WHILE THIS PROJECT HAS BEEN SPEARHEADED BY NOHD AND NOMC,OTHER ORGANIZATIONS HAVE BEEN KEY TO ITS SUCCESSFUL OPERATION, INCLUDING METROPOLITAN HUMAN SERVICES DISTRICT, THE CITY ATTORNEY'S OFFICE, THE ORLEANS PUBLIC DEFENDER'S OFFICE, AND THE ORLEANS PARISH SHERIFF'S OFFICE. CAP'S PURPOSE IS TO IDENTIFY DEFENDANTS WITH MENTAL ILLNESS AND CO-OCCURRING DISORDERS, WHO ARE CHARGED WITH NON-VIOLENT MUNICIPAL OFFENSES, AND TO CONNECT THOSE DEFENDANTS TO MENTAL HEALTH AND, IN MANY CASES, SUBSTANCE ABUSE TREATMENT PROVIDERS. CAP PARTICIPANTS ARE TYPICALLY ENROLLED IN THE PROGRAM FOR SIX MONTH AND AFTER SUCCESSFUL COMPLETION OF THE PROGRAM, HAVE THEIR CHARGES DISMISSED VIA A DECLARATION OF NOLLE PROSEQUI. PARTICIPATION IN CAP IS VOLUNTARY. THE UPGRADES AIM TO INCREASE THE EFFICIENCY AND EFFECTIVENESS OF THE OVERALL STUDENT EXPERIENCE. THE EQUIPMENT WILL REPLACE/SUPPLEMENT OLDER AND OUTDATED SYSTEMS WITH NEWER AND EXPANDED CAPABILITIES FOR CLASSROOM AS WELL AS FIELD TRAINING AND EVALUATION. THE NOPD IS CURRENTLY UNDER A U.S. DEPARTMENT OF JUSTICE CONSENT DECREE IN ORDER TO CODIFY THE REFORMS NEEDED TO ESTABLISH A FRAMEWORK TO ENSURE ACCOUNTABILITY IN IMPLEMENTING MANY NEEDED CHANGES. THE CONSENT DECREE, SIGNED IN JULY 2012, MANDATES THE REVIEW, REVISION AND DEVELOPMENT OF ENHANCED TRAINING AND POLICY STANDARDS. TRAINING BOTH IN-SERVICE AND OF RECRUITS IS OF PARTICULAR IMPORTANCE IN INSTILLING ITS MEMBERS WITH THE DEPARTMENT'S POLICIES, PROCEDURES AND PROTOCOLS, AND LAW ENFORCEMENT RESPONSIBILITIES. TRAINING PROVIDES INSTRUCTION IN USE OF FORCE, COMMUNITY ORIENTED POLICING, REPORT WRITING, RESPONDING TO CRIME SCENES, USE OF BODY-WORN-CAMERAS, FIREARMS, DRIVING AND ALL OTHER ASPECTS OF POLICING AND ENGAGEMENT WITH THE COMMUNITY BOTH IN-FIELD AND ADMINISTRATIVELY.
