THE TASK FORCE FOCUSES ON COMBATTING THE SALE AND ABUSE OF ILLICIT DRUGS IN CLERMONT COUNTY. ALL OF THE DRUG INTELLIGENCE GATHERED THROUGHOUT THE COUNTY IS MAINTAINED AND RECORDED AT THE TASK FORCE. THIS INFORMATION COMES FROM TASK FORCE AGENTS, LOCAL LAW ENFORCEMENT AGENTS, CRIMINAL SUSPECTS, DRUG ABUSERS AND CITIZENS' TIPS. ALL INFORMATION IS CONTAINED WITHIN THE SOLVE DATABASE. THE TASK FORCE IS COMPRISED OF SEVEN FULL TIME LAW ENFORCEMENT OFFICERS FROM THE FOUR LARGEST POLICE AGENCIES WITHIN CLERMONT COUNTY. PERSONNEL ASSIGNED TO THE TASK FORCE RECEIVE SPECIALIZED TRAINING IN ALL ASPECTS OF NARCOTICS INVESTIGATIONS, RANGING FROM STREET LEVEL ENFORCEMENT TO THE ELEMENTS NECESSARY TO DISMANTLE AND PROSECUTE COMPLEX DRUG TRAFFICKING ORGANIZATIONS. A COLLABORATIVE CONTROL GROUP IDENTIFIES AND GUIDES THE OBJECTIVES OF THE TASK FORCE WITH SPECIFIC ASSESSMENT GUIDES BEING UTILIZED TO CONTINUOUSLY EVALUATE THE TASK FORCES EFFECTIVENESS. THE TASK FORCE SERVES AS THE CENTRAL REPOSITORY FOR ALL DRUG INTELLIGENCE THROUGHOUT THE COUNTY, PROVIDING A TIMELY EVALUATION FOR DEALING WITH DRUG TRENDS, BOTH LONG AND SHORT TERM. THE OHIO RIVER BORDERS ALL THE SOUTHERN PART OF CLERMONT COUNTY ALONG U.S. 52. ALONG WITH U.S. 52 CLERMONT COUNTY ALSO HAS INTERSTATE 275, WHICH TRAVELS THROUGH FOUR COUNTIES CONNECTING CINCINNATI AND DAYTON TO THE REGION ALLOWING EASY ACCESS TO ILLICIT DRUGS. NOT ONLY ARE INDIVIDUAL LIVES, FAMILIES AND COMMUNITIES DISRUPTED BY ILLEGAL DRUG USE AND ITS ASSOCIATED CRIMES, BUT EVERY INDIVIDUAL WHICH ABUSES DRUGS IS FAR LESS LIKELY TO BE A PRODUCTIVE CITIZEN, AND IN TURN HELP REBUILD THE LOCAL ECONOMY AND THEIR COMMUNITIES. THE ILLEGAL MANUFACTURING, TRAFFICKING AND ABUSE OF ILLICIT NARCOTICS NEGATIVELY AFFECTS OUR COMMUNITIES WHEN LOCAL FUNDS FROM CLERMONT COUNTY ARE PUT INTO THE HANDS OF LOCAL DRUG DEALERS, THEN DRUG TRAFFICKING ORGANIZATIONS AND EVENTUALLY MAKING ITS WAY TO DRUG CARTELS OUTSIDE THE UNITED STATES INTO OTHER COUNTRIES, DIVERTING MONIES AND COMMERCE FROM THE AMERICAN ECONOMY WHILE ALLOWING FOREIGN COUNTRIES ECONOMIES TO BENEFIT. THESE COMMUNITIES IDENTIFIED THE NEED TO ADDRESS DRUG ENFORCEMENT AT A REGIONAL LEVEL. IN THE PAST 35 YEARS, DART HAS GROWN TO SERVING 22 COMMUNITIES ENCOMPASSING 575 SQUARE MILES AND HAVING APPROXIMATELY 338,102 RESIDENTS. THE MINORITY POPULATION IN DART COMMUNITIES IS 31.7%. THE MISSION AND GOAL OF DART IS TO IMPROVE THE QUALITY OF LIFE FOR THE CITIZENS WITHIN THESE COMMUNITIES BY REDUCING THE AVAILABILITY OF ILLEGAL DRUGS AND WEAPONS. DART'S OBJECTIVES ARE TO IDENTIFY, INVESTIGATE, ARREST AND PROSECUTE NARCOTIC TRAFFICKERS, CRIMINAL ORGANIZATIONS, AND OFFENDERS AT ALL LEVELS. THIS WILL BE ACCOMPLISHED BY FORMALLY STRUCTURING AND JOINTLY COORDINATING MULTI-JURISDICTIONAL DRUG ENFORCEMENT AT ALL LEVELS. STATE AND FEDERAL GRANT FUNDING PROVIDES SALARIES FOR SUPPORT STAFF; EQUIPMENT AND SUPPLIES USED BY AGENTS TO SAFELY AND SUCCESSFULLY CONDUCT INVESTIGATIONS; MAINTENANCE OF EQUIPMENT, VEHICLES; TRAINING FOR DART PERSONNEL; AND DRUG ANALYSIS FOR NARCOTICS ACQUIRED DURING INVESTIGATIONS. THE IMPACT OF DART INVESTIGATIONS SPREADS FAR BEYOND THE 22 AGENCIES THAT IT SERVES. DART HAS ASSISTED WITH DISMANTLING AND DISRUPTING SEVERAL ORGANIZATIONS THAT OPERATE IN A MANNER THAT DIRECTLY IMPACTS THE RESIDENTS WITHIN THE REGION, AND ACROSS THE NATION. NARCOTIC TRAFFICKERS AND ABUSERS DO NOT RECOGNIZE GEOGRAPHICAL BOUNDARIES. DART AGENTS OFTEN FIND THEIR INVESTIGATIONS CROSSING INTO OTHER PARTS OF THE REGION AND INTO OTHER STATES. MAINTAINING STRONG PARTNERSHIPS WITH THE OTHER LAW ENFORCEMENT ORGANIZATIONS IN THE REGION IS ESSENTIAL TO SUCCESSFULLY DISRUPTING AND PROSECUTING INDIVIDUALS THAT ARE FACILITATING THE FLOW OF NARCOTICS FROM THOSE AREAS. DART WILL CONTINUE WORKING CLOSELY ON BUILDING STRONGER PARTNERSHIPS. DART CURRENTLY CONSISTS OF A COMMANDER, 4 FULL-TIME AGENTS, AN AGENT FROM THE CINCINNATI OFFICE OF THE DEA AND AN ANALYST FROM OHIO NATIONAL GUARD. THE AGENTS WILL CONTINUE TO FOCUS ON ALL FORMS OF ILLEGAL NARCOTICS, WITH AN EMPHASIS ON OPIOID AND METHAMPHETAMINE-BASED INVESTIGATIONS. THIS WILL BE ACCOMPLISHED BY CONTINUING TO WORK WITH ALL LOCAL, STATE, AND FEDERAL AGENCIES THAT DART HAS DEVELOPED PARTNERSHIPS WITH, AS WELL AS GATHERING INFORMATION FROM INFORMANTS, PATROL OFFICERS, AND INVESTIGATORS WITHIN DART COMMUNITIES. DART'S MISSION IS VITAL TO THE COMMUNITIES THAT IT SERVES. THE MAJORITY OF DART COMMUNITIES DO NOT HAVE THE ABILITY TO CONDUCT NARCOTIC INVESTIGATIONS BEYOND THE EFFORTS OF THEIR ROAD PATROL. TASK FORCE MEMBERS RESPONDS TO THE LOCATION OF THE OVERDOSE AND BEGIN TO PROCESS THE AREA AS A CRIME SCENE, ATTEMPTING TO PRESERVE ALL AVAILABLE EVIDENCE AND INTERVIEW AS MANY WITNESSES AS POSSIBLE, WITH THE OVERALL GOAL OF IDENTIFYING THE SOURCE OF SUPPLY RESPONSIBLE FOR SELLING THE HEROIN/FENTANYL TO THE DECEDENT. IN APRIL OF 2018 THE TASK FORCE CREATED AND IMPLEMENTED A QUICK RESPONSE TEAM THAT WAS DESIGNED TO PARTNER WITH TRAINED SOCIAL WORKERS AND COUNSELORS TO PROVIDE "IN-HOME" TRIAGE AND ASSESSMENT OF THE OVERDOSE VICTIM WITH THE IMMEDIATE GOAL OF CONNECTING THE OVERDOSE VICTIM WITH THE MOST APPROPRIATE TREATMENT SPECIFIC TO THEIR NEEDS. IN SEPTEMBER OF 2021 OUR QRT EXPANDED TO TWO FULL TIME TEAMS WITH BOTH REACTIVE AND PROACTIVE ACTIVITIES TO AID PEOPLE IN NEED INTO TREATMENT. BOTH OF THESE EFFORTS ARE LED BY CAPTAIN COMMANDER THOMAS FALLON. HCTF IS MODELED AFTER AN EXISTING HEROIN INVOLVED DEATH INVESTIGATION TEAM OPERATING IN CUYAHOGA COUNTY , WHICH HAS BEEN IDENTIFIED AS BEING GROUNDED IN THE BEST PRACTICES IN THE FIELD REGARDING A LAW ENFORCEMENT APPROACH ON THE HEROIN EPIDEMIC. THE QRT PROGRAM IS MODELED AFTER THE COLERAIN TOWNSHIP PROGRAM AND IS CONSIDERED A BEST PRACTICE IN THE FIELD. HCTF INCORPORATED BEST PRACTICES FROM CUYAHOGA COUNTY AND COLERAIN LAW ENFORCEMENT AND HAVE EXPANDED IN HAMILTON COUNTY TO INCLUDE A TRUE COUNTY-WIDE TASK FORCE WITH NINE TASK FORCE MEMBERS FROM SIX AGENCIES INVESTIGATING OVERDOSES, OVERDOSE DEATHS AND OUR QRT PROGRAM. AND IS FORWARDED TO THE GREATER CINCINNATI FUSION CENTER INTO A DATABASE. THIS DATABASE HAS PROVEN VALUABLE IN THE PAST 36 MONTHS BY IDENTIFYING OTHER VICTIMS OF SELLERS OF DEADLY OR NEAR DEADLY DRUGS. THIS DATABASE ALSO PROVIDES THE QRT TEAM WITH ALL OF THE INFORMATION ON THE PERSON THAT HAVE OVERDOSED ALONG WITH THE INVESTIGATIVE PRACTICES OF HCTF HAVE BEEN RECOGNIZED AS INNOVATIVE AND CUTTING EDGE WITH THE RECOGNITION IN OCTOBER 2016, AS THE LAW ENFORCEMENT GROUP ACHIEVEMENT AWARD BY THE OHIO ATTORNEY GENERAL MIKE DEWINE AND THE 2019 OHIO NARCO TASK FORCE OF THE YEAR.

IMPORTATION AND SALES OF BULK MARIJUANA REMAINS HIGH DUE TO THE RELATIVELY LOW PENALTIES AND HIGH PROFIT MARGINS. THE ILLEGAL TRAFFICKING OF MARIJUANA AND OTHER NARCOTICS REMAINS A MAJOR CAUSE OF VIOLENCE AND FEUDS BETWEEN RIVAL DRUG TRAFFICKERS AND AREA STREET GANGS. BECAUSE OF ITS STRATEGIC LOCATION, THE GREATER CLEVELAND AREA IS INCREASINGLY IDENTIFIED AS A TRANSSHIPMENT POINT FOR NARCOTICS, WHICH REACH OTHER COMMUNITIES WITHIN OHIO. IN ADDITION, DUE TO THE LEGALIZATION OF MARIJUANA IN MANY STATES, THE GREATER CLEVELAND HAS SEEN AN INCREASE IN THE AVAILABILITY AND ILLICIT SALES OF BULK MARIJUANA IN MANY DIFFERENT FORMS SUCH AS WAX, EDIBLES, OILS AND BUTTERS, AND CAPSULES. THE CGNL TASK FORCE TARGETS ORGANIZED GANGS PERPETRATING THESE TYPES OF CRIMES AND OTHER ENTRENCHED SOPHISTICATED ORGANIZED NARCOTICS TRAFFICKING GROUPS OPERATING IN THE GREATER CLEVELAND AREA; ESPECIALLY THOSE ORGANIZED DRUG GANGS WITH A PROPENSITY FOR VIOLENCE. NOT SURPRISINGLY, LAW ENFORCEMENT IN THE CUYAHOGA COUNTY AREA CONTINUES TO IDENTIFY DRUG TRAFFICKING AND ITS RELATED VIOLENCE AS THE MAJOR CRIME PROBLEM FACING THE COMMUNITY.

THE EIGHT NORTHERN OHIO VIOLENT CRIME CONSORTIUM (NOVCC) POLICE DEPARTMENTS (AKRON, CANTON, CLEVELAND, ELYRIA, LORAIN, MANSFIELD, TOLEDO AND YOUNGSTOWN) WILL SUPPORT AND IMPLEMENT A TRAINING BLUEPRINT TO EXPAND AND STRENGTHEN THEIR CRIME AND INTELLIGENCE ANALYSIS CAPACITY AND KNOWLEDGE OF EVIDENCE-BASED PRACTICES THROUGH TRAINING IN ORDER TO MORE EFFECTIVELY PREVENT AND ADDRESS RISING VIOLENT CRIME IN THEIR COMMUNITIES. THE PRIMARY TARGET POPULATION OF THE NOVCC TRAINING BLUEPRINT IS LEADERSHIP AND CRIME AND INTELLIGENCE ANALYSTS IN EIGHT POLICE DEPARTMENTS. THIS WILL INCLUDE BOTH SWORN AND CIVILIAN PERSONNEL. IN ADDITION, SELECTED OFFICERS IN THE EIGHT POLICE DEPARTMENTS AND NOVCC STATE AND FEDERAL LAW ENFORCEMENT STAFF WILL PARTICIPATE IN TRAININGS. THE TOTAL NUMBERS TO BE INVOLVED IN TRAININGS WILL BE BASED ON SESSIONS SCHEDULED AND AVAILABILITY OF PERSONNEL. THE "REFORMING THE POLICE THROUGH PROCEDURAL JUSTICE TRAINING: A MULTICITY RANDOMIZED TRIAL AT CRIME HOT SPOTS" REPORT WHICH WAS CONDUCTED BY THE NATIONAL POLICING INSTITUTE, GEORGE MASON UNIVERSITY, ARIZONA STATE UNIVERSITY, AND UNIVERSITY OF PENNSYLVANIA CONCLUDED THAT THERE IS "STRONG EXPERIMENTAL DATA CONFIRMING THAT POLICE TRAINING CAN HAVE IMPORTANT IMPACTS ON POLICE BEHAVIOR." IT IS EXPECTED THE TRAINING BLUEPRINT WILL BE FULLY IMPLEMENTED BASED ON THE PREVIOUS SUCCESSES OF NOVCC, ITS PARTICIPATING AGENCIES, AND PROJECT MANAGEMENT TEAM. INITIATIVES HAVE ACHIEVED THEIR OBJECTIVES ON TIME AND WITHIN BUDGET. THROUGH PARTICIPATION IN TRAINING, PLANNING, AND APPLICATION OF NEW APPROACHES; EACH POLICE DEPARTMENT AND NOVCC MEMBER AGENCIES HAVE SEEN IMPROVEMENTS IN OPERATIONS ANNUALLY IN RELATION TO THEIR NOVCC ACTIVITIES. PAST PROCESSES WILL BE APPLIED TO THE TRAINING BLUEPRINT TO ENSURE SUCCESSFUL COMPLETION OF THE PROJECT. ALTHOUGH, THE ACTUAL TRAINING TO BE DEVELOPED HAS NOT BEEN YET IDENTIFIED, THE TRAINING WILL MOST DEFINITELY INCLUDE INSTRUCTION RELATED TO CRIMINAL INTELLIGENCE GATHERING AND CRIME ANALYSIS. THE TRAINING WILL BE PROVIDED TO STAFF (SWORN AND NON-SWORN CIVILIAN EMPLOYEES) OF THE 8 NOVCC CITIES AND USED TO REINFORCE THE NOVCC COLLABORATIVE EFFORT TO INCREASE KNOWLEDGE AND DATA SHARING CAPABILITIES. THE MEDINA COUNTY DRUG TASK FORCE IS AN INDEPENDENT DRUG ENFORCEMENT AGENCY THAT WAS CREATED IN 1987 TO PROVIDE NARCOTICS ENFORCEMENT THROUGHOUT MEDINA COUNTY. OUR PRIMARY FOCUS IS TO IDENTIFY LOCAL AND TRANSIENT DRUG DEALERS RESPONSIBLE FOR TRAFFICKING ILLEGAL NARCOTICS AND AFFECTING QUALITY OF LIFE OF OUR RESIDENTS. THE COUNTY'S CLOSE PROXIMITY TO CLEVELAND, AKRON, AND OHIO'S INTERSTATE HIGHWAY SYSTEM PROVIDES EASY ACCESS TO DRUG TRAFFICKERS MOVING BETWEEN THE COUNTY AND THEIR SUPPLY DESTINATIONS. MOTELS ALONG THESE INTERSTATE HIGHWAYS ARE BEING USED MORE FREQUENTLY BY TRAFFICKERS TO SELL THEIR ILLICIT PRODUCTS AND LOCAL DEALERS REGULARLY TRAVEL THESE ROADWAYS TO NEARBY SOURCE CITIES TO OBTAIN THEIR SUPPLY OF NARCOTICS. DEALERS THEN BRING THESE NARCOTICS BACK TO THE COUNTY TO SELL TO SUPPORT THEIR OWN HABITS AND TO PROVIDE THEMSELVES A SOURCE OF INCOME. AGENTS WORK CLOSELY WITH LOCAL, STATE, AND FEDERAL LE OFFICERS TO IDENTIFY AND TARGET THOSE RESPONSIBLE FOR THE SALE OF ILLEGAL DRUGS IN AND AROUND THEIR RESPECTIVE JURISDICTIONS IN THE COUNTY BY CONDUCTING BOTH COVERT AND OVERT PLAIN-CLOTHES OPERATIONS. A UNIFIED, COORDINATED APPROACH AT COMBATING THE SALE OF ILLEGAL DRUGS HAS LONG BEEN ESTABLISHED AND PROVEN EFFECTIVE. LARGER SCALE INVESTIGATIONS ARE PRIMARILY CONDUCTED BY A DTF AGENT ASSIGNED TO A DEA ENFORCEMENT GROUP. THIS AGENT ALSO WORKS WITH THE OTHER DTF AGENTS TO IDENTIFY LOCAL HABITUAL OFFENDERS WHO CONTINUE TO TRAFFIC ILLEGAL NARCOTICS IN SPITE OF REPEATED LOWER-LEVEL STATE FELONY CRIMINAL CHARGES. THESE REPEAT OFFENDERS ARE VETTED TO IDENTIFY WHO COULD MEET CRITERIA FOR POTENTIAL FEDERAL INDICTMENT. WHEN APPROPRIATE AS DETERMINED BY THE US ATTORNEY'S OFFICE, FEDERAL INDICTMENT IS PURSUED ON BOTH LOWER-LEVEL REPEAT OFFENDERS AS WELL AS LARGER SCALE DRUG TRAFFICKERS. ALL SWORN LE EMPLOYEES ARE COMMISSIONED THROUGH THE MEDINA COUNTY SHERIFF. A CRIMINAL INTERDICTION PROGRAM WAS INSTITUTED IN 2016 TO COMBAT THIS ISSUE. DUE TO A DECLINE IN PERSONNEL, OPERATIONS HAVE SHIFTED TO UTILIZING OUR PARTNER AGENCIES TO PROVIDE PATROL SUPPORT. WITH THAT MODEL, PATROL OFFICERS AND MCDTF AGENTS WORKED COLLABORATIVELY IN 2021 TO CONDUCT 960 INTERDICTION TRAFFIC STOPS AND CONSENSUAL ENCOUNTERS. THIS, COUPLED WITH COVERT OPERATIONS, LED TO INVESTIGATION OF 228 CRIMINAL CASES AND RESULTED IN THE ARREST OF 187 INDIVIDUALS ON 259 CRIMINAL CHARGES. MCDTF IS THE SOLE LOCAL NARCOTICS ENFORCEMENT AGENCY OPERATING IN MEDINA COUNTY AS NO OTHER LOCAL POLICE DEPARTMENT REGULARLY CONDUCT NARCOTICS ENFORCEMENT EFFORTS. THE EXPECTATION IS THAT MCDTF IS DESIGNATED THOSE RESPONSIBILITIES. IF MCDTF WERE NOT ADEQUATELY FUNDED CEASED TO EXIST, NARCOTICS ENFORCEMENT EFFORTS WOULD FALL BACK UPON THE VARIOUS LOCAL LE AGENCIES, WHO ARE UNDERSTAFFED, ILL-EQUIPPED, AND SOMEWHAT UNDER-TRAINED TO PROPERLY CONDUCT NARCOTICS ENFORCEMENT INVESTIGATIONS. MEDINA COUNTY IS LOCATED IN NORTH-CENTRAL OHIO AND COVERS 423 SQUARE MILES. THE 2010 US CENSUS SHOWS THE POPULATION FOR THE COUNTY AS 172,332 RESIDENTS. MOST RECENT ESTIMATES INDICATE THE POPULATION HAS GROWN APPROXIMATELY 4% SINCE 2010 TO OVER 179,000 RESIDENTS. ADJACENT METROPOLITAN COUNTIES OF CUYAHOGA, SUMMIT, AND LORAIN ADD AN ADDITIONAL 2.1 MILLION PEOPLE TO THE AREA. ALONG WITH ADDITIONAL POPULATION IN THE REGION COMES ADDITIONAL CRIME. THE CRIME RATE PER 100,000 RESIDENTS IN CUYAHOGA (CLEVELAND, OHIO ONLY), SUMMIT, AND LORAIN COUNTIES IS 11,862 (CUYAHOGA), 3,481 (SUMMIT) AND 2,242 (LORAIN) PER INSIDEPRISON.COM. THE CRIMINAL ELEMENT OF THESE COUNTIES FREQUENTLY TRAVELS TO MEDINA COUNTY TO CONDUCT THEIR ILLEGAL ACTIVITIES. APPROXIMATELY 60% OF ALL ARRESTS MADE BY MCDTF AGENTS INVOLVE NON-COUNTY RESIDENTS. PER THE 2010 US CENSUS, THE RACIAL MAKE-UP OF MEDINA COUNTY IS 95.7% CAUCASIAN, 2.1% HISPANIC AND 1.5% AFRICAN-AMERICAN. PER THE SAME CENSUS, 59.8% OF THE POPULATION IS BETWEEN THE AGES OF 18 AND 65. IN THE US, THERE ARE MORE THAN TEN MILLION VICTIMS OF INTERPERSONAL VIOLENCE EACH YEAR, WITH ROUGHLY FIFTY PERCENT OF FEMALE MURDER VICTIMS KILLED BY AN INTIMATE PARTNER (NATIONAL COALITION AGAINST DOMESTIC VIOLENCE (NCADV), 2020). IN OHIO DURING 2019, THERE WERE 76,203 CALLS TO LAW ENFORCEMENT FOR DOMESTIC VIOLENCE. THE NUMBER OF INCIDENTS IS UNDOUBTEDLY HIGHER THAN THE NUMBER REPORTED, AS MANY DOMESTIC VIOLENCE INCIDENTS GO UNREPORTED. FURTHER, THE MOST RECENT STATISTICS AVAILABLE INDICATE THAT OVER 100 INDIVIDUALS IN OHIO WERE VICTIMS OF DOMESTIC HOMICIDE (NCADV, 2021). IN FRANKLIN COUNTY, DURING 2020, THERE WERE JUST UNDER SEVEN THOUSAND CALLS TO LAW ENFORCEMENT FOR A DOMESTIC VIOLENCE INCIDENT. MORE THAN HALF OF THOSE CALLS RESULTED IN DVI CHARGES (OHIO ATTORNEY GENERAL, 2022). AND WHEN IT COMES TO CRIMINAL BEHAVIOR IN GENERALÃƑƒÂ¢ÃƑ¢â‚¬Å¡Ã‚¬ÃƑ¢â€ŠÂ¬Ã¯Â¿Â½AND TO DOMESTIC AND INTIMATE PARTNER VIOLENCE IN PARTICULARÃƑƒÂ¢ÃƑ¢â‚¬Å¡Ã‚¬ÃƑ¢â€ŠÂ¬Ã¯Â¿Â½ONE OF THE MOST CONSISTENTLY RELIABLE PREDICTORS OF FUTURE BEHAVIOR IS PAST BEHAVIOR (ANDREWS & BONTA, 2010). MULTIPLE DATA SOURCES SERVE TO ILLUSTRATE THIS POINT, WHERE ONE OF THE STRONGEST PREDICTORS OF BEING ARRESTED FOR A DOMESTIC OR INTIMATE PARTNER VIOLENCE OFFENSE IS HAVING PREVIOUSLY BEEN ARRESTED FOR ONE (CAMPBELL, WEBSTER, & GLASS, 2009; LOPEZ-OSSORIO ET AL., 2017). YET IT IS IMPORTANT TO NOTE THAT NOT EVERYONE ARRESTED FOR A DOMESTIC OR INTIMATE PARTNER VIOLENCE OFFENSE WILL ENGAGE IN THAT BEHAVIOR AGAIN (HILTON & RADATZ, 2021). TO BE SURE, AN ARREST FOR THIS KIND OF OFFENSE IS NOT DETERMINISTIC: SOME OFFENDERS WILL DO IT AGAIN, BUT OTHERS WILL NOT. HOWEVER, THE PROBLEM FACING THE CRIMINAL JUSTICE SYSTEM IS THAT PREDICTING WHICH DOMESTIC AND INTIMATE PARTNER VIOLENCE OFFENDERS WILL RE-OFFEND IS A DIFFICULT TASK (CUNHA, PINHEIRO, & GONCALVES, 2022; KINGSNORTH, 2006). ON THE ONE HAND, IT IS WELL-DOCUMENTED IN THE CRIMINOLOGICAL LITERATURE THAT ACTUARIAL INSTRUMENTS (E.G., THOSE THAT ASSESS AN ARRAY OF "OBJECTIVE" CRITERIA LIKE PRIOR CRIMINAL HISTORY, ALCOHOL/SUBSTANCE USE, EMPLOYMENT STATUS) GENERALLY OUTPERFORM "CLINICAL JUDGMENTS" (E.G., EVALUATIONS OF RISK BASED ON A CLINICIAN'S PROFESSIONAL EVALUATION AND OPINION) WHEN IT COMES TO PREDICTING RECIDIVISM (CAMPBELL, FRENCH, & GENDREAU, 2009). BUT ON THE OTHER HAND, THERE ARE A LOT OF OPTIONS AVAILABLE TO JURISDICTIONS WHEN IT COMES TO RISK ASSESSMENT INSTRUMENTS WHEN IT COMES TO THIS FORM OF CRIMINAL BEHAVIOR (E.G., THOSE THAT RANGE FROM "GENERAL" RISK/NEEDS ASSESSMENTS LIKE THE LEVEL OF SERVICE INVENTORY [LSI] TO MORE OFFENSE-SPECIFIC INSTRUMENTS LIKE THE DANGER ASSESSMENT [DA] FOR DOMESTIC VIOLENCE, SEE MESSING, CAMPBELL, & SNIDER, 2017). THE FRANKLIN COUNTY MUNICIPAL COURT IS SEEKING $30,000 TO CONTRACT WITH A RENOWNED CRIMINAL JUSTICE RESEARCHER TO DEVELOP A PILOT DOMESTIC VIOLENCE RISK ASSESSMENT TOOL, IN ORDER TO BETTER ENABLE THE DOPPS TO ALIGN ITS APPROACH TO SUPERVISING INTIMATE PARTNER VIOLENCE CASES WITHIN THE CONTEXT OF EVIDENCE BASED PRACTICES AND THE RISK, NEED AND RESPONSIVITY PRINCIPLES. THE DOPPS HAS PARTNERED WITH DR. LOWENKAMP ON A RECENT STUDY OF CURRENT ASSESSMENT TOOLS, AND SEEKS OCJS SUPPORT IN CREATING AND VALIDATING A RISK ASSESSMENT TOOL THAT IS PREDICTIVE OF RISK AND CAN ASSIST THE DOPPS IN ALIGNING STAFFING RESOURCES BASED UPON THE POPULATION IT SERVES. BY THE CONCLUSION OF THE 12 MONTH REPORTING PERIOD, THE DOPPS WILL HAVE ACCESS TO A NEW ASSESSMENT TOOL, RELEVANT STAFF TRAINING AND MATERIALS, AND A FINAL REPORT DESCRIBING THE PROJECT AND OUTCOMES.
