THE TOLEDO POLICE DEPARTMENT FORENSIC LABORATORY POSSESSES A CASE BACKLOG OF FIREARMS AND DRUGS THAT MUST BE TESTED. AS OF APRIL 1 2019, THIS BACKLOG WAS 849 CASES SPANNING BACK TO 2015. THIS BACKLOG IS CREATING DELAYS IN COURT PROCEEDINGS THAT AFFECT NOT ONLY THE COURT SYSTEM ITSELF, BUT TOLEDO POLICE DETECTIVES, AS WELL AS, OTHER AGENCY S DETECTIVES. REDUCTION OF THE CASE BACKLOG WILL INCREASE THE LABORATORY S EFFICIENCY AND ALLOW FOR THE TIMELY DELIVERY OF LABORATORY REPORTS. THE GOAL OF THE LABORATORY IS TO REDUCE CASE BACKLOG IN BOTH DRUG CHEMISTRY ANALYSIS AND FIREARM EXAMINATIONS BY 75% OVER THE GRANT PERIOD. THE PURCHASE OF A NEW INSTRUMENT, A FOURIER TRANSFORM INFRARED SPECTROMETER (FTIR), AND FUNDING OF OVERTIME EXPENDITURES WILL GREATLY INCREASE OUR ABILITY TO MEET OUR GOAL. THE LAB CURRENTLY OWNS A FTIR; HOWEVER, THIS INSTRUMENT IS APPROXIMATELY 20 YEARS OLD AND HAS REACHED ITS END OF LIFE WITH NO PARTS AVAILABLE FOR ANY REPAIRS. THIS INSTRUMENT IS USED IN DRUG CHEMISTRY ANALYSIS, SPECIFICALLY COCAINE. COCAINE WAS INVOLVED IN 32% OF ALL CASES IN 2018. OVERTIME EXPENDITURES WILL BE USED FOR CASE BACKLOG EXCLUSIVELY. THIS COMBINED APPROACH TO REDUCING CASE BACKLOG IS EXPECTED TO HELP THE LAB ATTAIN ITS GOAL.
