SBPD PROPOSES TO USE FY19 PSN GRANT FUNDING TO DEPLOY EMERGENCY RESPONSE TEAMS TO HELP SUPPORT THE SBPDÃƑ¢â€ŠÂ¬Ã¢Â€ŽÂ¢S VIOLENT CRIME IMPACT TEAMS AS WELL AS TO RESPOND TO EMERGENCY CALLS. SBPD PROPOSES TO USE THIS FUNDING TO PAY OFFICERS OVERTIME TO DEPLOY AS DATA-DRIVEN EMERGENCY RESPONSE TEAMS (ERTS) INTO THE CITY DURING PERIODS WHERE SBPD RECEIVES THE HIGHEST VOLUME OF EMERGENCY CALLS FOR SERVICE. WHEN NOT RESPONDING TO EMERGENCY CALLS FOR SERVICE, THE ERTS WILL BE RESPONSIBLE FOR CONDUCTING PROACTIVE PATROLS INTO AREAS OF THE CITY DEEMED AS HOTSPOTS TO TARGET VIOLENT OFFENDERS AND RECOVER ILLEGAL FIREARMS. THE TARGET AREA FOR THE FY2019 PSN PROJECT IS THE CITY OF SAN BERNARDINO. THE CITY HAS A VIOLENT CRIME PROBLEM AND CONSISTENTLY RANKS AMONG THE MOST VIOLENT CITIES IN THE NATION. RECENT FBI UCR STATISTICS INDICATE THE CITY HAS A VIOLENT CRIME RATE 197% ABOVE THE STATE AVERAGE AND 229% ABOVE THE NATIONAL AVERAGE. THE CORE MEMBERS OF SBPD'S FY2019 PSN TEAM WILL BE COMPRISED OF QUALIFIED OFFICERS FROM THE PATROL DIVISION AND DISTRICT RESOURCE TEAMS. THE CRIME ANALYSIS UNIT WILL BE RESPONSIBLE FOR MONITORING CRIME STATISTICS, GENERATING TIMELY DATA, AS WELL AS ASSESSING HOTSPOTS AND VIOLENT OFFENDER DATA TO DIRECT THE ERTS FOR PROACTIVE PATROLS. ALL TEAMS WILL CONSIST OF OFFICERS WITH A WORKING KNOWLEDGE OF THE TARGET AREAS. THE TEAMS WILL DEPLOY AT LEAST ONCE A WEEK, AND AS NEEDED DURING THE BUSIER SUMMER MONTHS.
