ALLEGHENY COUNTY PO LICE PROVIDE REGIONAL LAW ENFORCEMENT, ASSISTANCE, AND SPECIAL S ERVICES TO THE 130 MUNICIPALITIES IN ALLEGHENY COUNTY, WITH THE CITY OF PITTSBURGH IN THE MIDDLE AS THE LARGEST MUNICIPALITY. THE PROJECT'S AIM IS TO RECOGNIZE THE IMPORT ANCE OF DIVERTING INDIVIDUALS WITH MENTAL ILLNESS FROM THE CRIMI NAL JUSTICE SYSTEM WHERE POSSIBLE AND CONNECTING PEOPLE IN THE S YSTEM TO TREATMENT. ALLEGHENY COUNTY HAS THE ANALYTIC CAPACITY T O DEVELOP A QUALITY ASSURANCE PROCESS THAT WILL TRACK DATA ON PE OPLE WITH MENTAL ILLNESS THROUGHOUT THE SYSTEM, AND THE COLLABOR ATIVE LEADERSHIP NECESSARY TO ACT ON THOSE DATA. ALLEGHENY COU NTY JAIL ADMITS 15,000-20,000 PEOPLE INTO THE JAIL PER YEAR. IN 2014, 19% OF ALL INDIVIDUALS WHO ENTERED THE ALLEGHENY COUNTY JA IL HAD PREVIOUSLY USED PUBLICLY FUNDED MENTAL HEALTH SERVICES WI TH A DIAGNOSIS OF A SERIOUS MENTAL ILLNESS. DURING THIS SAME YEA R, ABOUT 35% OF PEOPLE IN THE JAIL WERE TREATED FOR MENTAL HEALT H ISSUES. AT THE 2014 RATE, ABOUT 3,300 INDIVIDUALS WILL IMPACTE D BY THE WORK FOR THE DATA-DRIVEN MENTAL HEALTH DIVERSION PROJEC T. THE DATA-DRIVEN MENTAL HEALTH DIVERSION PROJECT WILL PROVIDE THE GROUNDWORK NECESSARY TO REDUCE THE INCARCERATION OF INDIVIDU ALS WITH MENTAL ILLNESS AND SUPPORT THEIR TREATMENT. ALLEGHENY C OUNTY NEEDS TO HAVE A FULL PICTURE OF HOW MENTAL HEALTH INTERACT S WITH THE CRIMINAL JUSTICE SYSTEM. LANCA STER COUNTY IS THE SIXTH MOST POPULATED COUNTY IN THE COMMONWEAL TH OF PENNSYLVANIA. IN 2015, LANCASTER HAD REPORTED 530 CASES OF DOMESTIC VIOLENCE BOTH FELONY AND NON-FELONY. IN 2015, 49 MORE INDIVIDUALS WERE VICTIMS OF DOMESTIC VIOLENCE THAN IN 2014. TO C OMBAT THE GROWING TREND OF DOMESTIC VIOLENCE RELATED CRIMES, LAN CASTER COUNTY WILL IMPLEMENT AS PROBLEM-SOLVING SPECIALTY COURT. THE IMPLEMENTATION OF DOMESTIC VIOLENCE COURT, WILL ONLY PROCES S CASES OF DOMESTIC VIOLENCE. DOMESTIC VIOLENCE COURT WILL PROVI DE A MEANS FOR FIRST-TIME MISDEMEANOR OFFENDERS TO TAKE ADVANTAG E OF A FAST-TRACK NEGOTIATED GUILTY PLEA PROCESS WITH EMPHASIS O N PROMPT ENTRY INTO BEHAVIORAL COUNSELING AND/OR OTHER REHABILIT ATIVE SERVICES WITH THE GOAL OF REDUCING RECIDIVISM. THE GROUP MET WITH REPRESENTATIVES FROM THE LANCASTER COUNTY REENTRY MANAGEMENT ORGANIZATION TO UNDERSTAND B EST PRACTICES IN THE FIELD OF REENTRY. LANCASTER COUNTY HAS BEEN IDENTIFIED AS A MODEL IN REENTRY PRACTICES IN THE STATE OF PENN SYLVANIA. IN SEPTEMBER 2014, THE CHESTER REENTRY COMMISSION (C RC) WAS CONVENED TO DEFINE THE MISSION, VISION AND SCOPE FOR THE REENTRY COMMISSIONS' WORK. THE MISSION OF THE CRC IS TO COORDIN ATE REENTRY SERVICES THAT ASSIST RETURNING CITIZENS AND COURT IN VOLVED YOUTH WITH SUCCESSFUL REINTEGRATION AND TRANSITION IN ORD ER TO PROMOTE PUBLIC SAFETY.
