ALLEGHENY COUNTY PO LICE PROVIDE REGIONAL LAW ENFORCEMENT, ASSISTANCE, AND SPECIAL S ERVICES TO THE 130 MUNICIPALITIES IN ALLEGHENY COUNTY, WITH THE CITY OF PITTSBURGH IN THE MIDDLE AS THE LARGEST MUNICIPALITY. TH E USE TECHNOLOGY AND DATA, IN PARTNERSHIP WITH COMMUNITIES EXPER IENCING A HIGH INCIDENCE OF VIOLENT CRIME, TO FOCUS HIGH IMPACT POLICE RESOURCES WHERE THEY ARE NEEDED THE MOST. DURING THIS SAME YEA R, ABOUT 35% OF PEOPLE IN THE JAIL WERE TREATED FOR MENTAL HEALT H ISSUES. AT THE 2014 RATE, ABOUT 3,300 INDIVIDUALS WILL IMPACTE D BY THE WORK FOR THE DATA-DRIVEN MENTAL HEALTH DIVERSION PROJEC T. THE DATA-DRIVEN MENTAL HEALTH DIVERSION PROJECT WILL PROVIDE THE GROUNDWORK NECESSARY TO REDUCE THE INCARCERATION OF INDIVIDU ALS WITH MENTAL ILLNESS AND SUPPORT THEIR TREATMENT. ALLEGHENY C OUNTY NEEDS TO HAVE A FULL PICTURE OF HOW MENTAL HEALTH INTERACT S WITH THE CRIMINAL JUSTICE SYSTEM. BY DEVELOPING A DATA-DRIVEN SYSTEM OF IMPROVEMENTS, FIRST IN SUPPORTING AN EXTERNAL EXAMINAT ION OF HOW INDIVIDUALS WITH MENTAL HEALTH NEEDS INTERACT WITH TH E CRIMINAL JUSTICE SYSTEM AND WHERE THE SYSTEM COULD IMPROVE. TH E RESULTS OF THIS EXTERNAL EVALUATION WILL HELP TO ESTABLISH THE KEY OUTCOMES THAT THE JAIL COLLABORATIVE AND CJAB SHOULD CONTIN UOUSLY MEASURE, AND CREATE A BLUEPRINT TO EFFECTIVELY COORDINATE PRE-ARREST DIVERSION, LOCAL COMPETENCY RESTORATION AND TREATMEN T FOR THOSE IN PROBLEM SOLVING COURTS. DATA IS ESSENTIAL ELEMENT IN DEVELOPING, IMPLEMENTING AND MONITORING COMPREHENSIVE PLANS. THE PROJECT WILL BE COUNTYWIDE, AND THE TARGET POPULATION WILL BE INDIVIDUALS WITH MENTAL HEALTH ISSUES WHO ARE INVOLVED WITH T HE LOCAL CRIMINAL JUSTICE SYSTEM. THE MAJOR DELIVERABLES FOR THE FIRST YEAR OF THE GRANT CONTINUE TO BE ACCOMPLISHED. THE SCANNER AND S UPPORT EQUIPMENT WERE PURCHASED AND DEPLOYED. UNIT LEADERS SCHED ULED AND COMPLETED THE FIRST HALF OF TRAINING DURING JANUARY WIT H THE SECOND HALF OF TRAINING BEING SCHEDULED FOR LATE SUMMER 20 15. THE DATA SHEETS COLLECTED FROM UNIT INVESTIGATIONS ARE SHOWI NG TIME AND COST SAVINGS OVER THE PREVIOUS INVESTIGATIVE METHODS . THE SAVINGS ARE PRIMARILY THROUGH A REDUCTION OF INVESTIGATIVE TIME AND A REDUCTION IN THE NUMBER OF DETECTIVE PERSONNEL NEEDE D TO PERFORM THE INVESTIGATIONS. THE COST SAVINGS BEING REALIZED ARE AS HIGH AS 72%. ADDITIONALLY, LANCASTER COUNTY IS SEEING IM PROVEMENT IN THE QUALITY OF EVIDENCE/DATA THAT IS PRESENTED TO T HE DISTRICT ATTORNEY'S OFFICE FROM THE SCANSTATION. CONTINUATI ON FUNDING FOR THIS PROJECT WILL BE USED TO PURCHASE ADDITIONAL EQUIPMENT ALONG WITH SUPPLIES AND SOFTWARE LICENSES.

LANCASTER COUNTY COMMISSIONERS ARE REQUESTING $132,931 IN FEDERAL FUNDS TO ASSIST THE COUNTY IN CREATING A MINOR JUDICIAR Y COURT FOR NON-FELONY LANCASTER COUNTY DOMESTIC VIOLENCE COURT. THE PROJECT AIM IS TO CREATE A MINOR JUDICIARY COURT WITHIN THE LANCASTER COUNTY COURT OF COMMON PLEAS SYSTEM. THE GOAL OF THE DOMESTIC VIOLENCE COURT WILL BE TO PROVIDE A DIRECT PROCESS FOR VICTIMS AND MISDEMEANOR OFFENDERS TO HAVE THEIR CASE HEARD AND R ESOLVED WITHIN A TIMELY MANNER. THE PROPOSED MINOR JUDICIARY COU RT FOR NON-FELONY DOMESTIC VIOLENCE CASES WOULD BE IMPLEMENTED I N ACCORDANCE TO THE GUIDELINES ESTABLISHED BY THE COURTS OVER-SI GHT COMMITTEE AND BEST PRACTICES GLEANED FROM OTHER DOMESTIC VIO LENCE COURTS ESTABLISHED BEST PRACTICES.THE NATIONAL COALITION AGAINST DOMESTIC VIOLENCE (NCADV) STATES THAT ONE IN FOUR WOMEN WILL EXPERIENCE DOMESTIC VIOLENCE IN THEIR LIFETIME; ONE IN THR EE WOMEN AND ONE IN FOUR MEN, IN THE UNITED STATE, HAVE EXPERIEN CES COME FORM OF PHYSICAL VIOLENCE BY AN INTIMATE PARTNER. LANCA STER COUNTY IS THE SIXTH MOST POPULATED COUNTY IN THE COMMONWEAL TH OF PENNSYLVANIA. IN 2015, LANCASTER HAD REPORTED 530 CASES OF DOMESTIC VIOLENCE BOTH FELONY AND NON-FELONY. IN 2015, 49 MORE INDIVIDUALS WERE VICTIMS OF DOMESTIC VIOLENCE THAN IN 2014. TO C OMBAT THE GROWING TREND OF DOMESTIC VIOLENCE RELATED CRIMES, LAN CASTER COUNTY WILL IMPLEMENT AS PROBLEM-SOLVING SPECIALTY COURT. THE IMPLEMENTATION OF DOMESTIC VIOLENCE COURT, WILL ONLY PROCES S CASES OF DOMESTIC VIOLENCE. DOMESTIC VIOLENCE COURT WILL PROVI DE A MEANS FOR FIRST-TIME MISDEMEANOR OFFENDERS TO TAKE ADVANTAG E OF A FAST-TRACK NEGOTIATED GUILTY PLEA PROCESS WITH EMPHASIS O N PROMPT ENTRY INTO BEHAVIORAL COUNSELING AND/OR OTHER REHABILIT ATIVE SERVICES WITH THE GOAL OF REDUCING RECIDIVISM. THE PROPOSE D MINOR JUDICIARY COURT WILL CREATE A CENTRALIZED LOCATION THAT WILL PROVIDE VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE AND S TALKING WITH A PROMPT RESOLUTION OF BOTH CRIMINAL AND CIVIL (PRO TECTION) COURT PROCEEDINGS. FUNDING FROM THIS GRANT WILL SUPPO RT ONE FULL-TIME MINOR COURT ADMINISTRATOR, ONE PART-TIME ADMINI STRATIVE ASSISTANT, ONE FULL-TIME VICTIM-WITNESS ADVOCATE, BENEF ITS FOR ALL PERSONNEL, SUPPLIES AND OPERATING EXPENSES, AND ONE CONSULTANT.
