASES. CRIME IN ALABAMA IS INCREASING, IS BECOMING MORE VIOLENT, AND IT FREQUENTLY INVOLVES THE PRESENCE OF A FIREARM. SINCE 2010, THERE HAS BEEN AN 87% INCREASE IN HOMICIDES, A 56% INCREASE IN ASSAULTS, A 98% INCREASE IN AGGRAVATED DOMESTIC ASSAULTS, AND A 60% INCREASE IN RAPE. SINCE 2016, THERE HAVE BEEN MORE THAN 150 DOMESTIC VIOLENCE HOMICIDES AND MORE THAN 20,000 AGGRAVATED DOMESTIC ASSAULTS IN ALABAMA. IN 2018, THERE WERE MORE THAN 35,000 DOMESTIC VIOLENCE CRIMES COMMITTED IN ALABAMA. ALTHOUGH 2020 SAW A REDUCTION IN PROPERTY CRIMES IN THE CITY, LIKELY DUE TO THE PANDEMIC, MONTGOMERY CONTINUES TO SEE AN ALARMING INCREASE IN VIOLENT CRIME. THERE WERE 69 HOMICIDE INVESTIGATIONS IN 2020, COMPARED TO 42 IN 2019. GANGS, DRUG/GUN TRAFFICKING, AND ILLEGAL FIREARM POSSESSIONS ARE THE MAJOR DRIVING FORCES BEHIND VIOLENT CRIME. MANY OF THE OFFENDERS COMMITTING VIOLENT CRIME IN THE CITY HAVE CRIMINAL RECORDS AND HAVE BEEN “THROUGH THE SYSTEM” MULTIPLE TIMES. THE ALABAMA BOARD OF PARDONS AND PAROLES (AL PAROLES) SYSTEM REMAINS OVERBURDENED AND THE STATE PRISON SYSTEM IS STILL DESPERATELY OVERCROWDED.  THUS, CLOSE SUPERVISION OF ALL PROBATIONERS AND PAROLEES IS VERY DIFFICULT DUE TO THE OVERBURDEN OF STATE RESOURCES.  THE UNITED STATES ATTORNEY’S OFFICE (USAO) WILL CONTINUE A FORCEFUL PROJECT SAFE NEIGHBORHOODS STRATEGY TO MAKE THE CITY SAFER.  THE COMPREHENSIVE STRATEGY WILL USE A MULTI-FACETED APPROACH TO DECREASE VIOLENT GUN AND GANG CRIME THROUGH TARGETED ENFORCEMENT, COLLABORATION BETWEEN LOCAL AND FEDERAL PROSECUTORS, ALONG WITH REENTRY AND COMMUNITY-BASED INTERVENTION.   THE PSN TEAM (THE TEAM) WILL CONTINUE TO PRIORITIZE VIOLENT OFFENDERS WHO MAY FACE MORE CERTAIN AND APPROPRIATE PUNISHMENT IN THE FEDERAL SYSTEM, INCLUDING FEDERAL PROSECUTIONS FOR ILLEGAL FIREARM POSSESSION.  THE TEAM WILL REINVIGORATE A PARTNERSHIP PLAN WITH THE AL PAROLES AND ATF TO IDENTIFY VIOLENT PROBATIONER AND PAROLEE INDIVIDUALS WHO ARE AT HIGH RISK TO REOFFEND. THE GOAL IS THAT INDIVIDUALS ARE IDENTIFIED THROUGH THE AL PAROLES DATA DRIVEN METRIC SYSTEM AS HIGH RISK AND THAT HOME VISITS BE CONDUCTED THAT MAY RESULT IN THE DISCOVERY OF FIREARMS AND/OR OTHER FACTORS INDICATING VIOLENT CRIME. HOME VISITS ARE CONDUCTED WITH ATF TFOS PRESENT OR IN THE IMMEDIATE VICINITY. UPON IDENTIFICATION OF THE NEED FOR INVESTIGATION, ATF PERSONNEL WILL BEGIN INVESTIGATING AND COORDINATING WITH THE USAO CONCERNING THE POSSIBILITY OF FEDERAL COMPLAINTS AGAINST THE POTENTIAL DEFENDANTS.   THE USAO COORDINATED A MEETING WITH SEVERAL OF OUR PARTNER AGENCIES WITHIN OUR TARGET AREA OF MONTGOMERY TO DISCUSS PLANS, STRATEGIES, AND IDENTIFICATION OF AREAS WHERE VIOLENT CRIME MAY INCREASE OVER THE SUMMER. EIGHT NEW HOT SPOTS IN THE CITY WHERE INTERVENTION IS NECESSARY WERE IDENTIFIED. WE ALSO DISCUSSED COMMUNITY OUTREACH PROGRAMS CURRENTLY SCHEDULED AND ANY FUTURE PROGRAMS OUR OFFICE COULD PARTICIPATE IN TO HELP COMBAT VIOLENT CRIME. THE FOLLOWING LIST REMAINS AMONG THE TEAM’S PRIORITIES: INCREASED ARREST, PROSECUTION, AND INCARCERATION OF THE MOST SERIOUS AND CHRONIC VIOLENT OFFENDERS, INCLUDING STATE PAROLEES IN VIOLATION OF FEDERAL LAWS; DISRUPTION OF ILLEGAL FIREARMS MARKETS; MULTIPLE-LEVEL AND MULTIPLE-AGENCY STRATEGIC RESPONSE TO HOMICIDES AND OTHER VIOLENT CRIMES; UTILIZATION OF CRIMINAL JUSTICE DATA FROM LAW ENFORCEMENT AGENCIES TO IDENTIFY GEOGRAPHICAL FOCUS AREAS AND POTENTIAL HIGH RISK REOFFENDERS; AND THE CONTINUED COLLECTION AND MONITORING OF CRIME DATA FROM LAW ENFORCEMENT TO MEASURE RESULTS OF CRIME REDUCTION EFFORTS. THE MONTGOMERY COUNTY SHERRIFF’S OFFICE IS COMMITTED TO REINITIATING ITS TFO PROGRAM TO IMBED LOCAL RESOURCES WITHIN THAT ORGANIZATION TO HELP COMBAT VIOLENT CRIME. THE PSN TARGET ENFORCEMENT AREA FOR THIS GRANT APPLICATION HAS BEEN IDENTIFIED AS TWO DISTINCT AREAS: (1) THE URBAN AREA IDENTIFIED AS THE GEOGRAPHICAL BOUNDARIES OF THE MUNICIPALITY OF ANCHORAGE, AND (2) THE RURAL AREA LOCATED OFF THE ROAD SYSTEM COMPRISED OF THE COMMUNITIES OF BETHEL, DILLINGHAM, KOTZEBUE, NOME, AND NORTH SLOPE BOROUGH. THE RATE OF MURDERS AND AGGRAVATED ASSAULTS INCREASED WITHIN THE DISTRICT OF ALASKA IN 2019 COMPARED TO 2018. ALASKA’S MURDER RATE IS AT ITS HIGHEST POINT IN FIVE YEARS ACCORDING TO THE MOST RECENT STATEWIDE AVAILABLE UCR 2019 DATA. AS OF 2019, THE DISTRICT OF ALASKA FINDS ITSELF ABOVE THE NATIONAL AVERAGE IN TERMS OF HOMICIDES, ROBBERIES, AND ASSAULTS. VIOLENT CRIME IN THE RURAL TARGET ENFORCEMENT AREA IS FUELED BY ALCOHOL WITH HIGHER THAN THE NATIONAL AVERAGE OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, AND CHILD SEXUAL ABUSE.  THE ILLEGAL POSSESSION OF FIREARMS AND THE USE OF FIREARMS IN VIOLENT CRIME HAS BEEN AN AREA OF CONCERN WITHIN BOTH THE URBAN AND RURAL TARGET ENFORCEMENT AREAS. OUT OF THE 70 MURDERS COMMITTED IN ALASKA IN 2019, THE MURDER WEAPON WAS A FIREARM IN 52 DEATHS. MANY OF THE FIREARM CRIMES WITHIN BOTH TARGET ENFORCEMENT AREAS ARE BEING COMMITTED BY THOSE WITH PRIOR FELONY CONVICTIONS.  PROPOSED EVIDENCE-BASED INTERVENTIONS INCLUDE CONCERTED COORDINATION WITH FEDERAL, LOCAL, AND STATE LAW ENFORCEMENT AND PROSECUTORS IN IDENTIFYING AND DEVELOPING STRATEGIC PLANNING FOR VIOLENT CRIME REDUCTION. ENFORCEMENT/DETERRENCE-FOCUSED STRATEGIES INCLUDE THE FOLLOWING: (1) TO IDENTIFY THE MOST PROLIFIC AND VIOLENT OFFENDERS AND TO CONCENTRATE JOINT EFFORTS OF FEDERAL, STATE AND LOCAL LAW ENFORCEMENT TO TARGET AND ARREST VIOLENT OFFENDERS; (2) TO INCREASE INTENSIVE LAW ENFORCEMENT PRESENCE IN AREAS OF HIGH GUN AND GANG ACTIVITY; AND, (3) TO CONTINUE JOINT FEDERAL, STATE AND LOCAL SCREENING OF GUN AND GANG-RELATED CASES, ENSURING DEFENDANTS ARE CHARGED AND PROSECUTED TO THE FULLEST EXTENT OF THE LAW.

PROJECT ABSTRACT PROJECT SAFE NEIGHBORHOODS, WESTERN DISTRICT OF MISSOURI UNDER THE COORDINATION AND LEADERSHIP OF THE UNITED STATES ATTORNEY’S OFFICE (USAO) A PSN TASK FORCE RE-ESTABLISHED IN 2018 AND IS CURRENTLY ASSISTING IN THE IMPLEMENTATION OF PSN GRANT 2018-GP-BX-0040, 2019-GP-BX-0062 AND 2020-GP-BX-0004.  THE TASK FORCE COMBINES FEDERAL, STATE AND LOCAL LAW ENFORCEMENT AGENCIES, FORMER AND RETIRED LAW ENFORCEMENT OFFICIALS, AND LOCAL BUSINESSES AND COMMUNITY ORGANIZATIONS TO IMPLEMENT A COMPREHENSIVE HOLISTIC CRIME REDUCTION PROGRAM.  THE OVERWHELMING RESPONSE FROM PARTNERS INVOLVED IN THIS TASK FORCE HAS BEEN VERY POSITIVE. THE PROPOSED PROJECT PERIOD IS OCTOBER 1, 2021, THROUGH SEPTEMBER 30, 2024, CONTINGENT ON FUNDING AVAILABILITY TO IMPLEMENT OUR ACTION PLAN.  THROUGH INTELLIGENCE SHARING WITH THE JACKSON COUNTY PROSECUTOR’S OFFICE, KANSAS CITY MISSOURI POLICE DEPARTMENT (KCPD), AND OTHER STATE AND FEDERAL AGENCIES, THE PSN TASK FORCE HAS IDENTIFIED AREAS WITH THE HIGHEST VIOLENT CRIME RATES IN KANSAS CITY, MISSOURI TO BE TARGETED FOR A VIOLENT CRIME REDUCTION STRATEGY.  THE VIOLENT CRIMES IN THE TARGET ENFORCEMENT AREA ARE DRIVEN BY GANG OR GROUP RELATED NARCOTICS ACTIVITY INCLUDING RETALIATION DRIVEN CRIMES.   THE PSN TARGET ENFORCEMENT AREA IS GENERALLY DEFINED BY GEOGRAPHIC STREET BOUNDARIES FROM ST. JOHN AVENUE (1ST STREET) TO 85TH STREET, AND TROOST AVENUE TO VAN BRUNT BOULEVARD EXTENDED.  IN A 5-YEAR PERIOD OF TIME FROM JANUARY 2015 THROUGH DECEMBER 2019, 484 HOMICIDES HAVE OCCURRED IN THIS AREA.  AN AVERAGE OF 97 HOMICIDES PER YEAR.  ALSO, THIS IS 71% OF THE 678 HOMICIDES OCCURRING IN KANSAS CITY, MISSOURI DURING THAT TIME.  THERE WAS AN AVERAGE OF 136 HOMICIDES PER YEAR.  FURTHER, IN 2020 WE WERE A LITTLE OVER THE AVERAGE IN THE TA WITH 99 HOMICIDES VERSUS THE 5-YEAR AVERAGE OF 97.  THIS WAS 63% OF THE RECORD YEAR OF 156 HOMICIDES IN KANSAS CITY.  CONSEQUENTLY, WHILE THE PERCENTAGE OF HOMICIDES IN THE TARGET AREA WAS 8% LESS THAN THE 5-YEAR AVERAGE, THE SELECTED TARGET AREA REMAINS AN IMPORTANT AREA FOR COMMUNITY POLICING, NEIGHBORHOOD ACTION AND ENFORCEMENT EFFORTS.  WE PROPOSE BUILDING UPON PAST SUCCESSFUL EVIDENCE-BASED INTERVENTIONS TO SHARE INTELLIGENCE, STAY CURRENT ON IDENTIFYING SPECIFIC VIOLENT CRIME HOT SPOTS WITHIN THE TARGET ENFORCEMENT AREAS TO PROVIDE COORDINATED POLICE RESPONSE TO THOSE AREAS, AND TO IDENTIFY PROLIFIC VIOLENT OFFENDERS DRIVING THE VIOLENCE.  WE ARE ALSO PARTNERING WITH THE KANSAS CITY, MO. POLICE DEPARTMENT’S LAW ENFORCEMENT RESOURCE CENTER WHERE THE RECENTLY ESTABLISHED MIDWEST CRIME GUN INTELLIGENCE CENTER (CGIC) IS LOCATED AND A GANG INTELLIGENCE SQUAD TO ASSIST WITH IDENTIFYING THE VIOLENT ACTIVE TRIGGER PULLERS IN THE TARGET ENFORCEMENT AREA FOR INVESTIGATION AND PROSECUTION. THE WESTERN DISTRICT OF MISSOURI’S PSN PROGRAM IS ALSO WORKING TO PARTNER WITH COMMUNITY ENGAGEMENT AND PREVENTION ASSETS TO REDUCE VIOLENT CRIME.  THE PSN PROGRAM PLANS TO REINTRODUCE SEVERAL PROVEN PAST COMMUNITY AWARENESS STRATEGIES, AND ADD TO THEM A TARGETED SOCIAL MEDIA CAMPAIGN, TO SPREAD THE MESSAGE THAT THOSE COMMITTING VIOLENT ACTS IN OUR COMMUNITY WILL FACE SEVERE CONSEQUENCES.

CITY OF OMAHA – DISTRICT OF NEBRASKA FY 2021 PROJECT SAFE NEIGHBORHOOD APPLICATION   PROJECT ABSTRACT THE PROJECT SAFE NEIGHBORHOOD (PSN) NEBRASKA STRATEGY IS DRIVEN BY THE UNITED STATES ATTORNEY’S OFFICE FOR THE DISTRICT OF NEBRASKA.  PSN NEBRASKA STRATEGIES ARE IMPLEMENTED THROUGH PARTNERSHIPS, COLLABORATIONS AND DE-CONFLICTION WITH LOCAL, STATE, AND FEDERAL LAW ENFORCEMENT, CRIMINAL JUSTICE AND VIOLENCE PREVENTION AGENCIES.  THE TASK FORCE CONSISTS OF OMAHA AND LINCOLN POLICE (OPD, LPD), FEDERAL/CITY/COUNTY PROSECUTORS, FEDERAL AGENCIES (FBI, ATF), NEBRASKA PROBATION, AND COMMUNITY-BASED ORGANIZATIONS.  THE NEBRASKA TASK FORCE UNANIMOUSLY ELECTED TO FOCUS FY2021 FUNDING ON OMAHA TARGET DISTRICTS TO COMBAT VIOLENT CRIME, ILLEGAL GUN POSSESSION, AND HOMICIDE.  PSN NEBRASKA WILL IMPLEMENT A FOCUSED DETERRENCE STRATEGY TO REDUCE GANG AND GUN VIOLENCE AND ILLEGAL GUN POSSESSION WITHIN THE OMAHA NORTHEAST PRECINCT.  THE STRATEGY WILL MODEL OPERATION CEASEFIRE.  PSN NEBRASKA WILL UTILIZE FUNDS TO IMPLEMENT THE FOLLOWING COMPONENTS: 1) REDUCE VIOLENT GUN AND GANG RELATED CRIME THROUGH A COMPREHENSIVE CRIME REDUCTION STRATEGY IN TARGETED HIGH-CRIME AREAS; 2) UTILIZE GANG INTELLIGENCE TO STRENGTHEN ENFORCEMENT OPERATIONS AND PREVENT GUN AND GANG VIOLENCE; 3) INCREASE FEDERAL AND STATE PROSECUTIONS OF VIOLENT ARMED CRIMINALS; 4) CONDUCT OUTREACH AND DEPLOY COMMUNITY-BASED INITIATIVES TO COMBAT CRIME; AND 5) CONDUCT A PROACTIVE ANALYSIS OF PSN PROGRAM ACTIVITIES.  THE DISTRICT OF NEBRASKA WILL REPLICATE THE OPERATION CEASEFIRE MODEL IN OMAHA THROUGH A THREE (3) PHASE APPROACH.  THE DISTRICT OF NEBRASKA PSN CASE ANALYST WILL CONVENE THE OMAHA WORKING GROUP WHICH WILL RELY ON INTELLIGENCE AND ANALYSIS FROM THE UNIVERSITY OF NEBRASKA, OMAHA SCHOOL OF CRIMINOLOGY AND CRIMINAL JUSTICE TO IDENTIFY HIGH CRIME AREAS AND CHRONIC VIOLENT OFFENDERS.  DURING THE IMPLEMENTATION PHASE, GANG AND GUN OFFENDERS WILL BE PUT ON NOTICE WILL FACE CERTAIN AND SWIFT CONSEQUENCES FOR POSSESSION OF ILLEGAL FIREARMS.  NOTIFICATION MEETINGS WILL BE HELD IN COLLABORATION WITH NEBRASKA STATE PROBATION.  DURING THE ENFORCEMENT PHASE, LAW ENFORCEMENT AND PROBATION OFFICERS WILL CONDUCT TARGETED OVERTIME OPERATIONS TO INCORPORATE PRE-EMPTIVE AND ROUTINE IN-PERSON VISITS OF PROBATIONERS, AND DIRECTED PATROL OF HOTSPOTS WITHIN THE TARGETED PATROL DISTRICTS TO PROVIDE AN IMMEDIATE AND INTENSE RESPONSE TO VIOLENT BEHAVIOR.  THROUGHOUT THE IMPLEMENTATION AND ENFORCEMENT PHASES, THE PSN TEAM WILL CONDUCT FIREARMS SCREENING TESTS THROUGH THE UNMC HUMAN DNA LAB, HOLD INCIDENT REVIEW MEETINGS TO COORDINATE PROSECUTION OF VIOLENT GUN CRIMES, CARRY OUT AN INFORMATIVE COMMUNICATIONS STRATEGY, AND CONDUCT PREVENTION ACTIVITIES IN COLLABORATION WITH GRASSROOTS COMMUNITY INITIATIVES.

THIS PROJECT IS BEING REQUESTED TO ALLOW FOR ENHANCEMENT OF THE INCIDENT ANALYSIS CENTER/REAL TIME INFORMATION CENTER (IAC/RTIC) FOR THE IMPD. CURRENTLY, THE IMPD IAC IS USING A ROOM ORIGINALLY DESIGNED AND BUILT FOR THE SUPER BOWL IN 2012. SINCE THEN VERY LITTLE HAS BEEN DONE TO UPDATE THE TECHNOLOGY AND ROOM ITSELF. AT THIS TIME, THE MONITOR WALL AND ALL CONNECTIVITY TO THE EMERGENCY OPERATIONS CENTER ARE ANTIQUATED AND NOT SERVICED BY ANY VENDOR DUE TO AGE. AS ITEMS FAIL, IT IS ALMOST IMPOSSIBLE TO REPLACE THEM DUE TO ISSUES WITH OLD VS. NEW TECHNOLOGY. THEREFORE, IMPD WOULD USE THE PSN GRANT TO IMPROVE THE WORKING SPACE MAKING WAY FOR A LARGER IAC/RTIC TO BE USED FOR EVENTS, CAMERA OPERATIONS AND DATA COLLECTION/DISSEMINATION FOR MULTIPLE AGENCIES. INCLUDED IN THE PROJECT WOULD BE OFFICE FURNITURE INCLUDING NEW COMPUTER DESKS ERGONOMICALLY DESIGNED FOR STANDING OR SITTING ALLOWING FOR A BETTER WORK ENVIRONMENT. ALSO, A NEW WALL BOARD WITH NEW TECHNOLOGY ATTACHED ALLOWING ANY DEVICE ON THE SYSTEM TO DISPLAY INFO TO THE WALL BOARD FOR BETTER SITUATIONAL AWARENESS. FURTHER TECHNOLOGY ADDS WOULD BE DESKTOP COMPUTERS SPECIAL BUILT TO HANDLE THE VIDEO FEEDS FROM THE CAMERA NETWORK AS WELL LARGE MONITORS FOR EACH STATION TO ALLOW FOR EASIER VIEWING OF DETAILS IN MONITORED EVENTS. ROOM WIDE WIFI AS WELL AS DIRECT LAN CONNECTIONS ENABLING UP TO 4K RESOLUTION WILL ALSO BE SOUGHT. WITH THE MAJOR TECH UPGRADE AS WELL AS BUILD-OUT, IMPD WILL EFFECTIVELY DOUBLE THE SIZE OF THE CURRENT ROOM AND ALLOW NEW PERSONNEL BUDGETED FOR IN THE 2023 BUDGET TO HAVE A WORK ENVIRONMENT BUILT TO SERVE. THIS ROOM WILL ALLOW THE IMPD IAC/RTIC TO PERFORM FUNCTIONS FOR ALL OF INDIANAPOLIS AS WELL AS SURROUNDING AGENCIES INCLUDING CROWD MONITORING, REAL-TIME CAMERA MONITORING AND INCIDENT ANALYSIS FOR CRIMINAL REPORTS.
