CAP HAS BEEN IN OPERATION FOR A FEW YEARS, AND IS A COLLABORATIVE EFFORT BETWEEN THE NEW ORLEANS HEALTH DEPARTMENT AND NEW ORLEANS MUNICIPAL COURT. WHILE THIS PROJECT HAS BEEN SPEARHEADED BY NOHD AND NOMC, OTHER ORGANIZATIONS HAVE BEEN KEY TO ITS SUCCESSFUL OPERATION, INCLUDING METROPOLITAN HUMAN SERVICES DISTRICT, THE CITY ATTORNEY'S OFFICE, THE ORLEANS PUBLIC DEFENDER'S OFFICE, AND THE ORLEANS PARISH SHERIFF'S OFFICE. CAP'S PURPOSE IS TO IDENTIFY DEFENDANTS WITH MENTAL ILLNESS AND CO-OCCURRING DISORDERS, WHO ARE CHARGED WITH NON-VIOLENT MUNICIPAL OFFENSES, AND TO CONNECT THOSE DEFENDANTS TO MENTAL HEALTH AND, IN MANY CASES, SUBSTANCE ABUSE TREATMENT PROVIDERS. CAP PARTICIPANTS ARE TYPICALLY ENROLLED IN THE PROGRAM FOR SIX MONTHS AND AFTER SUCCESSFUL COMPLETION OF THE PROGRAM, HAVE THEIR CHARGES DISMISSED VIA A DECLARATION OF NOLLE PROSEQUI. PARTICIPATION IN CAP IS VOLUNTARY. CAP'S MAIN GOALS ARE TO IMPROVE QUALITY OF LIFE FOR PROGRAM PARTICIPANTS BY CONNECTING THEM TO TREATMENT AND ASSISTING THEM TO GAIN UNDERSTANDING AND CONTROL OF THEIR MENTAL HEALTH, AND TO REDUCE RECIDIVISM BY CONNECTING DEFENDANTS WITH NEEDED TREATMENT AND ADDRESSING THE BEHAVIORAL ISSUES THAT LEAD TO THEIR ARRESTS. ON A MORE SYSTEMIC LEVEL, CAP AIMS TO FOSTER COLLABORATION BETWEEN THE BEHAVIORAL HEALTH AND CRIMINAL JUSTICE SECTORS.
