THE BACKBONE OF DES IS COVERT INVESTIGATIONS. THERE IS A PART OF THE CRIMINAL ELEMENT THAT ARE OFTEN WELL INSULATED FROM TYPICAL INVESTIGATIVE EFFORTS. IN ORDER TO THOROUGHLY AND EFFECTIVELY INVESTIGATE THOSE INDIVIDUALS, COVERT METHODS ARE UTILIZED. COVERT INVESTIGATIONS TYPICALLY INVOLVE UNDERCOVER PURCHASES OF EVIDENCE, CONTROLLED PURCHASES OF EVIDENCE, AND MANY HOURS OF SURVEILLANCE. THE COVERT INVESTIGATIONS ARE VERY MANPOWER INTENSIVE AND EXPENSIVE. CCDC IS CURRENTLY CONTRACTED WITH A VENDOR WHO PROVIDES THE RECORDED PHONE LINE SYSTEM INMATES USE TO PHONE THEIR LOVED ONES. CURRENTLY, OFFICERS SPEND HOURS LISTENING TO RECORDED JAIL PHONES CALLS FOR THE PURPOSE OF PROVIDING PHONE RECORDS FOR SUBPOENAS AS WELL AS INVESTIGATORY LEADS. A WORD ALERT SYSTEM UPGRADE IS AVAILABLE AND WILL PROVIDE ALERTS TO AID OFFICERS IN SEARCHING INMATE CALLS FOR KEY TERMS, PHRASES AND SLANG. THE WORD ALERT SYSTEM WILL ALSO PROVIDE TRANSCRIPTIONS AND TRANSLATE THE NON-ENGLISH LANGUAGE INTO ENGLISH IN A JUDICIOUS MANNER. BY RECEIVING ANALYTICAL AND INVESTIGATIVE LEADS, THE SYSTEM WILL BE USED TO REDUCE VIOLENT CRIME FOR SAFER COMMUNITIES IN NEVADA THROUGH ENHANCED TECHNOLOGY.

THE HUMAN EXPLOITATION AND TRAFFICKING UNIT (HEAT) IS REQUESTING $60,000 TO DETER ILLEGAL CRIMES RELATED TO THE COMMERCIAL SEX TRADE, THE RECOVERY OF ADULT AND JUVENILE VICTIMS, AND COMMUNITY AWARENESS THROUGH PRESENTATIONS. THIS PROJECT WILL INCREASE THE NUMBER OF CASES AND TIME SPENT IN INVESTIGATION AND ENFORCEMENT OF SEX TRAFFICKING, PROSTITUTION, PANDERING, AND SOLICITATION CRIMES. THIS WILL BE ACHIEVED THROUGH OVERTIME HOURS SPENT CONDUCTING ONLINE RESEARCH, CASE FOLLOW-UP, AND CONDUCTING OPERATIONS TO HELP REDUCE THE DEMAND FOR ILLEGAL PROSTITUTION. THESE OPERATIONS WILL INCLUDE A FOCUS ON THE "JOHNS" ESPECIALLY THOSE, SEEKING UNDER-AGED GIRLS, AND THE INDIVIDUAL'S RESPONSIBLE FOR SEX TRAFFICKING. TO THE EXTENT POSSIBLE, INDIVIDUALS WHO ARE BEING TRAFFICKED WILL BE CONNECTED WITH COMMUNITY RESOURCES, BY OUR VICTIM ADVOCATE, TO ASSIST THEM IN LEAVING THE INDUSTRY. DELIVERABLES WILL INCLUDE NUMBER OF OPERATIONS, ARRESTS OF OFFENDERS, RECOVERY OF SEX TRAFFICKING VICTIMS, AND COMMUNITY OUTREACH PRESENTATIONS. A SECONDARY GOAL IS TO OBTAIN ADDITIONAL TRAINING FUNDS FOR THE NEW DETECTIVES IN THE UNIT. THROUGH ADDITIONAL TRAINING, THE DETECTIVES WILL CONTINUE TO GAIN MORE INVESTIGATIVE KNOWLEDGE AND WORK TOWARDS BECOMING EXPERTS IN THEIR FIELD FOR COURT PURPOSES. A THIRD GOAL IS TO RENEW THE CELLEBRITE CONTRACT SO HEAT DETECTIVES HAVE THE CAPABILITY OF EXTRACTING INFORMATION FROM A CELL PHONE. HAVING THE ABILITY TO CAPTURE THE DIGITAL EVIDENCE RELATED TO THE SEX TRAFFICKING CRIMES IS CRUCIAL TO THE INVESTIGATION AND DURING THE COURT PROCEEDINGS. THE DELIVERABLES FOR THE SECOND TWO GOALS WILL BE STRONGER CASES AND ADDITIONAL CONVICTIONS.
