THE LAS VEGAS METROPOLITAN POLICE DEPARTMENT (LVMPD) IS THE LARGEST POLICE DEPARTMENT IN THE STATE OF NEVADA SERVICING A DIVERSE POPULATION OF APPROXIMATELY 2 MILLION RESIDENTS AND 40 MILLION VISITORS TO THE WORLD FAMOUS LAS VEGAS STRIP. THE LVMPD HAS BECOME A MODEL AGENCY FOR INNOVATIONS IN POLICING AND ACCOUNTABILITY AND IS COMMITTED TO THE PRINCIPLES OF CONSTITUTIONAL POLICING, TRANSPARENCY AND LEGITIMACY FOR THE CITIZENS OF LAS VEGAS. THE DEPARTMENT BECAME THE FIRST POLICE AGENCY IN THE COUNTRY TO UNDERGO THE DEPARTMENT OF JUSTICE'S COLLABORATIVE REFORM PROCESS AND HAS BECOME AN EXAMPLE OF ACCOMPLISHMENTS MADE WHEN AN AGENCY CONSTRUCTIVELY COLLABORATES WITH THE COMMUNITY AND THE FEDERAL GOVERNMENT TO FIND SOLUTIONS TO POLICING CHALLENGES. ONE OF THE RECOMMENDATIONS OF THE COLLABORATIVE REFORM PROCESS FINAL REPORT WAS FOR THE LVMPD TO ADOPT BODY WORN CAMERAS (BWC). THE DEPARTMENT COMPLETED A PILOT STUDY ON BWC'S AND IMMEDIATELY ENTERED INTO AN AGREEMENT WITH THE NATIONAL INSTITUTE OF JUSTICE AND CENTER FOR NAVAL ANALYSES CORPORATION TO PARTICIPATE IN THE FIRST LARGE SCALE RANDOMIZED CONTROL TREATMENT STUDY IN THE NATION OF THE EFFICACY OF BODY WORN CAMERAS. AT THAT TIME, THE LVMPD HAD 200 CAMERAS DEPLOYED WITH ITS PATROL OFFICERS AND HAD A BUDGET COMMITMENT TO PURCHASE ANOTHER 500 CAMERAS IN FISCAL YEAR 2016. IN 2015, THE LVMPD WAS AWARDED $250,000 AFTER APPLYING FOR THE BODY-WORM CAMERA PILOT IMPLEMENTATION PROGRAM ENABLING THE DEPARTMENT TO DEPLOY CAMERAS TO 509 OFFICERS WHO HAVE DAILY OPERATIONAL INTERACTIONS WITH THE CITIZENS OF CLARK COUNTY AND THE CITY OF LAS VEGAS, AND THE COMMUNITY AND LOCAL GOVERNMENT ARE SUPPORTIVE OF THIS GOAL. THIS GRANT WAS USED TO DEPLOY BODY WORN CAMERAS TO ALL OF THE 92 OFFICERS ASSIGNED TO THE MCCARRAN INTERNATIONAL AIRPORT (MCCARRAN). THE LVMPD BELIEVES THAT BWC'S, A COMPREHENSIVE SUPPORTING POLICY, CONSISTENT POLICY ENFORCEMENT, COMPREHENSIVE TRAINING AND A WILLINGNESS TO DEMONSTRATE TRANSPARENCY THROUGH A BALANCED PUBLIC RECORDS DISSEMINATION PROCEDURE WILL, AGAIN, DEMONSTRATE THAT THE LVMPD IS A MODEL AGENCY AND ONE OF THE FINEST POLICE DEPARTMENTS IN AMERICA.

THE LAS VEGAS MUNICIPAL COURT IS CURRENTLY IN THE PROCESS OF ESTABLISHING AN EVIDENCE-BASED RISK ASSESSMENT PROCESS TO DETERMINE WHICH DEFENDANTS CAN BE SAFELY RELEASED WHILE THEY AWAIT TRIAL, EITHER WITHOUT BAIL ON THEIR OWN RECOGNIZANCE OR WITH SOME ALTERNATIVE TO INCARCERATION, SUCH AS ELECTRONIC MONITORING OR OTHER COMMUNITY SUPERVISION. OF THOSE INDIVIDUALS IN U.S. JAILS, 62% HAVE NOT BEEN CONVICTED OF ANY CRIME. THEY ARE IN JAIL AWAITING TRIAL BECAUSE THEY WERE UNABLE TO SECURE THEIR OWN RELEASE BY POSTING BAIL. THE GOAL OF THE LAS VEGAS PRETRIAL ASSESSMENT PROJECT IS TO REDUCE PRETRIAL INCARCERATION RATES FOR NONVIOLENT, MISDEMEANOR OFFENDERS WHO ARE CONFINED TO THE LAS VEGAS DETENTION CENTER (THE MUNICIPAL JAIL) PENDING TRIAL IN LAS VEGAS MUNICIPAL COURT. IN ORDER TO IMPLEMENT THIS PROGRAM IN THE COMING YEAR, EXISTING STAFF MUST BE UTILIZED IN NEW AND EXPANDED ROLES. FEDERAL BYRNE JUSTICE ASSISTANCE GRANT (JAG) FUNDS FOR THIS PROJECT WOULD BE UTILIZED TO PROVIDE FOR THE ADDITIONAL STAFF OVERTIME REQUIRED TO IMPLEMENT THIS NEW EVIDENCE BASED PROTOCOL, PROVIDE NEW LEVELS OF PRETRIAL SUPERVISION, AND TO GATHER THE DATA REQUIRED TO CONTINUALLY ASSESS AND VALIDATE THE TOOL FOR OUR JURISDICTION. THE IMPROVED METHOD WILL PROVIDE DAILY AND REAL TIME SECURITY PATCHES TO 116 CJIS FIELD LAPTOPS. SECURITY UPDATES/PATCHES ARE REQUIRED TO PROTECT THE CJIS FIELD LAPTOP OPERATING SYSTEMS, WEB APPLICATION AND MITIGATE THE THREADS OF VIRUSES AND SPYWARE. THE CURRENT TECHNOLOGY USED IS AIR CARD CELLULAR TECHNOLOGY. SECURITY PATCHES THAT FAIL POSE A THREAT TO THE ENTIRE CITY-WIDE NETWORK AND A STRONG POSSIBILITY IT CAN AFFECT EXTERNAL NETWORKS. CURRENTLY, THE CJIS FIELD VEHICLE LAPTOPS UTILIZE OUTDATED TECHNOLOGY TO PERFORM SECURITY UPDATES/PATCHES WHICH IS OFTEN COMPROMISED BY BUILDING INTERFERENCE, WEATHER CHANGES, EQUIPMENT FAILURE AND THE SIZE OF THE SECURITY FILES THE CJIS FIELD VEHICLE LAPTOPS SYSTEM IS REQUIRED TO PROCESS. THE NORTH LV PD IS NOT FULFILLING ITS RESPONSIBILITY OUTLINED IN THE CJIS SECURITY POLICY TO ENSURE CJIS COMPLIANCE MANDATES TO PROTECT CJIS FIELD VEHICLE LAPTOPS FROM SECURITY RISKS AS OUTLINED BY CJIS SECURITY POLICY. COMPLETION OF THIS PROJECT REQUIRES THE PURCHASE OF 7 OUTDOOR WIRELESS ACCESS POINT DEVICES AND VARIOUS VITAL HARDWARE COMPONENTS TO INCLUDE CONDUIT RUNS, CAT6 PULLS, FIBER INSTALL AND CISCO SWITCH. THE RENO POLICE DEPARTMENT'S (RPD) MULTI-AGENCY GANG TASK FORCE USED JUSTICE ASSISTANCE GRANT (BYRNE JAG) FUNDS TO ADDRESS THE SHORTFALLS OF INTELLIGENCE GATHERING, INFORMATION SHARING, SUPPRESSION, DIVERSION/DETERRENCE, AND GRAFFITI ENFORCEMENT THAT WASHOE COUNTY AND OUR NORTHERN NEVADA REGION IS EXPERIENCING. THIS PROJECT HELPED ESTABLISH SUSTAINABLE OPERATIONS, COLLABORATION WITH OTHER AGENCIES, AND METHODS OF INFORMATION SHARING AMONGST THE STAKEHOLDERS OF THIS PROGRAM IN ORDER TO POSITIVELY IMPACT THE EFFECTIVENESS THAT LAW ENFORCEMENT HAS ON GANG CRIMES IN THE NORTHERN NEVADA REGION. THE REGIONAL GANG UNIT'S (RGU) SUCCESS IS HIGHLY DEPENDENT ON THE INTELLIGENCE IT GENERATES, AS WELL AS ITS EFFORTS TO REDUCE VIOLENT CRIMES THROUGH PROACTIVE ENFORCEMENT. OUR SUPPRESSION EFFORTS HAVE PROVEN TO BE VITAL IN REDUCING OR STOPPING CONTINUED VIOLENCE AND/OR RETALIATION, WHEN VIOLENT CRIMES INVOLVING GANGS OCCUR. INTELLIGENCE IS DIRECTLY RELATED TO CRIME CLEARANCE RATES. THIS PROJECT ALLOWED RGU TO WORK CLOSELY WITH NEIGHBORING AGENCIES TO ESTABLISH PROGRAMS IN THEIR JURISDICTION, WHILE SIMULTANEOUSLY IMPROVING THE COLLECTION AND DISSEMINATION OF INTELLIGENCE THAT IS VITAL IN IMPACTING GANG VIOLENCE. GRAFFITI ABATEMENT AND ENFORCEMENT OF GRAFFITI OFFENDERS SUSTAINED THE MOST SIGNIFICANT IMPACT ON BUDGET CUTS. THE CURRENT PROGRAM FOCUSES ONLY ON ABATEMENT. THE RESULT IS ALMOST NO ENFORCEMENT, AND A PROGRAM STRUGGLING TO KEEP UP ON THE AMOUNT OF GRAFFITI IN THE WASHOE COUNTY AREA. OUR CITY COUNCIL AGREED TO FILL THE GRAFFITI DETECTIVE POSITION. THIS DETECTIVE WAS ABLE TO BUILD CASES ON PROLIFIC GRAFFITI OFFENDERS AND START THE PROSECUTION PROCESS. RGU RECOGNIZES THAT GRAFFITI HAS A DIRECT IMPACT ON THE QUALITY OF LIFE FOR THE CITIZENS OF RENO, AS WELL AS RECOGNIZING THE IMPACT GRAFFITI HAS ON THE TENSION BETWEEN RIVAL GANGS.

SET IS ALSO COLLABORATED WITH FEDERAL PARTNERS IN ALL ASPECTS OF OUR INVESTIGATIONS. WORKING IN PARTNERSHIP WITH OTHER AGENCIES IMPROVED OUR INVESTIGATIONS AS WELL AS OUR PRODUCTIVITY. SET'S PRIMARY GOAL WAS TO WORK STREET LEVEL NARCOTIC CASES. WHEN THESE CASES LEAD TO LARGER OPERATIONS AND/OR TO SOURCES IN ANOTHER STATE, WE WORK IN CONJUNCTION WITH, OR REFER CASES TO FEDERAL PARTNERS SUCH AS THE DEA AND FBI. THIS CAN ALSO BE TRUE WITH SEX TRAFFICKING CASES. DUE TO RECENT TRAINING, WE ARE EXPANDING OUR INVESTIGATIONS IN THIS AREA WHICH WILL LEAD TO LOCATING VICTIMS AND/OR PIMPS THAT ARE OPERATING NOT ONLY IN OUR AREA, BUT IN OTHER STATES AS WELL. SET IS SPENDING MORE TIME IN NARCOTIC INVESTIGATIONS IN AN ATTEMPT TO BUILD STRONGER CASES PRIOR TO OBTAINING SEARCH WARRANTS. WE DO THIS BY COMPLETING MORE SURVEILLANCE AND BUY/WALK OPERATIONS, WHICH, AS A RESULT, PROVIDES US WITH MORE INTELLIGENCE AND PUTS TOGETHER A STRONGER CASE. ANOTHER RESULT OF THIS IS THE INVESTIGATION RUNNING LONGER AND LATER INTO THE EVENING. WE ARE ALSO RESPONSIBLE FOR ILLEGAL SEX TRAFFICKING AND HAVE DOUBLED OUR RESPONSE TO THIS GROWING COMMUNITY CONCERN. SET HAS ASSIGNED A SECOND DETECTIVE TO ASSIST IN THIS AREA AND WE HAVE INCREASED OUR OPERATIONS BY AT LEAST 50% IN AN ATTEMPT TO FIGHT THIS BATTLE.
