THIS MANNER OF POLICING ALSO PLACES THE OFFICER AMONGST THE TOURISTS MAKING HIM/HER MORE AMENABLE WHEN HELP IS NEEDED. THE TRANSITION TO AND IMPLEMENTATION OF A NEW AGENCY-WIDE RECORDS MANAGEMENT SYSTEM IS A FORMIDABLE PROJECT, COUPLED WITH A CONCURRENT SWITCHOVER OF NIBRS REPORTING STANDARDS, THE MARGIN FOR ERRORS IN DATA INCREASES TENFOLD. GRANT FUNDS SUPPORTS THE HONOLULU POLICE DEPARTMENT'S(HPD)COMPUTER FORENSICS ADVANCED CELLPHONE ANALYSIS PROJECT. THE PROJECT SEEKS TO EXPAND HPD'S CAPACITY TO COLLECT DIGITAL EVIDENCE FOR SOLVING CRIMES. FUNDING WILL BE USED TO PURCHASE SOFTWARE THAT WILL ENABLE HPD TO UNLOCK AND GAIN ACCESS TO CELLPHONES, SPECIFICALLY LOCKED IOS (APPLE) AND ANDROID DEVICES. HPD ESTIMATES THAT THE ACQUISITION OF THE NEW TECHNOLOGY WILL ALLOW ACCESS TO 90% OF LOCKED DEVICES AND WILL LEAD TO A 50% INCREASE OF DATA EXTRACTIONS AS COMPARED TO ITS CURRENT CAPABILITIES AND METHODS. OVERTIME IS ALSO BUDGETED TO SUPPORT AFTER HOUR ANALYSIS OF DIGITAL EVIDENCE FOR BOTH OUTSIDE AGENCY REQUESTS AND TO PROCESS IN-HOUSE HIGH PRIORITY CASES.

WILKES-BARRE CITY IS REQUESTING UP TO $107,362 IN FEDERAL BYRNE JUSTICE ASSISTANCE GRANT FUNDS TO SUPPORT THE CONTINUATION OF THE CITY OF WILKES-BARRES RECORDS MANAGEMENT SYSTEM (RMS). THE GOALS OF THIS PROJECT ARE TO CONNECT ALL AGENCIES TO THE SAME RMS, TO IMPROVE OFFICER SAFETY BY PROVIDING NEAR REAL-TIME INCIDENT DATA TO POLICE IN THE FIELD WITHIN THEIR OWN AGENCYS INFORMATION TECHNOLOGY SYSTEM AND IMPROVE CRIMINAL INVESTIGATIONS BY ALLOWING COMMAND AND INVESTIGATIVE STAFF THE ABILITY TO QUICKLY IDENTIFY LAW ENFORCEMENT AGENCIES THAT HAVE HAD PRIOR CONTACT WITH AN INDIVIDUAL. THROUGHOUT THE PROJECT, WILKES-BARRE CITY WILL ENHANCE IMPROVE THE NEW RMS OVERALL EFFECTIVENESS AND INCREASE THE EFFICIENCY OF THE DEPARTMENT BY PURCHASING NEW COMPUTERS AND ADDING PROGRAMS THAT WILL ASSIST THE DEPARTMENT IN SCHEDULING, TRAINING AND IMPROVE INVESTIGATIVE PROCESSES. FUNDS FROM THIS GRANT WILL SUPPORT SUPPLIES AND OPERATING EXPENSES.

THE TASK FORCE IS MADE UP OF 5 SEPARATE ENFORCEMENT GROUPS. THE ANTI-GANG UNIT INVESTIGATES GANGS, VIOLENT DRUG OFFENDERS, AND STREET CORNER DRUG DEALERS, WITH A FOCUS ON ELIMINATING NOT ONLY ILLEGAL DRUG SALES, BUT THE ACCOMPANYING VIOLENCE AND RELATED CRIME. THREE INVESTIGATION UNITS TARGET AN ORGANIZATION'S ENTIRE NETWORK OF DISTRIBUTORS AND CUSTOMERS BY IDENTIFYING DRUG TRAFFICKERS AND THE METHODS OF DISTRIBUTION. THEY FOCUS ON NEIGHBORHOOD DRUG DEALERS AND NUISANCE HOUSES, AND DEVELOP AN INFORMANT NETWORK FOR IDENTIFYING LARGER ORGANIZATIONS. THESE 3 UNITS ALSO DIRECT INVESTIGATIONS TOWARD INDIVIDUALS AND GROUPS INVOLVED IN THE MANUFACTURING OF METH, WITH EMPHASIS ON PRECURSOR DIVERSION INVESTIGATIONS. THE INTERDICTION UNIT FOCUSES ON TRUCK STOPS, TRAIN DEPOTS, PARCEL AND PACKAGE DELIVERY, AND LOCAL HOTELS AND MOTELS IN AN EFFORT TO DISRUPT AND DISMANTLE INTERSTATE DRUG TRAFFICKING ORGANIZATIONS BY TARGETING MAJOR COURIERS.
