THE FCMC DOPPS CRIMINAL JUSTICE RISK AND NEEDS ASSESSMENT SERVICES PROGRAM IS DESIGNED TO ASSESS AND ASSIGN DEFENDANTS TO THE APPROPRIATE SUPERVISION OFFICER BASED UPON A VALIDATED RISK AND NEEDS ASSESSMENT PROTOCOL, WITHIN A REASONABLE AMOUNT OF TIME SINCE PROBATION PLACEMENT. AS NOTED BELOW, THE DEPARTMENT'S TRANSITION TO AN EVIDENCE-BASED ORGANIZATION, WHILE CONTINUING TO SUPERVISE DEFENDANTS WHO WERE ASSIGNED PRIOR TO THE TRANSITION, CREATED A CHALLENGE IN SCHEDULING INCOMING DEFENDANTS AND COMPLETING THEIR ASSESSMENT PROCESS IN A TIME-FRAME THAT IS CONSISTENT WITH THE RESEARCH. OUR PROPOSAL IS TO CONTINUE TO PARTNER WITH ALVIS FOR CONTRACTED ASSESSMENT SERVICES (ORAS CST AND THE IMPAIRED DRIVING ASSESSMENT (IDA) TOOL). THIS PROJECT HAS REDUCED THE OVERALL VOLUME OF ASSESSMENTS THAT THE OFFICERS HAVE TO COMPLETE POST-SENTENCE, THUS FREEING UP THEIR CALENDARS TO MORE SWIFTLY ENGAGE IN THE CASE PLANNING AND INTERVENTION STAGE OF SUPERVISION (DUE TO CURRENT VOLUME, LACK OF A ROBUST PSI FUNCTION AND MANAGEMENT OF PRE-TRANSITION CASES, IT CAN TAKE UP TO 3 MOS. TO COMPLETE THE ASSESSMENT PROCESS AND BEGIN CASE PLANNING. THIS PROJECT HAS REDUCED THAT TIME FRAME SIGNIFICANTLY AND HELP INFORM OUR FUTURE STAFFING NEEDS). ADDITIONALLY, IT PROVIDES ASSESSMENT INFORMATION PRIOR TO, OR IMMEDIATELY AFTER SENTENCING, IN ORDER TO SWIFTLY AND ACCURATELY INFORM THE INITIAL SUPERVISION PLACEMENT AND REDUCE THE MOVEMENT OF DEFENDANTS BETWEEN OFFICERS (TRANSFERRING DEFENDANTS BETWEEN OFFICERS HAS BEEN PROVEN TO HAVE A NEGATIVE IMPACT ON DEFENDANT SUCCESS AS IT BREAKS THE RELATIONSHIP AND PROFESSIONAL ALLIANCE THAT WAS ESTABLISHED).PRIOR TO THE IMPLEMENTATION OF THIS PROJECT, A SIGNIFICANT NUMBER OF DEFENDANTS WERE ASSIGNED DIRECTLY TO THE MODERATE OFFICER POOL FOR A FULL ASSESSMENT TO DETERMINE THE APPROPRIATE RISK LEVEL, WHICH RESULTS IN UNDUE DELAY AND MANY INTERNAL TRANSFERS THAT COULD OTHERWISE BE AVOIDED. ACCURATE INITIAL PLACEMENT WITH THE APPROPRIATE OFFICER, BASED UPON THE ASSESSMENT RESULTS, HAS SIGNIFICANTLY REDUCED THE NUMBER OF INTERNAL TRANSFERS AMONG UNITS, AND ALLOW OFFICERS TO IMMEDIATELY BEGIN CASE PLANNING WITH THEIR DEFENDANTS. THESE IMPROVEMENTS HAVE RESULTED IN MANY BENEFITS FOR DEFENDANTS, THE DEPARTMENT AND PROJECT STAKEHOLDERS, BUT TWO GOALS STAND OUT: TO REDUCE RECIDIVISM AND TO ALLOW STAFF TO USE THEIR TIME IN A MORE MEANINGFUL AND APPROPRIATE MANNER TO SUPERVISE THEIR DEFENDANTS. THESE EFFORTS WILL DIRECTLY SUPPORT THE DEPARTMENT'S EFFORTS TO IMPLEMENT ITS STRATEGIC PLAN TO BECOME AN EVIDENCE BASED ORGANIZATION, BY IMPROVING ITS EFFECTIVENESS IN ASSESSING AND ASSIGNING DEFENDANTS WHO ARE ASSIGNED TO ITS STAFF FOR SUPERVISION. NOT ONLY IS THE RISK OF NEW CRIMES GREATEST DURING THIS PERIOD, BUT OFFENDERS OFTEN HAVE A HEIGHTENED NEED FOR SUBSTANCE ABUSE TREATMENT, MENTAL HEALTH, HOUSING AND OTHER SERVICES AS WELL. PAROLE AND PROBATION AGENCIES SHOULD RESPOND BY CONCENTRATING RESOURCES IN THE FIRST FEW DAYS AND WEEKS OF SUPERVISION, INCLUDING REACHING INTO CORRECTIONAL INSTITUTIONS TO BEGIN THE CASE PLANNING PROCESS FOR THOSE WHO WILL BE SUPERVISED AFTER RELEASE". THIS RANGES FROM THE LOSS OF A LOVED ONE TO THE INABILITY TO ALLOW CHILDREN TO PLAY IN THEIR FRONT YARD IN FEAR OF WHAT MIGHT HAPPEN. SOME RESIDENTS IN TOLEDO EXPERIENCE THIS DAILY. IT IS THROUGH COLLABORATIVE EFFORTS, WITH OTHER LAW ENFORCEMENT ENTITIES AND COMMUNITY INVOLVEMENT THAT THE CITY OF TOLEDO WILL ESTABLISH DEDICATED PATROLS AIMED AT INCREASING GANG MEMBER CONTACTS AND REDUCING HOMICIDES, NONFATAL SHOOTINGS, AND SHOTS FIRED CALLS FOR SERVICE WITHIN THE DESIGNATED AREA. A DETERRENCE-BASED STRATEGY WITH AN OFFENDER/HOTSPOT FOCUS WILL BE APPLIED IN THE IDENTIFIED AREA. REPEAT OFFENDERS IN THE VIOLENT HOTSPOTS WILL BE SUBJECTED TO INCREASED POLICE ATTENTION, RANGING FROM SURVEILLANCE AND NONCONFRONTATIONAL CONTACT TO ARRESTS BASED UPON THE OFFENDER'S BEHAVIOR. STATISTICAL ANALYSIS WILL BE COMPLETED AND A LIST OF PRIORITY OFFENDERS WILL BE IDENTIFED/UPDATED WITH THE OFFENDERS SUBJECTED TO INCREASED SURVEILLACE, ATTENTION, AND ENFORCEMENT.
