RESPONSES TO PEOPLE EXPERIENCING HOMELESSNESS MUST BE TAILORED TO THE LOCAL CONTEXT. FRAGMENTED DATA SOURCES AS WELL AS A LACK OF COORDINATION ACROSS AGENCIES HINDER EFFECTIVE RESPONSES. THE CITY OF BOULDER AND ITS RESIDENTS RECOGNIZE THAT ENCAMPMENTS CREATE BOTH COMMUNITY AND OPEN SPACE HARMS. MOREOVER, A CITYWIDE APPROACH IS COSTLY. CALLS FOR SERVICE IN BOULDER REGARDING HOMELESS-RELATED CONCERNS ARE PREVALENT. IN 2020, BOULDER POLICE DEPARTMENT (BPD) OFFICERS RESPONDED TO OVER 6500 CALLS FOR SERVICE INVOLVING HOMELESS-RELATED ISSUES. OUTSIDE OF THE POLICE DEPARTMENT SEVERAL OTHER CITY DEPARTMENTS INCLUDING PUBLIC UTILITIES, PARKS & REC, HOUSING AND HUMAN SERVICES AND OPEN SPACE ARE ALL SPENDING RESOURCES MANAGING THE HARMS AS WELL.   MUCH OF THE CHALLENGE THAT THE BPD AND CITY OF BOULDER FACE IS THE LACK OF A COORDINATED EFFORT TO COLLECT ACCURATE DATA ON ENCAMPMENTS AND THE UNHOUSED POPULATION. THIS DEFICIT MAKES IT DIFFICULT TO SERVE THE COMMUNITY BY REDUCING THE HARMS AND ASSIST THE UNHOUSED POPULATION IN TARGETING THE NECESSARY SERVICES. SIMILAR TO CITIES AROUND THE U.S., DATA COLLECTION IS OFTEN SILOED, DATA SHARING IS NOT SYSTEMATIC, AND ANALYSIS AND RESPONSE ARE LIMITED TO EACH DEPARTMENT’S RESOURCES AND PRIORITIES.   THE CITY OF BOULDER (COLORADO) POLICE DEPARTMENT PROPOSES A THREE-PHASE PROJECT TO CREATE A COORDINATED RESPONSE TO REDUCE THE HARMS RELATING TO ENCAMPMENTS AND PEOPLE EXPERIENCING HOMELESSNESS. THE THREE OVERLAPPING PHASES WILL FOCUS ON DEPARTMENTAL COORDINATION THROUGH A DESIGNATED COORDINATOR POSITION, INTEGRATED DATA AND ANALYSIS, AND STRATEGIC RESPONSES INFORMED BY PHASES 1 AND 2. EMPIRICAL EVIDENCE SUGGESTS THAT GUN HOMICIDES ARE CLEARED AT HIGHER RATES THAN NONFATAL SHOOTINGS BECAUSE HOMICIDE CASES BENEFIT FROM SPECIALIZED INVESTIGATORS, REDUCED DETECTIVE CASELOADS, AND SUSTAINED INVESTIGATIVE EFFORT THAT ALL LEAD TO IMPROVED EVIDENCE COLLECTION, WITNESS INTERVIEWS, AND FORENSIC ANALYSIS. APPLYING THESE INVESTIGATIVE ENHANCEMENTS TO NONFATAL SHOOTINGS COULD GENERATE SIGNIFICANT IMPROVEMENTS IN CASE CLEARANCE. THIS IS CRITICAL BECAUSE UNSOLVED SHOOTINGS FAIL TO DELIVER JUSTICE TO VICTIMS, CONTRIBUTE TO ONGOING CYCLES OF VIOLENCE, AND INCREASE THE LIKELIHOOD THAT OTHERS WILL SEEK RETRIBUTION THEMSELVES. RECOGNIZING THE NEED TO IMPROVE POLICE RESPONSE TO THESE INCIDENTS, THE HARTFORD POLICE DEPARTMENT DEVELOPED A DEDICATED SHOOTING RESPONSE TEAM (SRT). THE SRT IS A SPECIALIZED UNIT COMMITTED SOLELY TO RESPONSE AND INVESTIGATIONS OF NONFATAL SHOOTING CASES. THE CASES INVESTIGATED BY THIS UNIT BENEFIT FROM ENHANCEMENTS THAT ARE COMMON TO HOMICIDE DIVISIONS LIKE ENHANCED INVESTIGATIVE EFFORT AND COMMITTED CASE TIME FROM EXPERIENCED DETECTIVES. SINCE SECURING VICTIM AND WITNESS COOPERATION IS A KEY ELEMENT IN THE LIKELIHOOD OF CASE CLEARANCE, THIS PROGRAM ALSO EMPHASIZES A VICTIM-CENTRIC APPROACH THAT IS EXPECTED TO PLAY A VITAL ROLE IN CLEARING SHOOTING CASES. THE SRT SEEKS TO IMPROVE RESPONSES TO SHOOTINGS THROUGH SEVERAL KEY EVIDENCE-BASED ACTIVITIES. THE TPD IS DEDICATED TO FOSTERING EFFECTIVE AND CONSISTENT COLLABORATIONS WITH THE NORTHERN DISTRICT OF OKLAHOMA UNITED STATES ATTORNEY’S OFFICE, THE TULSA COUNTY DISTRICT ATTORNEY’S OFFICE, AND THE TULSA COUNTY SHERIFF’S OFFICE IN ORDER TO INCREASE PUBLIC SAFETY AND TRUST. THE TPD WILL CREATE AN INNOVATIVE, DATA DRIVEN APPROACH UTILIZING INTEGRATED INTELLIGENCE FROM TECHNOLOGY IN ORDER TO REDUCE VIOLENT CRIME IN IDENTIFIED PROJECT SAFE NEIGHBORHOOD CRIME HOT SPOTS. ALTHOUGH THE COT IS 47TH IN SIZE, THEIR VIOLENT CRIME RATE CONTINUES TO RANK IN THE TOP 30 IN THE NATION (FBI, 2019). IN 2019, THERE WERE 987 VIOLENT CRIMES PER EVERY 100,000 RESIDENTS IN THE COT, HIGHER THAN OKLAHOMA CITY, BATON ROUGE, OR CHICAGO. DESPITE IMPLEMENTING THE CRIME GUN INTELLIGENCE CENTER (CGIC) IN 2018 AND REMOVING SOME 1,543 GUNS FROM THE STREETS IN 2018 AND 1,070 BETWEEN JANUARY 1 AND OCTOBER 10, 2019, THE TPD HAS EXPERIENCED A 12% RISE IN AGGRAVATED ASSAULTS WITH FIREARMS SINCE 2017. TO ENHANCE ITS’ ABILITY TO PREVENT VIOLENT CRIMES, THE TPD WILL EMPLOY DIFFERENT INNOVATIVE TECHNOLOGIES (I.E., MOBILE SAFETY AND CAMERA UNITS AND CLOSED-CIRCUIT TELEVISION (CCTV) IN IDENTIFIED HIGH RISK AREAS AND ENGAGE NEIGHBORHOOD GROUPS. AT THE BEAT LEVEL, THE SAME FOUR BEATS HAVE BEEN AMONG THE TOP FIVE VIOLENT CRIME AREAS IN THE CITY ACROSS A TEN-YEAR PERIOD.  USING THE 2021 VIOLENT CRIME REDUCTION PLAN, DPD WILL BEGIN WITH A SHORT-TERM FOCUS ON SUBSTANTIALLY INCREASING POLICE VISIBILITY AT MICRO LOCATIONS (330’ X 330’ GRIDS) WHERE VIOLENT CRIME IS CONCENTRATED AND PRIORITIZING STREET-LEVEL DETERRENCE AND ARREST OF REPEAT OFFENDERS IN THESE AREAS. BUILDING OUTWARD, THE PLAN INCORPORATES A MID-TERM STRATEGY FOCUSED ON NETWORKS OF VIOLENT PLACES WITHIN HISTORICALLY VIOLENT AREAS OF THE CITY USING A PLACE NETWORK INVESTIGATIONS (PNI) APPROACH. THE COLLOCATION OF THE INVESTIGATORS FOSTERS THE DEVELOPMENT OF INTELLIGENCE IN A TIMELY FASHION WHICH HELPS TO FACILITATE THE UTILIZATION OF THE INFORMATION AND PROVIDES MAXIMUM FLEXIBILITY IN SELECTING THE MEANS MOST LIKELY TO RESULT IN THE DISRUPTION OR DISMANTLING OF ORGANIZED CRIMINAL ACTIVITY. HOWEVER, THE COORDINATED APPROACH MADE POSSIBLE BY CGNL ALLOWS FOR THE FULL IMPLEMENTATION OF SOPHISTICATED INVESTIGATIVE TECHNIQUES AND PROVIDES THE RESOURCES NECESSARY TO RESPOND TO THIS CHALLENGE. HEROIN HAS EMERGED TO BE THE DOMINATE DRUG PREFERRED BY DRUG TRAFFICKERS. METHAMPHETAMINE ABUSE IS INCREASING. IMPORTATION AND SALES OF BULK MARIJUANA REMAINS HIGH DUE TO THE RELATIVELY LOW PENALTIES AND HIGH PROFIT MARGINS. BECAUSE OF ITS STRATEGIC LOCATION, THE GREATER CLEVELAND AREA IS INCREASINGLY IDENTIFIED AS A TRANSSHIPMENT POINT FOR NARCOTICS, WHICH REACH OTHER COMMUNITIES WITHIN OHIO. IN ADDITION, DUE TO THE LEGALIZATION OF MARIJUANA IN CALIFORNIA, COLORADO AND OREGON, GREATER CLEVELAND HAS SEEN AN INCREASE IN THE AVAILABILITY OF MARIJUANA IN MANY DIFFERENT FORMS SUCH AS WAX, EDIBLES, OILS AND BUTTERS AND CAPSULES. THE TASK FORCE TARGETS ORGANIZED GANGS PERPETRATING THESE TYPES OF CRIMES AND OTHER ENTRENCHED SOPHISTICATED ORGANIZED NARCOTICS TRAFFICKING GROUPS OPERATING IN THE GREATER CLEVELAND AREA; ESPECIALLY THOSE ORGANIZED DRUG GANGS WITH A PROPENSITY FOR VIOLENCE. NOT SURPRISINGLY, LAW ENFORCEMENT IN THE CUYAHOGA COUNTY AREA CONTINUES TO IDENTIFY DRUG TRAFFICKING AND ITS RELATED VIOLENCE AS THE MAJOR CRIME PROBLEM FACING THE COMMUNITY. IT IS MOST IMPORTANT FOR PERPETRATORS OF VIOLENT GANG CRIMES TO BE IDENTIFIED, ARRESTED, PROSECUTED, AND CONVICTED IN ACCORDANCE WITH LAW. THIS IS DONE TO PROTECT THE PUBLIC FROM CRIME THAT CAN RUIN THE LOCAL ECONOMY, AND HAVE A NEGATIVE IMPACT ON THE QUALITY OF LIFE FOR ALL PERSONS. DEVELOPING SPECIFIC STRATEGIES THAT TARGET AND FOCUS ON VERTICAL GANG PROSECUTION PROGRAMS WILL SUPPRESS ORGANIZED CRIMINAL GANG BEHAVIOR AND CONTROL THE IMPACT OF GANGS ON OUR COMMUNITY. GRANT FUNDS OF $80,000 WILL PARTIALLY FUND TWO DETECTIVE POSITIONS, ONE FOR THE CARSON CITY SHERIFFÃƑ¢â€ŠÂ¬Ã¢Â€ŽÂ¢S OFFICE AND ONE FOR THE DOUGLAS COUNTY SHERIFFÃƑ¢â€ŠÂ¬Ã¢Â€ŽÂ¢S OFFICE, TO ADDRESS THE PROBLEM OF THE SKYROCKETING USE OF ILLICIT NARCOTICS AND OPIOIDS. TRI-NET INVESTIGATES ILLICIT NARCOTICS AND PRESCRIPTION PHARMACY PILL / FRAUD CASES, AND MAKES ARRESTS TO PROSECUTE LEADERS OF DRUG ORGANIZATIONS. EMERGING LETHAL DRUGS LIKE FENTANYL AND CARFENTANIL THREATEN PUBLIC SAFETY AND THE COMMUNITY.
