BWCS HAVE PROVEN EFFECTIVE IN DOCUMENTING INCIDENTS INVOLVING AND STATEMENTS MADE TO AND BY OFFICERS. BWCS HAVE ALSO ASSISTED IN THE INVESTIGATION AND SETTLEMENT OF MANY CITIZEN COMPLAINTS OF OFFICER MISCONDUCT. TPD WAS ALREADY PURSUING A STRATEGY TO EXPAND BWC DEPLOYMENT TO SPECIALTY UNITS AND FIRST-LINE SUPERVISORS WHEN THE CITY EXPERIENCED A LARGE INSTANCE OF CIVIL UNREST PROMPTED BY THE DEATH OF GEORGE FLOYD WHILE IN THE CUSTODY OF MINNEAPOLIS POLICE OFFICERS. IN THE AFTERMATH OF THESE UNFORTUNATE EVENTS, TOLEDO CITY COUNCIL HAS SET INTO MOTION LEGISLATION THAT WILL REQUIRE ALL UNIFORMED OFFICERS, REGARDLESS OF RANK OR ASSIGNMENT, BE EQUIPPED WITH BWCS AND RECORD ALL CITIZEN CONTACTS EXCEPT FOR THOSE PROTECTED BY PRIVACY LAWS. THIS ACQUISITION OF BODY CAMERAS WILL AID THE DEPARTMENT IN ITS COMPLIANCE WITH THE PENDING LEGISLATION.
